Do away with incompetent officials
Even if the government has made up its mind to increase the age of retirement to 62 years, there are many posts in every department which can be abolished. Further the officials who are incompetent should be disposed off in order to downsizing the strength. There many departments where talent is being misused for the vested interest of either individual concerned ,controlling officer or under the un- notified policy of the department not to post the officers /officials of particular community on responsible/important places.the government may also considered either to weed out those officials /officers instead of enforcing the reservation policy or make good the entire loss of public money from the officers responsible for the discrimination in independent India.

PFRDA-NPS is a big flop
All we know that PFRDA-NPS is a big flop and now the government has set a precondition for payment of second instalment of 60% pay commission arrears for post 1.1.2004 recruited CG employees. New CG employees recruited on or after 1.1.2004 will not be paid 60% arrears unless they sign the form registering themselves under the new pension scheme.
DDOs are ordered not to pay 60% arrears without submission of registration form for NPS from those employees
This is a measure to take forceful registration from all the post 1.1.2004 recruited employees since the action of government in announcing the NPS is done by administrative orders without amending pension act.
Dear Comrades! The Government Orders made it compulsory for payment of 60% of Pay Commission Arrears to all Government Employees recruited on or after 1.1.2004 to submit a form signing for registering under New Pension Scheme to get Permanent Retirement Account Number [PRAN]. The form of registration under NPS shall be submitted to the National Securities Depositories Limited [NSDL] before 31.08.2009 by the respective DDOs.

How can you draw parity amongst people in different fields?
Sections 149-154 CrPC would lay the matter to rest as to whether a Brigadier or else is at par with anyone. Armed forces can be requisitioned by the Magistrate on duty during a breakdown of LAw and Order.
How can you draw parity amongst people in different fields? It's like saying that the CEO of one vertical should draw the same as his counterpart in other.
To give an example and not to be treated as being comparative... Going by the argument, a Section Officer with 30yrs of service should also get the same pay and perks as other officers with 30yrs of service even if they are the Cabinet Secretary or a Chief Secretaries!!!
Every field has its own utility under the Law. It is best suited that the officers etc of every field draw pay and privileges commensurate with their field rather than having a cross pollinated comparison of the Services.
If the Armed Forces deserve higher pay then kindly make the parent Ministry move accordingly rather than being cry babies comparing whose Milk Bottle is larger.

Government has desired that its employees put the 2nd installment of 6th Pay Commission Arrears in GPF. Firstly , will the government pay interest for 6 months and secondly, will the government exempt income tax on this amount if put in to GPF?

1. Why the IAS officer is given a 2 year edge over an IPS officer of the same batch when the IPS officer has a higher rank than the IAS officer in the same civil services exam for the same year?
2. Why Non IAS officers are empanelled for Joint Secretary and above rarely and even then so belatedly that their batchmates in the IAS effectively become their seniors?

Appointment of Next Chief Economic Advisor in GOI ?
Your whisper ( Aug, 25) about the appointment of Dr Pronab Sen, presently Secretary ,Min of Statistics &Programme Implementation and the Chief Statistician of India, as the next Chief Economic Advisor, reporting to Finance Secretary ,is simply abhorrent. I have worked with him. As an outstanding Statistician and Economist, he deserves to be appointed as the Union Finance Secretary. Professionals like Dr Man Mohan Singh and Dr Montek Singh Ahluwalia have successfully served as Finance Secretaries . Then, why should Dr Pronab Sen play a second fiddle to IAS officers , who though trained to be Administrators, pose as Managers in order to occupy plum posts actually meant for Professionals .Is this justified, Pranab Da?

Not all civil servants get financial upgradation at par with IAS
It is not true that all civil servants get financial upgradation at par with IAS after 2 years. Only those services which are organised and who have clout have got this benefit irrespective of their utility to government and capacity to deliver. Had it not been so services like ISS/IES/IFS would have been closed as all works related to them are outsourced by Ministries/Deptts and their officers posted in other ministries on general desks spoils their atmosphere.

Centre yet to notify comfortable level of House Building Advances
Though various state governments (TN and HR in particular) had come out with comfortable level of House Building Advances, the Central Government is yet to notify the same, as the current limit of Rs. 7.5 lacs is inadequate. Can this forum be used to advise the right person to do the needful.
