for sale of tractors Punjab National Bank (PNB) and HMT Limited
signed Memorandum of Understanding (MOU) in Delhi on August 3, 2009 to promote
financing of HMT Tractors. The MOU was inked by Gobinda Banerjee General Manager
PNB and Atol Kumar Srivastava General Marketing Manager, HMT Ltd. in the presence
of M.V. Tanksale Executive Director, PNB, Nagesh Pydah Executive Director, PNB
and Prakash Sharan Executive Director Tractors, HMT Ltd. Under the tie-up, HMT
Dealers will extend discount of Rs. 4,000/- on each HMT Tractor financed by PNB..
In addition to this HMT Ltd. will also provide a cash incentive of Rs. 4,000/-,
which will be credited to farmer's loan account. PNB shall be extending finance
to eligible farmers on priority basis for purpose of buying HMT tractor. Speaking
on the occasion, M.V. Tanksale, Executive Director informed that PNB being number
one amongst the nationalized banks has contributed significantly in agricultural
lending to the farmers of all categories. The bank has been consistently above
the National Goal of 18% of agriculture credit to the net bank credit. Today's
MOU is a step in furtherance to PNB's efforts for benefitting the farmers. It
is expected that the association will not only facilitate expansion of tractor
advances but the quality of lending will also be maintained. Gobinda Banerjee
said that the arrangement shall provide an opportunity to the field functionaries
to promote tractor financing as farmers will get twin benefit, a discount of Rs.
4000/- on the tractor financed through bank and Rs. 4000/- as an incentive. He
also expressed confidence that HMT Ltd with its ambitious plans to increase its
market share in tractor industry will get leverage from the tie-up with a Bank
like Punjab National Bank which has a large network of branches across the country.
Speaking on the occasion, Prakash Sharan said that HMT manufactures tractors from
25 HP to 75 HP in its plant at Pinjore in Haryana and the tie-up with PNB
would help HMT further reach its customer base across the country, given the wide
network of PNB, especially in the rural areas. He said that all HMT Tractors meet
the stringent emission norms and are backed by quality after sales service through
a wide network of HMT dealers. Sharan informed that HMT is introducing a couple
of new models within the next few months. Atol Kumar Srivastava, General Marketing
Manager, HMT Ltd. observed that the initial business projection of 2000 tractors
under the tie-up arrangement during 2009-10 should help HMT in expanding its base
and benefit the Bank also in increasing the agriculture credit portfolio. Both
the signatories are optimistic that the arrangement will supplement the efforts
of PNB and HMT Limited in serving the farming community in a befitting manner
for improving farm operations efficiency and further boosting modernization of

Despite Circular issued by DOPT, no one has happily opted to work under Nandan
Nilkeni the new chief of Unique Identification Nos. I would suggest this job should
be given to Professionals with a time frame to complete this job. The professionals
with requisite background be recruited as Consultants on contract basis and with
fixed retainership. The other option is recruit them at Joint Secretary Level
on contract basis. They will have to paid salaries comparable to Private Sector
so that there is real delivery at the end of the day. If this job is entrusted
to the civil servants they will certainly make a mockery of things as usual. Harish
