MOU between LBSNNA and IGNOU
In a recent meeting held in Lal Bahadur Shastri National Academy of Administration (LBSNAA) at Mussoorie with Prof.Vijay Kapur (IAS Bihar 1977)-Advisor to Vice Chancellor, Indira Gandhi National Open University (IGNOU) and Padamvir Singh (IAS MP 1977) Joint Director LBSNAA- Mussoorie, fresh impetus was given to M.A (Public Policy) programme for IAS probationers under training at LBSNAA -Mussoorie. The meeting culminated with path breaking decisions including extension of MOU between Indira Gandhi National Open University (IGNOU) and LBSNAA-Mussoorie for two years, formation of Joint Coordination Committee and increased collaboration between two premier institutions. This kind of collaboration is a first in the field wherein curriculum will be enhanced also in line with the RVV Ayyar Committee Report of June 2007 and IGNOU's pedagogical guidelines. This marks yet another success story for IGNOU, wherein the endeavors towards democratizing education by increasing Gross Enrollment Ratio to 15% in line with XII Five Year Plan (2007-2009) and enlarging delivery medium through face to face mode are led by dynamic Vice Chancellor Prof. V.N. Rajshekharan Pillai.

Govt should conduct survey on retirement age

The extension of retirement age is one of the hottest topic amongst the government servants, especially, middle and higher level management, which includes IAS, IPS, IFS, IES, ISS, CSS, CSSS, Doctors etc. It is my request and suggestion to the correspondents of the Whispersinthecorridors, to kindly pay visit to the various Ministries/Departments and meet the efficient officials ( such officials would be only a few who are well known for their capabilities in a Department whether LDC< UDC< ASSTT.<PA<SO<PS/US/DS of that particular Ministry/Department in the Government of India). These officials would give you exact feed back on the performance of various cadres officers. I am an officer in the Ministry of SJ&E, I have seen in the Ministry that the efficiency level and IQ level , especially, of Gazetted Officers like SO/PS US/PPS DS/DIRs even Joint Secretaries is too bad to be eligible/capable for that post that they are holding irrespective of their service cadres.
We worked out in the M/o SJ&E that there are only 17% efficient officials amongst the Gazetted Officers of various cadres including IAS/IFS/IES etc., rest are outdated, inefficient incapable to the post they are holding and these officials must be given compulsory retirement under the relevant Fundamental Rules and Pension Rules. The Government should not hesitate to retire compulsorily the Secretary to the Government of India for that matter, as in some of the Ministries/Departments their contribution is less than a peon.
It is also suggested that Government should conduct an independent survey from a reputed Organization to gauge the contribution of officials working in the Ministries/Departments and on the basis of the report received from the organization the provisions of compulsory retirement must be implemented.
Then only, if at all in the seriousness of thought, Government should consider to increase the age of superannuation so that only efficient officials may man the Ministries/Departments. Likewise, the State Government should replicate the same formulae.

Maintain standard of working in Corporate Style
Retain the existing, experienced and experts
Retirement Age of Central Government Employees, I shall, simply, say that the need of the time is to retain the existing, experienced and experts in various governmental duties and simultaneously new entrants from the level of Section Officer onwards be engaged to maintain standards of working in Corporate Styles. The present on duty employees from the level of Section Officer and above must be retained exclusively by the Government to protect fundamental functioning pattern and implementing of Government's ongoing liberal policies, infrastructural development and to enable the present employees to educate the new incumbents by providing their experience to them. Hope my opinion will have some edge to re-consider the raising of age from 60 to 62 for the present employees. This is quite favourable to the government especially at the time when India have threats from Pakistan and China too on its border.

A lot of thanks to Rahul Gandhi. Retirement age should be decreased to 58. If retirement age can fix the national unemployment problem, then let's reduce it to 45 years and resolve a problem which no other nation has been able to resolve.

Postings in IT deptt now not linked to performance

Postings in the Income Tax Department are now not at all linked to performance. There used to be a time when good work was promoted by posting officers on the basis of quality of work done by them. At present, the CBDT and Cadre Controlling CCITs have shunned performance(whether in quantitative/Action Plan terms or in qualitative terms) as a parameter for deciding the postings. Nowadays only two factors work: first is bogey of seniority, often raised by non-performers to get plum postings and second is PR( read personal services. And, mind you, it is not at all difficult to adjudge quality of work, if CBDT wants to!

DDA & Ministry of Urban Development, Government of India should scrap the infamous lottery, 2009 and invite fresh applications keeping in list the earlier bonafide applicants.
Statisticians from Indian Statistical Institute, Delhi should be invited to organise & conduct the scientific lottery of allotments. It would be understood to all applicants.

It is the month of August, on the shores of the Black Sea . It is raining, and the little town looks totally deserted. It is tough times, everybody is in debt, and everybody lives on credit.
Suddenly, a rich tourist comes to town.
He enters the only hotel, lays a 100 Euro note on the reception counter, and goes to inspect the rooms upstairs in order to choose one.
The hotel proprietor takes the 100 Euro note and runs to pay his debt to the butcher.
The butcher takes the 100 Euro note, and runs to pay his debt to the pig grower.
The pig grower takes the 100 Euro note, and runs to pay his debt to the supplier of his feed and fuel.
The supplier of feed and fuel takes the 100 Euro note and runs to pay his debt to the town's prostitute that in these hard times, gave her "services" on credit.
The hooker runs to the hotel, and pays off her debt with the 100 Euro note to the hotel proprietor to pay for the rooms that she rented when she brought her clients there.
The hotel proprietor then lays the 100 Euro note back on the counter so that the rich tourist will not suspect anything.
At that moment, the tourist comes down after inspecting the rooms, and takes his 100 Euro note, after saying that he did not like any of the rooms, and leaves town.
No one earned anything.
However, the whole town is now without debt, and looks to the future with a lot of optimism.....
