The much hyped reformist agenda touted by the new dynamic Minister of Environment & Forests, Jairam Ramesh, seems to have been grounded by the warring lobbies. First, the core group for Indian Forest Service (IFS) has been torpedoed and second the selection to key posts is held up as the unrealistic IFS staffing scheme has stuck a body blow to the personnel recruitment process and cadre management in IFS. The post of DG ICFRE is likely to remain vacant due to jostling among the officers at the cost of research and merit and the search committee has been in a limbo. IFS officers may well pull their shocks and learn from another IFS (Foreign) where a lot of reforms are being mooted to promote merit and competence.

The Indian Ministry for Agriculture in a recent letter has appreciated the role of CEO and Members of National Rain fed Area Authority (NRAA) in helping the Department in monitoring the drought situation in the country. The NRAA has become very active during the present scenario and the entire Government of India (GOI) has now turned to support this fledgling authority. The Finance Ministry had sanctioned 12 senior posts of Director and Under Secretary level last week which was pending for a pretty long time.
Was Arun Shourie right about ITDC?
ITDC always suffered from a "self destructive" syndrome. It never rested till it pulled down its performers to the ground. While, it had achieved the impossible by bringing almost all its hotels in the red, even its flagship Hotel Ashok at New Delhi would sink very quickly if immediate corrective action is not taken. A quick check of its very few performing units would confirm this attitude of its top bosses for whom conspiracy overrides performance. Perhaps Arun Shourie was right. ITDC should be fully sold away rather than allowing it to self destruct.
Tripura's Forest Minister amused
Tripura's Forest Minister Jitendra Chaudhary was amused to know in a review meeting of forest department that Tripura PCCF had demanded rent for providing furniture and space to the Additional PCCF Atul Gupta led Indo-German Project within the forest department. Take corrective action

This refers to your article on Non functional financial upgradation of IPS / IFS officers in PB-3 & PB-4 who are two years or more seniors to IAS officers posted o the Centre on a post in the said grades.
Yes, it is true that the DOPT has issued an OM on the subject and instructed the MHA & MOEF to forward the draft notification of proposed amendment with the approval; of Minister in Charge.
In this regard, I wish to quote the GOI's ( read Union Cabinet's ) decision contained on page 39 of the Notification No. 304 dated 29th August, 2008 published by the Finance Ministry ( Deptt. of Expenditure ), on the subject as follows.
The VI Pay Commission had recommended that :
Whenever any IAS officer of a particular batch is posted in the Centre to a particular grade carrying a specific grade pay in pay bands PB-3 or PB-4, grant of higher pay scale on non functional basis to the officers belonging to batches of organised Group A services that are senior by two years or more should be given by the Government.
Cabinet decision :
"Accepted. This will also be applicable to the Indian Police Service and the Indian Forest Service in their respective State Cadres for which the relevant cadre controlling authorities will issue the orders."
Subsequently, the DOPT revised the IFS ( Pay ) Rules. The IFS ( Pay ) Second Amendment Rules, 2008, were therefore, published. Note 3 under Rule 3 of the said rules reads as under:
" Note 3: Whenever any Indian Administrative Service Officer of the State or Joint Cadre is posted at the Centre to a particular grade carrying a specific grade pay in Pay band 3 or pay band 4, the members of Service, who are senior to such Indian Administrative Service officer by two years or more and have not so far been promoted to that particular grade, shall be appointed to tha same grade on non functional basis from the date of posting of the Indian Administrative Service Officer in that particular grade."
In fact, this note has already been implemented in Maharashtra for non functional financial upgradation to the Joint Secretary level for batches upto 1987. Whereas, for IFS, the basis taken is the officers of IAS of various batches working in the Centre, for IPS this appears to have been linked to the IAS officers working in the State!
IFS Officers of 1980 and above batches, who are entitled to be granted the Additional Secy. scale on non functional basis from the date DR. K. M. Abraham IAS ( Kerala 1982 ), has been working as Member SEBI, which is an Additional Secy. level post, since 17-7-2008, are stll awaiting their due.
In fact, should the Cabinet decision cited above, implemented in letter and spirit, the financial upgradation should be linked to the posting of IAS officers junior to the IPS / IFS officers to a particular grade / grade pay in the State. AIS Cadres operate in the State. AIS officers are posted to the Centre only on Central Deputation. So their service conditions need to be matched primarily in the State Cadres.
I believe that the MOEF had indeed sent a draft to this effect to the DOPT prior to the above amendment to the Pay Rules. The said draft is also said to have been approved by the Ministry of Law & Justice. But, it was drastically revised and toned down, thereby leading to the present confusion highlighted in the OM dated 30th July, 2009 from the DOPT.
I hope that the MOS, MOEF takes due note of the above history and takes corrective action to set a historic wrong right.

