record I am a retired foreign service officer. I am shocked and surprised
that unsubstantiated and factually incorrect allegations were made about the outgoing
foreign secretary Shiv Shankar Menon. He has an excellent service record and above
all, is a really fine human being who always went out of his way to help others.
Unlike many of his predecessors he made sure every call made to his office was
returned. The allegations made against him that he was against OBC and SC/ST officers
is factually incorrect. In fact, the maximum damage, to this segment of officers
was done by the then foreign secretary Kanwal Sibal (Lok Sabha, Rajya Sabha Debate
for 03) which fortunately was undone by Shyam Saran with the active support of
the present foreign secretary who was his AS AD. The same spirit was carried
on by Shankar Menon in whose tenure, maximum numbers of HOM/HOP's were given to
this segment. Actually, the first scheduled caste Head of Mission to a major
western country was appointed during his time. It is also incorrect to blame
him for his not being able to help his batch mates, who's problems are their own
creations, and the matter is subjudiced. His promotion policy initiated is
the fairest as having been a member of the DPC, I'm aware of the shortfall of
the earlier policy, by which injustice was being done. The foreign secretary
does not make the foreign policy which is the prerogative of the Prime Minister,

the government is being less than loyal, displaying lack of absolute loyalty at
all times( while in service or retired)to the government (may be different from
political affiliations),which is the test of an Officer of the State Of India.
Such a person has extremely poor understanding of the affairs of the government
and is a permanent liability. The hallmark and brand equity of a civil servant
is the alternatives he/she can bring out, for good decision making rather than
confronting the government with the only alternative he/she can visualise in the
form of the declaration under the false impression that the only other alternative
to the Sherm formulation is war with Pakistan. Childish, indeed! The worth
of a civil servant is to produce the multiple alternatives available to India,
short of war. Has India so far initiated even one war against Pakistan? No. It
was the flawed logic of the Pakistani establishment that they could easily win
a war against India and break their fast in Chasme-Shahi, take lunch in Jodhpur
and dine in New Delhi. How wrong those Pakistani strategic think tanks and their
supporting civil servants have been proved each time they acted on such ill advised
ventures? War is not going to solve anything for Pakistan or India. Therefore,
the only alternative lies between the Sherm declaration and the war. If Civil
Servants, Diplomats, Strategic thinkers don't put up those alternatives before
the government, they are drawing their salaries without adequate justification.
Pakistan can be tamed even without a war, only if we know our diplomatic powers
well. Pakistan can be made to realize the futility of terror tactics as its state
policy. India is the seat of the Darool and the Indian Muslim community can always
get a Fatwa issued against acts of terrorism against India by Pakistan state actors
or the so called non-state actors. Those of us who have studied the Muslim Law
know it for certain that the Pakistan sponsored and funded terror activities against
India are against the tenets of the Sharia, attracting the penalty of open whipping
and even eye for the eye for those killed in such attacks. Nobody buys the terrorists'
interpretation of the Sharia. Besides, there is no dearth of effective deterring
options available to India, only if we choose to look beyond our closed eyes and
colored goggles and use the chasma given to us by the Almighty. Pakistan and India
will eventually become friendly nations once we pursue the alternatives galore

airlines and the concerned minister. Earlier the Minister was instrumental in
getting the Petroleum Ministry to grant special credit facilities to these airlines.
Now Mallya has realised that his airlines is in deep trouble. Even today he has
huge outstandings with the government oil companies and a massive debt. Now he
has brazenly demanded that if Air India can be given bail out package then Kingfisher
should as well be given a bail out package. He may still have a friend in the
Ministry (may be only for a short time) but he should not think that he is the
son-in-law of the Government to get such treatment. A Kumar Pilot
project by NRAA is good idea The news about pilot project by NRAA is very
good idea as it will protect our biodiversity and at the same time strengthen
the rural livelihood. This si very essential to beat the climate change. All the
foresters and rural administrators must support NRAA as it is the only to bring
water and food and biodiversity security for the country. This should have been
done by the MoEF long back with the JFM. Dr VK Bahuguan one of the best IFS officers
in India is atleast being utilized by the GOI. Sr Samra also ned to be complimented

Within, a detailed account is given, of a severe beating meted out to a constable,
who was on duty at the house of DIG Lucknow, Prem Prakash, by the officer mentioned.
Isn't it time that proper set of guidelines and rules were framed, to ensure that
such colonial and high handed behaviour is not perpetrated on police staff? They
are not servants. They are police personnel, and should be treated with respect.

prophecy Why do some people get all the luck while others never get the breaks
they deserve? A psychologist says he has discovered the answer. Ten years
ago, I set out to examine luck. I wanted to know why some people are always in
the right place at the right time, while others consistently experience ill fortune.
I placed advertisements in national newspapers asking for people who felt consistently
lucky or unlucky to contact me. Hundreds of extraordinary men and women volunteered
for my research and, over the years, I have interviewed them, monitored their
lives and had them take part in experiments. The results reveal that although
these people have almost no insight into the causes of their luck, their thoughts
and behavior are responsible for much of their good and bad fortune. Take
the case of seemingly chance opportunities. Lucky people consistently encounter
such opportunities, whereas unlucky people do not. I carried out a simple experiment
to discover whether this was due to differences in their ability to spot such
opportunities. I gave both lucky and unlucky people a newspaper, and asked them
to look through it and tell me how many photographs were inside. I had secretly
placed a large message halfway through the newspaper saying: "Tell the experimenter
you have seen this and win? 250." This message took up half of the page and
was written in type that was more than two inches high. It was staring everyone
straight in the face, but the unlucky people tended to miss it and the lucky people
tended to spot it. Unlucky people are generally tenser than lucky people,
and this anxiety disrupts their ability to notice the unexpected. As a result,
they miss opportunities because they are too focused on looking for something
else. They go to parties intent on finding their perfect partner and so miss
opportunities to make good friends. They look through newspapers determined
to find certain types of job advertisements and miss other types of jobs.
Lucky people are more relaxed and open, and therefore see what is there rather
than just what they are looking for. My research eventually revealed that
lucky people generate good fortune via four principles. They are skilled at
creating and noticing chance opportunities, make lucky decisions by listening
to their intuition, and create self-fulfilling prophesies via positive expectations,
and adopt a resilient attitude that transforms bad luck into good. Towards
the end of the work, I wondered whether these principles could be used to create
good luck. I asked a group of volunteers to spend a month carrying out exercises
designed to help them think and behave like a lucky person. Dramatic results:
These exercises helped them spot chance opportunities, listen to their intuition,
expect to be lucky, and be more resilient to bad luck. One month later, the
volunteers returned and described what had happened. The results were dramatic:
80% of people were now happier, more satisfied with their lives and, perhaps most
important of all, luckier. The lucky people had become even luckier and the
unlucky had become lucky. Finally, I had found the elusive "luck factor".
