appointed new Special Secretary Home in the Government of India.1974 batch UP

Pravesh Sharma, IAS 1982 MP, is shortly likely to take up the newly created position
of Senior Agriculture Specialist at the India Resident Mission of Asian Development
Bank at New Delhi. Sharma is currently Principal Secretary, Agriculture and Cooperation
to Govt. of Madhya Pradesh at Bhopal. It is learnt that he is quitting the service
to join ADB and will be applying for VRS in the next few days. ADB is understood
to be very keen to diversify its lending portfolio in India, away from power,
roads and ports, towards agriculture, natural resource management and poverty
reduction projects, hence the new position dealing exclusively with these issues.
A Search Committee appointed by ADB is said to have zeroed in on Sharma after
profiling over a dozen candidates, including several IAS officers and private

This is to respond to Vijay Kumar, Secretary(Retd.) MEA observations
on this site. It seems he has been asked by retired Foreign Secretary to defend
him after his deeds were outlined. All the observations were factually correct.
1) It is true that Menon was responsible for providing administrative leadership
and advice to political leaders. If he felt the action of Political leadership
was not correct he could have resigned. Several diplomats in US and UK did so
against Foreign Policy of political leadership on the decision to go to war against
Iraq.In Menon's case, he was hankering for a post-retirement post and hence did
not have the guts to oppose or give frank advice. He failed his tasks as he tried
to offer advice after reading the mind of his superiors rather than offer frank
advice, for which people of India pay him. 2) Vijay Kumar may publish on this
website the figures of OBCs/SCs/STs along with percentages recruited to the IFS
during tenure of Menon. As for appointment of OBCs/SCs/STs as Ambassadors, it
is not benefaction of Menon, but their due which people like Menon have denied
for years. There is no Obama or Voltaire in Foreign Service who can talk about
caste relations like Obama did on race. 3) Menon had his favorites.He rewarded
his pets to posts like Deputy High Commissioners, during their posting tenure.
He also posted his men to places like Washington, New York etc while denied others
any respite or rather was vindictive. 4) As to "Mehrotra having dared
to write while Menon having been in service". This language is symptomatic
of Menon's dictatorial attitude. He didn't quite like contrary opinion and
free press even if based on facts was given to him. 5) The present system
of promotions is based on facts and can be verified from the Ministry.Vijay Kumar
benefited from earlier regime and does mind a worse off deal for current incumbents
in the Indian Foreign Service.We may like to ask him how many juniors did he ask
to make "samosas" for him during his tenure. If Vijay Kumar wants, he
may do a secret ballot in the IFS as to how many approve of the new system of
promotions and he will get his answer. 6) Vijay Kumar having served in MEA
I am sure realises that the statements are drafted by diplomats and it their onus
to give a "good draft". If Foreign Secretart wants to hide behind cloak
of Ministerial responsibility, then he is merely saving his skin to get a post-retirement
post. Loss of power is difficult to digest after all. In the end, Government
should take its decision based on the facts and the aspirations and feeling of
billion of Indians whose faith has been wounded after 26/11. RT 'Bad

"Bad draft, still worse logic", carry no substance but only bombastic
words. These writings of pseudo- intellectuals can influence Dr Mehrotra Ed-in-chief
but not the serving and retired career diplomats.I request you not to encourage
any Tom Dick and Harry to touch on a sensitive subject like diplomacy to which

on 15-7-2008 in suspicious circumstances but till today inspite of my requests

have taken place in the last about 4 years but not a single narco-analysis test
has been conducted on the 'killers'. How then the army will stop the killing of
officers and encourage young men to join the forces if they are unwilling to face

Harish Kumar Half truths of Agriculture Minister As commented few
days back, it is now clear that the Agriculture Minister fed half truth when he
talked about reduced production of sugar, which is resulting in a price spurt
even in international market and of course in retail domestic market. It is interesting
to read the press release of the Indian Sugar Mills Association which gave the

Therefore, the statement by the minister was only meant to alarm everyone and
push up prices. Can the people rely upon such ministers to solve the problems
