Sanjay Kumar Srivastava, Chief Secretary of Goa, who is the youngest bureaucrat in the country to hold post of Chief Secretary in India has begun to implement his roadmap for overall growth in the state by carrying a team of officers together with him. He is an IAS officer of the 1980 batch who belongs to the AGMU cadre. He is working very hard to prove that he is no lesser in delivering results than his seniors as the Chief Secretary Goa. Accordingly, Srivastava is trying to have a better implementation mechanism coupled with galvanizing of monitoring system. Sanjay Kumar Srivastava told <whispersinthecorridors.com> that he was initiating such a process whereby revenue mobilization could be geared up. Replying to a question Srivastava said he was trying to ensure that things moved in the in a careful manner in the "coastal regulation zone (CRZ)". Efforts are on to ensure that citizens of Goa including fishermen were taken care of, properly in the CRZ, said the Chief Secretary Goa. In the CRZ houses built prior to 1991 can be demolished so that people live in safe houses. This is one of the major tasks besides improving infrastructure & giving a fillip to Economy of Goa, he said adding, "in health sector we are able to perform quite well."

Counter-intelligence officials alerted
The counter-intelligence officials specially those posted in north Bengal, Uttar Dinajpur, Malda, Murshidabad, Nadia and North 24 Parganas have been alerted to keep a watch on the bank officials and employees and find out if they were hand-in-gloves with the ISI agents involved in pushing fake Indian currency notes (FICN) in the country. This step has been taken following the recent arrest of two State Bank of India (SBI) officials - for allegedly exchanging FICN of about Rs 1.5 crores with real ones - from the Domariyaganj branch in UP.
Deepak Bagai fighting for his promotion
Deepak Bagai ADG in PHQ of the Himachal Pradesh government has been fighting for his promotion as DG. Complete PARs of IAS officers within time
The Performance Appraisal Reports (PARs) of IAS officers are required to be completed at different stages strictly as per the time schedule given in the Rules. The rules provides that "if PAR for a financial year is not recorded by 31st December of the year in which the financial year ended, no remarks may be recorded thereafter and the officer may be assessed on the basis of the overall record and self assessment for the year.

Six IAS officers in UP transffered
Uttar Pradesh government has shifted six Indian Administrative Service (IAS) officers in the state. While Nitishwar Kumar, special secretary, Social Welfare department has been made District Magistrate (DM), Pratapgarh, Rigjiyan Samfil, Pratapgarh DM has been sent as special secretary, Social Welfare department.
Also Amit Gupta, Additional State Project Director (education for all)has been made DM of Badaun while earlier incumbent to the post has been transferred at Additional State Project Director (education for all). Similarly, Ajay Kumar Singh, special secretary, Agricultural Production Commissioner Branch has been made DM of Shrawasti while S B S Rangarao, DM of Shrawasti, has been posted as special secretary of Agricultural Production Commissioner Branch.

Creation of Pool justified
In government accommodation allotment, a pool has been created for those who join central government on tenure. I feel this is justified for those all India service officers who join central government for a fixed tenure. But this is exploited by central service officers like IES, IRS etc although they are full time central government employees and by no definition work for a fixed tenure. If they say that are transferred out of Delhi so are officers of other services like paramilitary services, intelligence related services etc.
Secondly, we all talk about inclusiveness of all in a democracy, but the criterion of determining priority for house allotment have been kept different for organised services like IAS,IRS,IES,ISS etc and other central government services so that exclusion of the latter from allotment of houses of category above Type IV could be ensured.
Is above classification not due to the fact that they are organised and have clout.

Truth Prevails
It is indeed invigorating to see that the Indian political class has taken to speak the truth now. Today the PM has acknowledged the truth about corruption. There remains nothing more for the average citizen to say more on the subject, since the Head of the Government himself has spoken. Results are bound to follow. Like the legend of Lord Krishna ignoring 99 offences of brother Shishupal, corruption has prospered in the grace of magnanimity so long. But so long only. Earlier truth has been spoken about Jinnah. Now several others are speaking similar truth. The GOI, It appears, that the truth on Jinnah would be revealed only when documents comprising truth of history in black & white are declassified. The truth about school education was recently spoken. So was the truth about the need for Hindi as the national language for national integration. Now the truth about the true picture of sugar, its availability, its stocks, its yield etc. has been spoken. So far only the miserable aam aadmi was crying but he was not believed. Now it has been publicly stated that the nation has been misled on the subject. So was the case with drought and perhaps( I missed the entire press narration or katha vaachan) cereals. Now it is an admitted fact that prices have not increased due to drought or dwindling stocks, but "otherwise'(a la the President on receipt of a report from the Governor or otherwise...can dissolve the assembly..).Such awakening of the conscience of the political class is bound to awaken the comatose conscience of the bureaucracy to action as sanctioned by the law. So long as the law itself causes no impediments, the bureaucracy shall move fast as directed by the PM--the Director CBI has been quite outspoken on it.
This love for truth is going to revolutionize the administration in India. We have seen the way bureaucrats used to treat the elected representatives till 1980 and the way the elected representatives started treating the bureaucrats thereafter. The corrupt bureaucrats have corrupted far too many elected representatives for too long and the elected representatives have by now learnt their modus operandi, they are going to reign the errant bureaucrats, who have successfully sabotaged the rule of law so far. Therein lies the sudden urge for Truth. So I am convinced the love for truth will change very soon the shape of public administration in India. Take the PM seriously this time. He means business. His business is our business too. After all we only want clean & transparent administration. Well, Sir, you move in this direction and you will see the nation follows you.

Ashok Gehlot, one of the best chief Ministers in India today, deserves all commendations for appointment of RAS officers as collectors in Rajasthan. Not that RAS are any better than the IAS but for the first time we have been given to see that world does not come to an end when there is no IAS around! The politicians have thought out of box, that is a great change as far as Rajasthan is concerned.

Bureaucrats obsessed only with their salaries, perks & benefits

Going through the Forum in Whispers, one is constrained to observe once again that the bureaucrats seem to be obsessed only with their salaries, perks, benefits etc. Again and again, various bureaucrats are writing their grievances with respect to their emoluments etc. Why do not they convey their problems to the appropriate authorities through proper channels? Apparently because they know themselves that most of what they want cannot be justified. It seems that they must be hardly finding time to do the work they are paid to do. With such an unconcerned lot, the country can hardly progress.
