Through Fresh and Healthy Enterprises Limited ( FHEL ) Rakesh Mehrotra has been able to revolutionise the cold chain logistics in the country .

"Among other new initiatives by CONCOR are the Himalayan Terminal in Nepal, the Port Terminals at JNPT in Mumbai and Vallarpadam ICTT in Cochin and the Air Cargo complexes at Nasik and Bangalore", he said adding "With the record of continuing growth and profitability, our investors will continue to derive the benefits from their investments in CONCOR."

Here are excerpts from his interview:

Q. What is your vision for CONCOR?

Answer: Having established ourselves as the leading Multi-Modal Logistics Company in India, our vision for CONCOR is to see the Company not only retaining its position as the Market Leader but also to see it developing as a major player in the other parts of the value chain and also spread its wings in the Global Arena . The Company strives to be the first choice of its Customers in a competitive scenario by providing value for money to its customers.
Q. What are the new avenues of growth?

Answer: CONCOR constantly taps various avenues of growth in its core business segment through organic as well as inorganic growth. It has set up a number of multi-modal facilities and mega terminals like ICD at Dadri to exploit the potential of growing Containerised Cargo Volumes both in Export-Import (EXIM) segment as well as the Domestic Segment. The growth potential has been tapped not only through its own terminal network but also through a number of joint ventures / strategic alliances with strategic Partners.

The Company has made a successful foray into the Cold Chain Logistics business through its wholly owned subsidiary Company named Fresh and Healthy Enterprises Limited (FHEL), that has revolutionized the Cold Chain Logistics in the country.

The other new initiatives by CONCOR are the Himalayan Terminal in Nepal, the Port Terminals at JNPT in Mumbai and Vallarpadam ICTT in Cochin and the Air Cargo complexes at Nasik and Bangalore.

Q. Considering the global economic scenario, how has the business fared recently?

Answer: The recent global recession and meltdown has impacted the volumes of Containerised Cargo handled at major ports in India. This has impacted the volumes handled by CONCOR in the EXIM business segment , specially during the last quarter of FY'09. However the volumes have picked up from middle of March'09 onwards and we hope to achieve a reasonable growth during FY'10. The Domestic segment continues to be buoyant and a double digit growth is possible this fiscal.

Inspite of adverse impact on physical volumes, the Company has been able to maintain a positive growth in turnover and net profits during FY'09. We hope to maintain reasonable growth with profitability in the years to come.

Q. What kind of changes have you implemented to face the challenges before you?

Answer: To win over competition in road transportation from truck operators, CONCOR has introduced the concept of "hub and spoke" operations feasible for both International and Domestic business segments. This service takes full advantage of the rail linkages offered by Indian Railways while at the same time offers the reach and dependability of last mile connectivity through road services offered by CONCOR .

The Company has remained in the forefront by providing cost effective and quality services translating into value for money to its customers. The enhanced customer confidence is reflected through the customer satisfaction index ( determined by an exhaustive survey by an independent outside expert agency ) which stood at 87.5 % for 2008 as compared to 81 % achieved during 2007. The cost management strategies adopted by the company give it the leading edge in maintaining profitability.

Q. Any new recruitment in the offing?

Answer: CONCOR recruits regularly new entrants into its Managerial / Supervisory/ Workmen Cadre through open market recruitments .

Q. What message would you like to give the investors, the stakeholders and people connected to the organisation?

Answer: CONCOR has, over the last twenty years, demonstrated a success story of growth and profitability through a high degree of professionalism. CONCOR is a customer focused, performance driven, result-oriented organization, focused on providing value for money to its customers through its ever expanding services.

Our investors have been getting a handsome dividend year after year. For the year 2006-07 we had paid a dividend amounting to Rs. 142.98 Crores (220 % of equity). For the year 2007- 08, an interim dividend of 110 % has already been paid and the final dividend will be decided once our audited accounts are available. Recently we have also issued 1 : 1 Bonus shares to our investors. With the record of continuing growth and profitability, our investors will continue to derive the benefits from their investments in CONCOR.
No move to raise retirement age
There is no move from any quarter to raise retirement age of the central government employees from 60 to 62 years.

Profile of officers of post Independence period wishy-washy !
In my service spanning nearly four decades, I have seen CVs of top ICS and IAS officers but the profile of officers of post Independence is somewhat insipid, dull and boring. Where are those with passion for drama, painting, writing and cricket. Some of the top ICS Officers and IAS upto 1964 had either played for University or State but the current crop of bureaucrats from the Northern belt have imbibed only politics and chamchagiri as their passion and nothing else. To name a few promising bureaucrats, Deepak Dasgupta, Geetha Krishnan, Akbar Khaleeli and Prakash Shah have donned the University colours in cricket, Mr. S. Shanti was famous for poetry and so is the late Subbudu, a CSS Officer of Finance Ministry for his prolific writing and unbiased criticism on art and culture.The UPSC should go in for all-round personality rather than public school background. It is high time that the entire selection of IAS Officers is revamped so as to inject sporting and inspiring youngsters rather than snobs from St. Stephens and Miranda who are always indecisive and can talk only about Mozart, Bethoven and Rembrandt.

Remove feudalistic attitude

The problems of the country could end to a great extent end if we remove feudalistic attitude which still prevails amongst the IAS and other group 'A' organized service officers. Their tendencies to misuse office perks and facilities like the use of vehicles by the spouses, children etc. at government cost. If we also curb the tendencies of the Secretariat Officers working at middle management level to flatter the superiors and bully the juniors' it will go a long way in bringing about justice in our society.

Country requires new ideas, josh and motivation to wok with youth
The nation should not be burdened with old outdated babus for the sake of saving pension. It is better to reduce pension as such social security is not available with other organised public and private sector. For God's sake don't increase the retirement age.

There is a lot of frustration among youth for not getting jobs. They are unemployed or under employed. Retirement age should be reduced to 58 and rectify the mistake done 10 years ago.

Ashamed of being a former IRS officer

It is sad. Years of effort has resulted in a case of much ado about nothing. The new code is the same thing with several examples of A+B-C etc thrown in to facilitate calculation. The new code looks like the old Act with simplification calculation, chart add-ons from Taxman's Ready reckoner. What a cheap shot. I am ashamed of being a former IRS officer.

The bigwigs force the authorities to allot the plots. How to do is left to the authorities. Under pressure to save their job they bye pass the rules and please the bigwigs. When the allotments become scandal the officers are booked. Nothing happens to the bigwigs. The only loss to them is that may not get the plot. No loss because in any case they were not getting the plots. Therefore a system has to be developed to punish those who by exercising their extra constitutional authority force the officers to commit illegalities for them.

Rangarajan's appointment gives hope
Dr. C Rangarajan, an Eminent Economist, has extensive experience, besides sincerity to the Government. for enhancement of Economic Policies, is quite genuine personality for re-induction for heading the PMEAC. I had been Assistant Director and Protocol Officer to Dr. Rangarajan while he was Chairman , 12th Finance Commission and found him a reputed personality in the better interest of making and implementing government policies and promotional assignments.
