Bhave takes over as Chairperson, Aera Yashwant S. Bhave today took
over as the first Chairperson of the Airports Economic Regulatory Authority (AERA).
With the joining of Bhave, AERA is likely to commence its regulatory functions
within the next few months.Government had recently constituted the AERA for economic
regulation of the airport infrastructure sector. In terms of the Airports Economic
Regulatory Authority of India Act, 2008, the AERA has been assigned the functions
of determining the tariffs for aeronautical services rendered at all major airports,
including for air navigation services, the fixation of Development Fees and Passenger
Service Fees. AERA will also monitor the set performance standards relating to
quality, continuity and reliability of services at these airports.AERA is expected
play a crucial role in economic well being of the vital airport infrastructure
sector in the country. The present downturn in the aviation sector is likely to
pose an immediate challenge to AERA as it will have to ensure that the airport
charges are calibrated so as not to unnecessarily burden the airlines and passengers
and at the same time are remunerative enough for airport operators who are investing
heavily in upgradation and modernization. Bhave is a retired officer of Indian
Administrative Service (1972 Batch). He is a Master of Science with Electronics
as a specialization and Master of Public Administration from Harvard University.
During his career spanning 37 years with the Government, he has held different
positions in the Government of Maharashtra like CEO of Maharashtra Industrial
Development Corporation, MD of Small Scale Industries Development Corporation,
MD of State Financial Corporation, Chairman of State Electricity Board, Development

are their personal opinion) Shiv Shankar Menon Shivshankar Menon,
India's longest serving Foreign Secretary in recent times, is in the middle of
a storm and is trying to hide behind the cloak of Ministerial Responsibility.
Menon took over the service in the midst of much acrimony by steeping over the
heads of several of seniors and colleagues, as a largess of the Congress party.
His assumption of charge led to many resignations and IFS officers going on leave.
He further vitiated the atmosphere by acting vindictively against his own batchmate
Harish Dogra, by stripping him of his charge as High Commissioner to New Zealand.
However he failed to uphold the dignity of the office of the esteemed service.
As a first concession to Pakistan, he accepted Pakistan as a victim of terrorism
along with India at the NAM summit in Havana, Cuba. This diluted India's long
held position as a victim of cross-border terrorism. In fact, the term "cross-border
terrorism " was so widely accepted that it was frequently used in UN documents.
However, Menon negated efforts of decades of India's diplomatic service. He instead
relied his faith on the Joint Working Group on terror to tackle the issue of terrorism.
He was naive enough not see foresee that Pakistan never gave up its support for
terrorism and was not going to act on such bureaucratic graveyards as working
groups. As a result, he failed to even imagine that 26/11 was coming. Thus,
he was all at sea when it came to India's Pakistan policy. The recent "bad
drafting" at Sharm El Sheikh, shows the Foreign Secretary in poor light.
Not only he de-linked the dialogue process from concrete action on terrorism,
but he put India on the same platform by accepting Baluchistan as part of the
Joint Statement of the two countries. This has done sufficient damage to India's
position not only in the international community but also has seriously affected
India's diplomacy vis-a-vis Pakistan. In future, when India would raise the issue
of cross-border terrorism, Pakistan would retaliate by mentioning Baluchistan.Shivshankar
Menon wasn't just a bad defender of India's national interest, but has done
much harm to the Indian Foreign Service and its independent ethos. He institutionalized
a culture of sycophancy by altering the system of promotions in the IFS. From
now promotions to higher levels of IFS Grade-III to Grade-I would require consideration
of 10 years of ACRs of officers and would require officers to meet a specified
benchmark in promotions. It is long understood that to get outstanding you have
to be subservient rather than speak your mind. By ushering in such a system, he
has institutionalized such subservience as in critical matters a junior officer
would try and read the mind of senior rather than give independent advice. He
was also against the system of reservation in government. During his tenure, the
constitutionally demarcated quotas for OBCs, SCs & STs in the IFS were either
not filled or were far lower than those mandated by government. He also victimized
IFS officers belonging to OBCs/SC/STs in transfers and postings. Further, in his
later years, he became quite arrogant and senile. He demoralised young officers
by banning them from Foreign postings on flimsy grounds and on his whims and fancies.
Thus he left a much demoralized and weak service. Overall the questions to
ponder are:- 1) Should Government of India utilise his services after retirement? 2)
Is he a fit man for further public office as he has failed to protect India's
national interest? 3) Should people of India repose faith in Menon? R
T Guha Agriculture situation going from bad to worse The agriculture
situation in the country has been going from bad to worse in last six years and
every time there is price rise, the agriculture minister simply blames it on nature.
Today he announced in Parliament that sugar production is going to be half of
normal. On the face of it, the minister appears to be transparent to the people.
However, observers see deeper meaning in such alarming statements. Many feel that
a clear signal is being given for the domestic sugar producers and dealers to
jack up the prices and profiteer because the people will be panicky when responsible
minister makes such statement. Such things have happened in the past too and unfortunately,
people have no faith in the concerned minister any more. I Khan Rawat
should get Cabinet Minister rank As Rawat is a senior Congress Leader
of Uttarakhand after N D Tiwari and also amongst the 7 newly elected MP from Uttarakhand

is sold for NINE rupees, and a major chunk of profits from these are sent
abroad. This is a serious drain on INDIAN economy. "COCA COLA "and"
SPRITE " belong to the same multinational company, "COCA COLA"?
Coke advertisements says 'JO CHAHO HO JAYE, COCA COLA ENJOY' - (Whatever the
hell, let it happen, you drink coke) What can you do? You can consider
some of the better alternatives to aerated drinks. You can drink LEMON JUICE,
FRESH FRUIT JUICES, CHILLED LASSI (SWEET OR SOUR), BUTTER MILK, COCONUT WATER,
JALJEERA, ENERJEE, MASALA, MILK... Everyone deserves a healthy drink, including
you! Over and above all this, economic sanctions have been imposed on us.
We have nothing against Multinational companies, but to protect our own interests
we request everybody to use INDIAN products only for next two years. With
the rise in petrol prices, if we do not do this, the rupee will devalue further
and we will end up paying much more for the same products in the near future. What
you can do about it? 1 . Buy only products manufactured by wholly Indian companies.
2 . Enroll as many people as possible for this cause. Each individual should
become a leader for this awareness. This is the only way to save our country
from severe economic crisis. You don't need to give-up your lifestyle. You
just need to choose an alternative product. All categories of products