DOPT should have qualified professional
I have one suggestion to make. DOPT should not be manned especially above JS level from the civil service. They should be qualified professional from outside. This will help removing mistrust and promoting merit. Currently, it is only the self interest of a service that is being satisfied ignoring national interest.

Retirement age should not be raised
It is good that the retirement age should not be raised as many of the educated youth groups are in queue for getting employed.
Unemployment will create many problems in the country viz, frustrations, tensions and why not that will lead the Indian youth to go behind the naxalism/terorism.
The services of elders may be taken as consultants, senior fellows etc, but not as on the regular jobs and positions that will greatly affect the promotions of young professionals.
If the Government thinks about the retirement benefits costing its exchequer, there is a possible way.
The monitory benefits of the retiring officer can be deposited in his account for stipulated period with nominal rate of interest. A portion of it can be given in hand at the time of retirement. This will save the government's financial burden.

Increasing retirement age is not ijn good interest
MSN carried a report on this few days back. The report by FM to PM on this issue, if true, would make it possible that the retirement age is 62 henceforth which is not favourable to the lare number of unemployed youth of our country.

Not to raise retirement age is not good decision
It is not a good decision of GOI not to raise retirement age of GOI Officers from 60 to 62, particularly, at recession, when they are ready to serve government, with their long experience and dedication. With less expenditure towards onetime retirement benefits, quite a big amount, government could have spent effectively for development purposes.

Govt's encouraging move
It is a encouraging move by the government. When we want to give employment to the youth, how date of retirement can be raised. The government must see the scientific rule- that retention and reflexes of a human being reduces with the increase in the age.

Personnel policy in bureaucracy
1.In recently concluded Chief Commissioner's conference, one of the CC asked whether CBDT considers the review report of work done by officers in deciding the postings of officers.
2.The answer of one of the senior members of CBDT was that there is a total disconnect between posting of officers and their performance as reflected in the review report.
3. The member CBDT ( of the rank of Secretary Government of India) was very emphatic that the Board and Department of Revenue despite his effort is not considering performance of officers at the time of posting. There is no effort to match skill to job requirement.
4.The comment of the member reflect the poor personnel policy of Income tax dept in particular and bureaucracy in general.
5.No wonder bureaucracy in India has become so inefficient.
6. The chairman CBDT and member personnel did not even attempt a face saving reply to this grave allegation even though they were present in the meeting.
7.CBDT Chairman, Member Personnel, Secretary Revenue and the Finance Minister owe an explanation to the nation.

Are we in a democratic country
Everyday on the roads you see our democratic rulers with their siren and 'lal batti' fitted white Amby's and keep wondering whether we are in a democratic country or in a feudal colonial state. Bigwigs force authorities to allot plots
The bigwigs force the authorities to allot the plots. How to do is left to the authorities. Under pressure to save their job they bye pass the rules and please the bigwigs. When the allotments become scandal the officers are booked. Nothing happens to the bigwigs. The only loss to them is that may not get the plot. No loss because in any case they were not getting the plots. Therefore a system has to be developed to punish those who by exercising their extra constitutional authority force the officers to commit illegalities for them. Why they alone should face the music.
