RBI to have 3 new DGs
The Reserve Bank of India (RBI) will have three new Deputy Governors (DGs) in a span of one year. Ms. Shyamala Gopinath will be the third DG, RBI retire in less than a year. V Leeladhar retired in December 2008 who was replaced by K C Chakrabarty in August 2009. Rakesh Mohan also quit the RBI. Though Dr.Subir Gokarn has been selected as his successor a formal announcement is yet to be made.
Payment of second instalment of Arrears
The Department of Expenditure, Ministry of Finance has issued OM No.1/1/2008-IC dated 25.8.2009 regarding payment of second installment of arrears on account of implementation of Sixth Central Pay Commission's recommendations.
Govt amends IPS (Pay) rules
The Central Government has decided to replace Pay Band-4: Rs.37400-67000 plus Grade Pay Rs.12000 applicable to Super Time Scale of Additional Director General of Police by the HAG scale of Rs.67000 (annual increment @ 3%)-79000. The Indian Police Service (Pay) Rules, 2007 are being amended accordingly with effect from the 1st January, 2006. No member of the Indian Police Service is likely to be adversely affected by giving retrospective effect to these rules, the government has claimed.

Kapil Sibbal to throw warning to states
Union HRD Minister Kapil Sibbal is believed to be concerned that several states Government's are yet to implement revised Pay Bands for teachers in Colleges and Universities .He is likely to raise this matter on September 1 with state Education Ministers. She will be appointed as Chief Information Commissioner (CIC) Jharkhand -the slot that has been lying vacant for quite sometime now. The related proposal was mooted earlier, but the then Jharkhand Governor Syed Sibte Razi did not approve of it,even though the name had been pushed by the then Jharkhand Chief Minister Madhu Konda .

AAI organization to be downsized
As the grapevine has it, the Airports Authority of India (AAI) of which Chairman cum Managing Director (CMD) is V.P.Agrawal is going to be downsized. To begin with work of two Executive Directors (EDs) who will retire will be re-allocated among other senior staff members. DIG can not be equated with a Brigadier

I have recently been seeing empanelment ratios for 1995 batch IPS officers, to the post of DIG. Both DIG, and Brigadier have been placed in the Grade pay of PB4, GP 8900. This, is an anomaly. How can an officer with just 14 years service, (two of them spent in training), so really only 12 years of service, be equated with an Army Brigadier, with 30 years service? The 5th CPC had placed Brigadiers higher than DIG, with an additional rank pay element. The 6th CPC, seems to want to equate Brigs, who have operational responsibility for, in some cases, defending more than one entire state border, with officers who are sometimes heading mere districts. Some sanity should prevail! Can a man with 12 years work experience be equated with one with 30 years?

If Judges do not want to declare their assets, then what moral right they have got to sit in the Court for judging about others assets. Those who are not transparent, how can they deliver judgement for others to be transparent and punish the guilty.

Shivshankar Menon jettisoned !!!
The dumping of Menon, former Foreign Secretary, from the on-going Heads of Missions conference as whispered on your site on Aug 24, is not significant. This was a natural corollary after his retirement. He could also be the fall guy in the aftermath of Sharm-el-Sheikh fiasco! However, what is intriguing is Menon's sudden appearance on TV, a couple of days back, at the residence of L K Advani in the company of his wife and daughter who had come out to see off Sudheendra Kulkarni after his resignation from BJP. This remains to me a riddle inside an enigma. Could this be an anti-dumping measure by the BJP? Let the browsers continue to guess.

Increasing retirement age is not unjustified
It is incorrect to say that increasing retirement age is unjustified or stupid or that the present young MPs are against it because the age of scientists, doctors including surgeons, agriculture experts, teachers, professors, judges etc has been raised to 65 or 68 by the present govt. Do people mean to to say that none of these people can function efficiently.

Unfair to compare all govt employees at par
It is not fair to compare all the class of the government employees at par. There are many departments where talent is being misused . In no case government employees, whether IAS or others should be allowed after 33 years of service irrespective of age. Employment either on extension basis or contact basis should banned.

As many as seven non IAS officers were posted as collectors. message of the government is clear. IAS is not indispensable. Other states should follow Rajasthan example to show the so called elite their place.

Tremors in Rajasthan IAS circles
Perhaps it is for the first time in Rajasthan history that seven RAS (PCS) officers have been promoted as district collectors. This action is creating tremors in Rajasthan IAS circles. The stoic silence of Rajasthan IAS Association is causing widespread resentment among officers. For that matter no one is sure when the association was last met.
