Corruption takes centre stage in Karnataka
As the B.S. Yediyurappa led Bharatiya Janata Party (BJP) government is patting its back over its electoral success in the May 2009 Lok Sabha general elections, the fact remains that corruption and inefficiency is proving to be a bane for the Chief Minister and the party. Discussions in the Karnataka assembly, whose budget session is in progress, also suggests red-tapism and corruption has taken centre stage.
If the recent report compiled by the International Finance Corporation and the World Bank is taken seriously, it seems the end of Bangalore bubble. The report titled 'Doing Business In India 2009'suggests "Bangalore may be India's Silicon Valley or a 'happening city' for the trendy. But it is just not the right destination for international capital." The report - prepared after taking into account various business parameters like economic condition, constructing warehouses, tax structure, obtaining permissions, registering properties and closing business in 17 cities across the country - puts Bangalore in the 13th position and Kolkata last.
Starting a business is possible in the shortest time in Mumbai and UP's Noida - in just 30 days - while in cost terms, it is least expensive in Patna. In Bangalore, it takes 40 days to start business by obtaining all kinds of permissions while in Mumbai it needs just 30 days. Hyderabad takes 33 days and Chennai takes 34 to start an industry.
Bangalore, four years ago, had occupied fourth slot in terms of attracting investments. Now it has slipped to the eighth position as per the CMIE quarterly report of this year. Gujarat tops the list.

NBCC posts handsome profit despite recession
In the the 49th Annual General Meeting (AGM) of NBCC, a CPSU under the Ministry of Urban Development, chaired by Arup Roy Choudhury, Chairman-cum-Managing Director, on August 8, 2009 declared the results for the financial year 2008-09. The Company has declared a net profit after tax, of Rs.159.16 Crore against posting of a Total Income of Rs.2044.35 Crore. The Corporation also announced achieving of a gross margin of Rs.246.24 Crore while Net Worth going up to Rs.457.26 Crore. During the AGM the Board of NBCC also declared a Dividend of Rs. 32 Crore to be paid to the Government of India (GOI) for the year 2008-09. Speaking to the shareholders on the occasion, Roy Choudhury informed that though the Corporation had posted a handsome profit this year also, the result remained much below expectations because of the on going recession. He however, assured the shareholders that the coming years would certainly see a quantum improvement in the performance of NBCC because of its recently changed business strategy focusing heavily upon Residential & Commercial Real Estate, Power & Environmental Sectors. Elaborating upon the Real Estate venture, Roy Choudhury informed that the Corporation would very shortly launch a few schemes of 'Affordable Housing' in NCR and other major cities of the country and added that the upcoming initiatives of NBCC in Real Estate front would certainly provide a solid impetus to the profitability of the Corporation and put it on the track of sustained growth in future.

Declare results immediately

The delay in declaring results after conclusion of voting by as long as 4 to 6 weeks, robs the electronic voting machine of all its advantages. It should therefore be discontinued with immediate effect. If paper ballots can be tampered with, so can the EVMs. What is possible manually is easier electronically. So there is no need to depend on gadgets rather than human competencies.
As a person associated with the election process right upto Election Observer level, I have found the ballot paper quite satisfactory. In a country of India's size, it is in public interest to keep proper records. So use of paper ballots scores more points over EVMs.
Either the EC decide to hold elections all over India on one single day and declare the results in the evening after conclusion of voting or they revert back to ballot paper to continue with the months long election process.

