Karnataka Govt, officials least tech friendly
Karnataka, the most IT savvy state in the country, seem to have the least tech-friendly officials. Though, Karnataka government has tom-tomed its achievements in the Information Technology sector and embarked on e-governance to bring about efficiency and transparency there appears to be no change in the functioning of its official machinery. It is as good or worse compared to any other state in the country. Karnataka government has been publicizing its e-mail directory of its officials on its government website but most of them seem ignorant about the e-mails send on official IDs provided to them. At least our experience in Bengaluru has forced us to conclude the same. Senior officials, including the Director General of Police and the Director, Information and Public Relations and even the Chairman and Managing Director of Canara Bank failed to take cognizance of the e-mail requests send to them. None of them responded to the e-mails even after about 10 days and in some cases were ignorant about them on being contacted over telephone.

Union government boasts of leaving no stone unturned in bringing India at par with even the developed countries as far as Tourism is concerned but its India Tourism Development Corporation (ITDC), a Central Public Sector enterprise under the Ministry of Tourism, it seems, is required to set its own house in order. Eight hotels run by it are running in loss, the provisional financial results for the year 2008-09 say. They are Hotel Janpath - New Delhi, Hotel Jaipur Ashok - Jaipur, Rajasthan, Hotel Jammu Ashoka - Jammu, Hotel Kalinga Ashoka - Bhubaneswar, Orissa, Hotel Pataliputra Ashoka - Patna, Bihar, Lalitha Mahal Palace Hotel - Mysore, Karnataka and Hotel Bharatpur Ashok - Rajasthan. 3 IAS officers among 16 suspended in Noida
The Uttar Pradesh Government on Monday suspended 16 senior officers including three IAS and a retired IAS officer for alleged irregularities in connection with a land scam in Noida. All the officers named were posted with the Noida authority in different capacities at the time the scam took place. The IAS officers suspended include Rakesh Bahadur, Sanjeev Sharan and Ravindra Naik while another IAS officer Dev Dutt who retired from service has also been named.

Why do IPS officers get shot?

More IPS officers manning the paramilitary organisations and central police organisations have been shot by their own subordinates than by the 'enemies'. The number of Army officers thus martyred is even higher. The sole reason is denial of leave due to the subordinates. Incidentally, India is the only country in the world where the statistics are so tragic; but we live in a country where superiors take pride in denying leave to subordinates or making them crawl before sanctioning leave. This tendency among IPS officers exists even when they are serving as SP's and DGPs. But the officers and men of the District Executive Force have more maturity. Few years back, Government of India (DoPT) had issued instructions to the effect that leave due should not be denied without adequate reasons. Especially, government servants with less than 5 years of service left before retirement should not be denied leave. The instructions have gone unnoticed in all departments; everyone knows that a government servant above 55 will not do what a young constable can.

Still waiting for balance arrears
GOI was supposed to give second installment ie.60% of 6th CPC Arrears in first half of 2009. More than half of the year has passed and employees are still waiting for balance arrears to be paid. What the government is waiting for? Arrear amount belongs to employees. Shouldn't government pay interest on balance arrear money. If government can give interest on GPF then, why not on arrear balance?

Harbringer of good days for Central Secrectariat Service officers
CSS Officers would be pleased to know that their painful waiting for regularization in US grade would now be over. DPC for Selection List 2003 has already taken place and the list would be notified very soon. This will pave the way not only for promotion to DS but also smoothen path for completing the exercise for preparing remaining Select Lists. There are about 170 vacancies in US grade which would be filled soon resulting in percolating vacancies in all the lower grades. This has been possible due to continuous efforts of CSS Forum, particularly recent meetings of its representatives with the MOS(Personnel). CSS Forum, as always, will strive to ensure that the recommendations of the Cadre Review Committee are implemented at the earliest.
Downgrading of pay scale of Assistants is a scornful attempt to downgrade the CSS Service which is not at all acceptable to CSS Forum and the Forum is sincerely committed to its up-gradation and all possible efforts are being made in this direction as a result of which, hopefully, there would be a break through soon. CSS Forum works for safeguarding the interests of all the grades of the Service. Unity is Strength is the hall mark of all the activities undertaken by the Forum.

DoPT affairs
DOPT hardly does anything to improve the efficiency and transparency in North, South blocks and Shastri Bhavan. below the level of joint secretary. There is hardly any reshuffling after every three years a person completes in any ministry or section. These babus i.e. director, under secretary, deputy secretary, section officers etc. are backbone of corruption. They must be periodically transferred. They are worse than 'barra babus' - JS and above. Whispers must launch a campaign in this regard.

Injustice of Teachers by the taught:
6th Pay Commission has recommended Pay Band 2 of Rs.9300-34800 to all teachers whether it is a Primary (PRT) or TGT or PGT, with Grade Pay of Rs.4200, 4600 and 4800 respectively - difference of merely Rs.200 or Rs.400. As is known, the qualifications required for a PRT are only 12th standard (Sr. Sec.) plus elementary teacher's training (1-2 year), for a TGT are Graduate plus B.Ed and for a PGT are PG plus B.Ed with a tough competition to face for becoming TGT or PGT. One of the IAS (Mrs. Sushma Nath) had been Member Secretary of the 6th PC and presently the Expenditure Secretary. Teachers, especially TGTs and PGTs, who are called the nation builders and makers of IAS, have been subjected to a great insult by the taught. Is it the culture of India where Gurus have been equalled to God? Pay Commission says that for retaining their talent, it is inclined to recommend a higher start for PRTs (Rs.9300-34800 plus GP of Rs.4200), what about retaining the talent of TGTs or PGTs? Is one of the PRT a relative of one of the higher officials of 6th PC?
One of the principles of management is that there should be a reasonable incentive for maintaining efficiency in service. Hence some improvement in the pay of TGTs and PGTs is needed. All those who have a little respect for teachers should endeavour to get pay of TGTs and PGTs enhanced.

Yes, I feel that EVM's are not flawless. Instead of EVMs after UID (Unique Identification Nos is issued to all the Indians) the voting should be on line either from your house or from designated centres. This would also finish all day and night duties for elections, a safe result within hours too. Regards.

Inquire the wrongs on the Agri front
During the reply to the debate in Lok Sabha on rising prices of essential food items, the Agriculture Minister could not convince anyone and failed to explain why the prices had gone up so sharply. He kept on claiming about higher production, higher support prices and higher procurement. If all this is true, then obviously there is hardly reason for prices to go up. There is something terribly wrong in our agriculture and a thorough inquiry is necessary to find the real situation as the Minister does not seem to know what is going on.
