Over One dozen IAS officers to retire this
month
Over One dozen IAS officers in the country are retiring by this month
end. They are Mssrs:- B S Banerjee (UT), K Prabhakar Reddy (AP), B Lal
Thakur (Chhattisgarh), Sajjan Singh (Haryana), Parmindar Hira Mathur
(HP), M.H. Samoon (J&K ), Rahul Sarin and A K Basu (Jharkhand),
B.H. Manjunath (Karnataka), M.S. Bhilala (MP), M.V. Sangle (Maharashtra),
Dr. Jivtesh Singh Maini and Poonam Khetrapal Singh (Punjab).
Sinha is now Special Director CBI
S.C. Sinha, presently Additional Director in the Central Bureau of Investigation
(CBI), has been promoted as Special Director. He is 1975 batch IPS officer
of Haryana cadre.

Shiv Basant to be new Chief Secretary, Jharkhand
Shiv Basant who heads Jharkhand State Finance Commission is going to
be new Chief Secretary, Jharkhand. He is an IAS officer of the 1976
batch who belongs to the Jharkhand cadre.

Ms.Sunila Basant to quit
Ms.Sunila Basant who is currently Advisor to the Jharkhand Governor
K Sankaranarayanan is going to quit the job as her husband Shiv Basant
has been appointed as the new Chief Secretary in Jharkhand. She will
be appointed as Chief Information Commissioner (CIC) Jharkhand -the
slot that has been lying vacant for quite sometime now. The related
proposal was mooted earlier, but the then Jharkhand Governor Syed Sibte
Razi did not approve of it,even though the name had been pushed by the
then Jharkhand Chief Minister Madhu Koda .

Wilfred Lakra to be Advisor to Jharkhand Governor
Wilfred Lakra who is currently a Member in Public Service Commission
(PSC) Jharkhand is going to new Advisor to Jharkhand Governor K Sankaranarayanan
as incumbent Advisor Ms.Sunila Basant is going to quit the job. Lakra
is a retired IAS officer of the 1973 batch who hails from the Chhattisgarh
cadre.

Central deputation tenure of Sat Pal, IRS, as Chief Vigilance Officer
in the Bharat Sanchar Nigam Limited has been extended for a period of

NBCC holds open house interaction (UPDATED)
NBCC, the largest CPSU in construction sector, held an Open House Discussion
with its East & North East Region based Contractors & Associates,
in Kolkata on Saturday. Chaired by its CMD Arup Roy Choudhury, the meet
was a part of the regular exercise and aimed at further consolidating
the mutual co-operation in successful implementation of ongoing and
upcoming increased work orders in the regions. Talking to the media
in the sidelines of the meet, Roy Choudhury said that NBCC had been
strictly following the system of transparency in all spheres of its
business operations, particularly since last 7/8 years - the period
when nation-wide workload of the company began rising steeply, necessitating
right control and streamlining of the business to avoid any hiccup at
any point or fall in its growth. He pointed out that this business ideology
in fact, led NBCC to seriously address the issues of its contractors
and associates whom it considered, important partners in over all growth
of the Corporation. Roy Choudhury added that this important concern
has indeed resulted in holding region wise interaction by the company,
with its vendors to discuss issues that require close attention of the
Corporate Management and their immediate settlement in order to smoothly
deliver projects to the full satisfaction of the mutual customers that
NBCC and the Vendors work for. Citing NBCC's incredible achievement
during the past 7/8 years, Roy Choudhury strongly advocated continuous
and mutual co-operation between a business enterprise and its associates
and said that by sincerely upholding this one important business ideology
among others, NBCC had been able to make a tremendous turn around by
becoming a Rs.2500 crore company with a positive net worth of about
Rs.500 crore now. From a meagre turn over of Rs.300 crore company with
a negative net worth in the year 2001, NBCC has already achieved Rs.2500
crore and would reach the Rs.4500 crore mark in the next few years.
He also informed the Media that NBCC now had many milestones to its
credit that included: (i) Schedule 'A' PSU Status (ii) One among Top
Ten PSUs (iii) The largest construction CPSU of the country (iv) 3rd
Most Profitable Company among Public & Private Sectors of the Nation
(v) A dividend paying PSU of the Govt. of India and (vi) A Mini Ratna
Company. Roy Choudhury concluded stating that NBCC's present focus area
was providing Affordable Housing to the citizens all across the Nation
and informed that the Corporation's first residential Real Estate Project
- VIBGYOR TOWERS at Rajarhat in Kolkata was at final stage of handing
over with another new one Affordable Housing Scheme launched just this
month in Delhi - NCR. The Affordable Housing Projects coming up shortly,
included one each in Gurgaon (Haryana), Patna (Bihar), NCR Area and
Kochi (Kerala), he informed.
Committee of Secretaries review Air India (UPDATED)
The Committee of Secretaries reviewing Air India met on Saturday under
the Chairmanship of Cabinet Secretary. This was the second meeting of
the Committee. The CMD Air India presented a turn-around plan to the
Committee of Secretaries which included cost reduction, revenue enhancement
and business transformation measures that have been undertaken by Air
India in the last two months. While appreciating the various measures
taken by Air India, the Committee felt that in some area more aggressive
cost reduction measures need to be adopted and the company needs to
examine its strategic position with respect to its shareholders objectives.
The Committee of Secretaries has now directed the Ministry of Civil
Aviation to move a proposal to the Cabinet in consultation with Ministry
of Finance.

