"Call on culture be instilled among youngsters"
Call on culture should not be misunderstood and be instilled among the youngsters as more than the courtesy, it is a mark of respect, opine majority of our surfers who responded to the survey conducted by whispersinthecorridors.com to elicit the views on this age old culture now vanishing by the day. "It is finished because rude seniors do not want to entertain junior officers. Forget about calling on at home the arrogant seniors do not spare time even in the office", says VK Gupta. However there are also many like Kaushal who feel that we should not give importance to such things which have little value in public life. "It was appropriate during the British era as the British respected the privacy, autonomy, authority and dignity of the individual as also of the office that the individual held", says SK Tiwari. "The colonial status of India notwithstanding, there was a subtle balance in the formal roles, responsibilities and relationships at various levels. Perhaps, the call on culture served to further strengthen the mutual relationship by bringing in more informal elements of trust and acceptance at a one-to-one level", he adds.
New Election Commissioner from South ?
This is almost certain that the new Election Commissioner will be from South .In case some one from North is appointed he may be Secretary Health in the Government of India,Naresh Dayal.Only Navin Chawla knows the name of the new EC.

His Date of Birth is 22nd October, 1913 and he is, therefore, 95 years old.

CBEC Wins Minister loses ?

It is totally unjustified
Sir, In the name of Cadre Restructuring of Indian Defence Estates Service, 498 posts of Group C & D staff are going to be abolished to create 55 Group A posts of IDES officers in HAG.SAG.JAG ,STS & JTS scales. As against 6 HAG posts already available, only one is filled up and five are lying vacant for long and there has been no fresh intake during last three years. Whosoever is allotted IDES , refuses to join and those who go on deputation avoid coming back for as long as possible. Under these circumstances abolition of Group C & D posts of Cantonment Boards (comprising mostly of safai karamcharis) to generate matching savings to justify creation of additional posts of IDES appears to be wholly unjustified . If this trend catches on , there will be hardly any safai karamchari left in any of the municipalities. Safai karamcharis being at the lowest level of bureaucratic hierarchy will hardly come to know about this and when they come to know , loss of employment opportunities in their case can always be explained due to effects of meltdown of US economy.

It is a tragedy after tragedy
It is a tragedy that with every election, castes and creed are gaining more and more prominence. If ex-Lohia socialists like Laloo Yadav are in the fore front of casteist politics, the much acclaimed 'secular' communists are searching for caste and communal candidates in their bastion in Kerala. Only common factor is that all these casteist, communal and racist parties go under one flag that is our secularism. The Congress which has seen the pangs of partition have no qualms in accepting a communal party like Muslim League as their ruling partner at the centre. Communists in Kerala are sharing the platform and running after Nassar Madani, whose terrorist links are well known .Added to this is our print media who never misses a chance to explain the caste equations and winnability of candidates.
The root cause of all these are reservation based on caste and religion. Many undeserving castes and communities have got the benefits either through their political might or through appeasement policy of the ruling party. Our founding fathers meant the reservation to continue only for ten years and never visualized the depth of decadence it will bring to our political life.
It is time we stop all this birth based reservation and make it need based. There should be only two classes in the country, the haves and the have-nots.

Plight of the Bank employees
I would like to draw your attention towards the plight of the Bank Employees who are been degraded to the level of LDCs/Peon post 6th Pay Commisssion. During last one year, every body in the Govt./Public Sector /Teachers got hefty rise in their perks. However the Bank employees were left out of the Bonanza as they do not form power group and are not aligned to any political force. They are being represented by shrewed Union Leaders who are neither informed about the contemporary development nor interested in welfare of the Employees. This way Bank employees are suffering and highly underpaid as most of them have to sit late to complete the job.

Injustice with UDC of CSCS
We would like to add here that cadre restructuring of CSCS along with CSS in 2nd CRC was carried out and the report was submitted in November 2008 to DoPT. The 2nd CRC recommended :-
(i) For regularization of all ad hoc Assistants.
(ii) Upgradation of certain posts of UDC to Assistant grade, and
(iii) To relax the rules of CSS Rules , 1962 on direct recruitment of Assistant grade in order to regularization of certain eligible UDCs
But four months have passed the recommendation of 2nd CRC in respect of CSCS is yet to be implemented.
You may also aware the 2nd Administrative Reforms Commission in its 10th report has recommended the mode of recruitment for Assistant grade as 40% - Direct Recruitment, 40% - Promotion and 20% - Departmental Examination . This has to be considered by the Government of India and to be implemented till the last LDC gets promotion to Assistant grade.
I, therefore, request to Department of Personnel and Training kindly think about CSCS too.

Present day politics is a business
Days are gone when a person really interested in social welfare used to contest polls. Now, any person contesting the election invests money for getting ticket and the persons like bureaucrats/capitalists and economically weaker sections (who are purchased) back these people. Ultimately the middle class and lower middle class are the losers and the election for interested persons becomes like entering into an arena where horse race is going on and betting is taking place. Given the circumstances, there is no harm even if the votes of middle class and salaried class are purchased and the day is not far off when a rate will be openly fixed by these politicians for their votes by publishing a rate list.

This award is in fact for each employee of ITPO who is working for the growth and development of the organisation. Ugliest of architecture
I would like to say that having travelled all over the globe, one finds the ugliest of architecture in India. The constructions undertaken for the Government have absolutely no architectural aesthetics at all. Surprisingly, this happens even when the contract is given to a firm from abroad. This can only mean that the approving authorities have no sense of beauty and aesthetics right from the initial stages of instructing and then to finally of approving the designs.