Vision for India
While pondering our burning issues of India, I was able to pin-point what should be our strategy with regard to our country in future. The main issues, I could find to have an urgent attention are:
1. Energy
2. Population Better & Sustainable Environment
3. Poverty
I have tried to workout a feasible formula to sort out above mentioned problems.
Energy
The energy crunch in India with regard to industrial, commercial or agricultural activities is huge. My point is that power supply and its creation or implications both should be taken into consideration when we are addressing the issues of energy. In no situation, we should take a chance with environment otherwise posterity will never forgive us and I treat it a sinful activity. The need of power is okay till it is compatible with nature. For example if 24/7x365 days power supply is ensured in all areas of India, the irrigation by tubewells will be so much increased that finally it will deplete the underground water. Therefore, it would be better to have lesser irrigation or productivity than depleting the drinking water. We can afford to have lesser grains by replacing some animal products or non-vegetarian items than finishing off under ground water for feeding the contemporary generation or increasing the stock of existing food storage.
In this way exploiting underground water should be restricted and replaced by other things like water harvesting, containing water of rivers etc. This may impact adversely our paddy or sugarcane productivity but let it be so and done by monsoon which is the only sustainable way.
The shortage of foodgrains due to lesser irrigation by tubewells should be compensated by dairy products and meat etc.
However, domestic, commercial or industrial need of energy, need to be addressed on priority basis. In this context, solarization of India is the most prudent way to be taken. Let it should be called a solar energy revolution in India. Once the energy either through solar or nuclear etc. is increased, this will give great stimulus to the demand of consumer durables etc. which will have a very positive impact on the economy. This will definitely have qualitative and quantitative impact on our economy. If internet etc. is accessible through solar powered computers, it will bring information revolution in the remotest corner of India, what to say of increasing demand of computer itself.
The R&D in India with regard to bringing down the cost of solar energy equipments should be the highest priority and low cost solar equipments subsidised by government will be great contribution for the environment.
In this, may the solar revolution will be key to solve the domestic requirement of energy in India. Once solar energy is adequately available for domestic use erstwhile energy meant for domestic use, should be diverted to Industrial and commercial activities and this way, the shortage can be made good.
Population
It is true that educated and middle class of India has started voluntarily the family planning and in this way, a positive sign with regard to population position of India. But a sizeable section of Indian population who mostly belong to B.P.L. (Below poverty line) being uneducated etc. are the people who need to be considered to bring the population under control. Until and unless they are covered in any feasible and prudent scheme, there will be no significant improvement on the issue of population. These people due to the absence of awareness and education need to be brought into fold of population control schemes.
The above problems can be resolved by this scheme. The second delivery of such people should be in the government hospital free of cost followed by condition of contraceptive operation of either female or male until and unless there is any reasonable gender problem with regard to issues. In that situation one more free of cost delivery followed by similar operation should be provided.
Many poor families cannot afford contraceptive operations and they produce more children accidentally in the absence of any effective contraceptive measures. This free of cost hospital delivery followed by compulsory contraceptive operation is going to play miracles for population control policy. On the other hand, it will enhance the health and other nutrition problems of poor ladies frequently and accidentally becoming pregnant. Where there is no government hospital, some arrangement should be done with private hospitals so that poorest of poor may be brought into fold of population control regime.
Poverty
Though all the above mentioned issues are directly or indirectly connected with the poverty but in my mind poverty is The Issue for the Government of India. Any workable mechanism adopted in the past has either lost into oblivion of bureaucracy or in so many issues.
I have tried to find solution of these problems. Ultimately, it is true that the money intended by government from the top, does not come to the bottom with the same intention and spirit and schemes start and end prematurely resulting ultimately into failure of targets. The corruption is one such great cause to halt these schemes.
When we are discussing poverty, in my mind the people at the bottom of Pyramid are the most relevant. Suppose in India, people at the bottom of Pyramid are 30 crores who are facing abject poverty. Their have the problem of food, drinking water, disease etc. How can we uplift them that they are able to be beneficiary of all that what we intend for them. These people do not eat food, do not have any land holdings, do not have any capital or business which can fetch them regular money. Their sole capital is their labour as daily wager. As daily wage, they are vulnerable to insecure income etc. They can earn their wager when they are physically healthy and have nutritious food and medical support during sickness. They are unlucky with regard to both. Moreover, daily wage physically labour has always age factor in his life with regard to employment. He can be only good daily wager till a certain age. After certain age due to oldness etc., he cannot be capable for daily wage works which expect strong muscular power and fitness.
To solve all these problems, I have devised a formula-each such family should be financed to have hen, goats and 20x10 pond with high yield fish seeds. The quantum of hen to be same as number of adults in the family. Goats may be 2-3 and pond for fishing to be one. Eggs are best nutrient and isolated deshi hatching is always safer and feasible than large scale poultry. Eggs can be good source of nutrient. Similarly, goat milk, they can consume or sell and then government supported mechanism to buy these goat milk for further dairy products, giving cash support to such families. The fish they harvest in the pond and small scale may also be sold through government mechanism. And such pollution free fresh water born fishes will sell like hotcakes and rich people will be readily paying good prices who otherwise cannot get such good environment-harvested fishes.
I think clustered domestication of animals are always risky because contiguous diseases wipe them out and it is very difficult to control them at that time. We often hear so may flues spreading in poultry farms. But small domestic hatching of 2-3 hens as is prevalent in remote parts of India is feasible as well as advisable also. This module of poverty eradication neither needs advance training nor being very capital intensive. This can be easily micro-financed and insurance done with repayment period stretching to 5 or 10 years. This will not only improve the nutritional value of their food but also fetch them cash support also. We can also think of cows and buffallows depending on the relevant factors of capability of beneficiary. But people with abject poverty may be good even with the support of goats, hen and that too being financed to be repaid and not as an aid.
Too much dependence on grains and agricultural products is neither good for economy nor advisable for climate and environment in the larger perspective. The alternates of grain food like eggs, fish, and dairy products etc. need to be very much increased in India as substitute of grains. In fact, India has huge unexplored limit in this regard and in this sky is the limit. So far our country has not focused so much on dairy revolution except Amul etc. I always feel that clustered animal stocking and then utilising their products for dairy industry may be our option and this stocking can be done by only rich people, but pooling of milk from one or two cows, goats etc. from large section of people is the most bright practical and fertile idea for India. It will not only be good far the net increase in G.D.P. but really aid wealth at the bottom of Pyramid which in turn will boost the entire economy and strengthen better social order.
This module of milk collection from several households is the most feasible idea to eradicate poverty instead of corporate breeding and stocking of animals. Yes of course, once milk collected, the advance technology and corporate manufacturing of such dairy products like 'Amul' is doing is a necessity.
In this way, we can achieve 15% growth rate if we really adopt this formula with regard to our country by increasing the purchasing power as well wealth at the bottom of Pyramid.
Protection of nature and betterment of lives of poorest of poor, these too goals can synchronised and channelised to make us peaceful and prosperous.