What is the justification in reshuffling officers like a pack of cards?
After 5 months of financial years are over, Income Tax Commissioners
are again transferred. Cases of change of place may be those facing
genuine hardship. However, what is the justification in reshuffling
officers like a pack of cards locally now and then? As per Transfer
Policy, normal tenure in a post would be minimum 2 years. Still officers
are shifted from Appeal 1 to Appeal 2 etc. so frequently. Why? When
will officers get a stable tenure to work? Undue emphasis on seniority
is being given in the IT Department., unlike any other Government or
private organisation. Instead, CBDT should see the posting profile of
officers till date and then place them. If a particular senior CIT has
already worked as CIT(A) in a corporate charge for 2 years, he should
be posted to non corporate charge or non appeal charge now and another
CIT who has not done corporate charge stint, even if from a junior batch,
should be posted in corporate charge. Due weightage should also be given
to performance and non performers should be posted to less important
assignments irrespective of seniority.

Bureaucratic feudalism
The two year edge is, infact, the advantage of two increments given
to the IAS over the other two AIS, viz. IPS & IFS, in the initial
stages of their career, i.e. Junior / Senior Scale, Junior Administrative
Grade & the Selection Grade. This translates into a whopping six
year advantage by the end of 13 years alone. The disadvantage to the
IPS / IFS does not end there. While an IAS officer takes 16 years to
get secretary's grade, his IPS & IFS counterparts have to wait for
a minimum 18 years. Then also the promotion is subject to the availability
of vacancies, unlike in the IAS where the entire batch is promoted at
the same time. For example, in the IAS cadre of Maharashtra, officers
of 1994 batch have already been promoted to the secretary grade, whereas
their IFS counterparts of 1982 batch are still languishing at the lower
level even after completing 27 years of service.
The ordeal continues beyond the secretary level too. All IAS officers
are promoted to Principal secretary level on completion of 25 years
of service and entire batches are promoted through upgradation of posts.
In fact now even promotions to the Rs. 80000 fixed scale in the State
cadres of IAS have more or less been converted into time scale promotions!
No such deference is shown to the IPS / IFS. The resultant edge therefore
goes on widening in to an abysmal gap.
All this is a result of the recommendation of Justice Shri Krishna,
who chaired the Sixth CPC. One just has to go through para3.2.7 of Chapter
3.2 on All India Services to enjoy the 'strange but true' justification
given by the judge for this edge. According to him, IAS officers during
their initial years of service generally service in small places and
have to face uncertain tenures apart from being subjected to countless
pulls & pressures ( Read - by politicians between the lines! ).
Therefore, the IAS officers are being compensated for the willing subjugation
to the "powers that be"! Hilarious! Isn't it?
So when the IAS officers are facing extreme hardships in the initial
stages of their career, their IPS / IFS counter parts enjoy a luxurious
life style in plush cars, huge bungalows, air conditioned offices, and
lo and behold, mostly posted in metros and bi cities! Country's major
forest areas are situated in and around urban centres! So are the dacoit
infested ravines of Chambal! How True!
So why grudge the edge ? Accept the reality of bureaucratic feudalism
in the 62nd year of India's independence and rejoice!

It is incorrect to compare Group A officer with Group D. For that
matter even two Gp A officers may not be compared as working conditions
and all parameters are different in any two services. In good old days
junior officers were shouldering great responsibility which is now bestowed
on HAG officers.

Appointment of Next Chief Economic Advisor in GOI ?
Your whisper (Aug, 25) about the appointment of Dr Pronab Sen,presently
Secretary ,Ministry of Statistics & Programme Implementation and
the Chief Statistician of India, as the next Chief Economic Advisor,
reporting to Finance Secretary, is simply abhorrent. I have worked with
him. As an outstanding Statistician and Economist, he deserves to be
appointed as the Union Finance Secretary. Professionals like Dr Man
Mohan Singh and Dr Montek Singh Ahluwalia have successfully served as
Finance Secretaries . Then, why should Dr Pronab Sen play a second fiddle
to IAS officers who though trained to be Administrators pose as Managers
in order to occupy plum posts actually meant for Professionals .Is this
justified, Pranab Da?
