What Bureaucrats think about the formation
of next government at the centre?
The general elections are round the corner and the bureaucrats
have started making their own assessments as to who would rule the country
in the days to come. Whether it will be the Congress, the BJP or the
respective fronts - UPA and NDA - lead by these parties. Will it be
a third Front that will govern the country? We tried to elicit the views
of bureaucrats across the country. They feel

"Call on culture be instilled among youngsters"
Call on culture should not be misunderstood and be instilled among the
youngsters as more than the courtesy, it is a mark of respect, opine

want to entertain junior officers. Forget about calling on at home the
arrogant seniors do not spare time even in the office", says VK
Gupta.
However there are also many like Kaushal who feel that we should not
give importance to such things which have little value in public life.
"It was appropriate during the British era as the British respected
the privacy, autonomy, authority and dignity of the individual as also
of the office that the individual held", says SK Tiwari. "The
colonial status of India notwithstanding, there was a subtle balance
in the formal roles, responsibilities and relationships at various levels.
Perhaps, the call on culture served to further strengthen the mutual
relationship by bringing in more informal elements of trust and acceptance
at a one-to-one level", he adds.

breaking endeavour
Green Planet Bicycle Riders Association (GPBRA) being headed by Satya
Prakash a Madhya Pradesh cadre IAS officer has embarked on a path breaking
& trend setting mission. Though, the GPBRA is barely one year old
it has got 5000 members including 175 core members. Satya Prakash who

Satya Prakash is quite optimistic about turning his endeavour into a
mass movement, one day. He admitted, "It is not always easy to
convince people about the importance of bicycle safety, but it is vital
for everyone in your family to understand basic safety rules and to

Who after Manmohan singh?
When the question, who after Nehru ,was raised, its implications were
not clear. Now that loyalties are changing faster than ideologies &
alliances faster than fronts, this question assumes some significance.
The fraternal embraces of the past few years having untangled, there
are any number of claimants for the post of PM. With a slight leash
of the whip, they scampered into once again proclaiming Manmohan Singh
as the UPA candidate. Perhaps the prompting emanates from the fragile
health & equally fragile will of the man named Dr. Manmohan Singh,an
academics, who may find it difficult to digest so much of toxic political
waste. It appears they was settled for post Manmohan Singh phase to
realize their dreams, ambitions and delusions.
Asking for cohesive & stable government in such scenarios is like
asking for the moon. Why can be not accept the hard fact of long phases
of unstable & diverse governments?

Campaigning has changed the scenario
Initially looked that congress would emerge as single largest party.
The election campaigning has changed the scenario. The BJP may get close
to 150 seats and congress would get 141 seats. JD(U) , TDP, BSP and
AIDMK would get more than 20 seats each, and would decide the fate of
central government.

Common Seniority List
It appears that the Common Seniority Lists are being prepared wrongly
as the CSSS Rules lay down that the approved service of
(i) An officer recruited directly to that grade is to be counted from
the first day of July of the year, following the year in which the examination
for direct recruitment was held; and
(ii) An officer recruited to that grade through departmental examination,
from the first day of July of the year for which such examination was
held;
This gives an impression that those recruited through Departmental Examination
are to come before those recruited directly by Open Examination. If
this is the correct position, then the Common Seniority Lists prepared
showing direct recruits above those recruited through departmental examination
should be put after those recruited as service of those recruited through
departmental examination is to be counted from the year in which the
examination was held and for direct recruits year following the year
in which the examination was held.
The DOP&T is requested to kindly look into the matter and take necessary
action in revising seniority lists.

Bureaucrats have misguided govt
The government thinks that it has given a lot in pay revision to
the PSU officers through their recent DPE circular. The bureaucrats
have misguided the government. Actually there is no real pay increase,
and there is no leverage left to the PSU managements to improve upon
this. The anger of the PSU people against the netas will be evident
in the elections. The problem is, the netas have to fight elections,
not the bureaucrats.

What purpose it serves ?
Everyday Government and military officers are telling the people
that hordes of armed terrorists are readying themselves to infiltrate
into India, particularly J&K, to disturb elections, etc. What purpose
it serves ?It only re-enforces peoples' lack of faith in Government's
will and capability to ensure security of our borders and citizens.
Government should immediately impose night curfew in border areas of
J&K. Strict measures should be taken to stop flow of foreign money
to militants in J&K and their cover politicians. CM of J&K should
be backed by the Centre in his efforts to make improvements. Otherwise
a mature politician Azad had fallen into a trap laid by his opponents
in the form of Amarnath issue. This should not happen to the present
CM. He may be the last hope for the unfortunate people of the State.

While all awards in this country, be it Padma Awards, or Gallantry
Awards, or even Film Awards, are mired with controversy that awardees
are not indeed man/woman of excellence. There is no dispute about Khosla
and Goel with who we have interacetd for past 3 years or so. Goel has
not replied to a single letter .

Scope of doubt
There seems to be perhaps a scope of doubt in this case (not sure)
as to whether Anurag Goel is solely responsible for this success story
or his predecessor Secretary, Department of Company Affairs and other
fellow employees of the Department of Company Affairs. This seems to
be a case of ancient family tradition of 'nibo-nichor' wherein one of
the bahus while cooking the food bears all the smoke & heat but
the credit is taken away by the bahu who is involved in the process
of serving the food.

Anurag Goel, very intelligent and hard working, always takes initiative
and does new things and take bold decisions to improve the system. Wherever
he worked has left indelible imprints. I had the honour to work under
