Corruption takes centre stage in Karnataka
As the B.S. Yediyurappa led Bharatiya Janata Party (BJP) government is patting its back over its electoral success in the May 2009 Lok Sabha general elections, the fact remains that corruption and inefficiency is proving to be a bane for the Chief Minister and the party. During whispersinthecorridors.com visit and interactions with the officials, industrialists and intellectuals corruption was the most discussed issue. Discussions in the Karnataka assembly, whose budget session is in progress, also suggests red-tapism and corruption has taken centre stage.
If the recent report compiled by the International Finance Corporation and the World Bank is taken seriously, it seems the end of Bangalore bubble. The report titled 'Doing Business In India 2009'suggests "Bangalore may be India's Silicon Valley or a 'happening city' for the trendy. But it is just not the right destination for international capital." The report - prepared after taking into account various business parameters like economic condition, constructing warehouses, tax structure, obtaining permissions, registering properties and closing business in 17 cities across the country - puts Bangalore in the 13th position and Kolkata last.
Starting a business is possible in the shortest time in Mumbai and UP's Noida - in just 30 days - while in cost terms, it is least expensive in Patna. In Bangalore, it takes 40 days to start business by obtaining all kinds of permissions while in Mumbai it needs just 30 days. Hyderabad takes 33 days and Chennai takes 34 to start an industry.
Bangalore, four years ago, had occupied fourth slot in terms of attracting investments. Now it has slipped to the eighth position as per the CMIE quarterly report of this year. Gujarat tops the list.

A humongous quantity of pulses rot in Kolkata Port !!!!
Pawar says to meet shortfall import of Pulses and Sugar Sarkaar will have to resort!!!
60,000 tonnes of pulses which include 6000 t. Arhar Dal and 4000 t. of Urad Dal!!!
And in the Port Pulses ka hai boora haal!!
And these Pulses were imported with public money.....Pawar wants to import more!!
When Pawar does something its for his own interest goes the folklore!!
Why have the pulses not been cleared….. pyhtosanitary inspector is on long leave???
So very difficult to believe!!!
In the meantime both Urad and Arhar Dal prices have reached sky high!!!
Even the middle class thinks twice before these Dals they buy!!
So there is a reason why in the Port the Pulses rot!!!
Very rich one politician, officials and middlemen have got!!!
Pawar is more concerned about Air India and less about the rampant inflation!!!
And the inflation is single handedly his creation!!
Air India …. his chela Praful Patel is out of his mind!!!
Some time back low cost Airlines as 'wrong for the Industry' he did find!!!
Now he says Air India should also evolve a low cost arm to generate cash flow!!
Knowing Air India with such an arm there will be more funds ka outflow!!!
How can an 'operationally grossly overweight' Airline run a low cost arm?????
It's like a ritzy loss making restaurant saying that to cover costs it's going to farm!!!
Praful refuses to cancel the Boeing orders which could prevent Air India from crashing!!!
And signal that Air India could crash if help is not given Pawar is flashing!!
Air India has to reduce its operation weight and turn passenger friendly!!!
Operation weight it's the worst and is an Airline that is most passenger unfriendly!!!
It's grossly overstaffed……. very heavy at the top!!!
Posting Directors in Countries needs to stop!!!
If Air India is to be saved Praful and Pawar should be kept away from it!!!!
Because as many see it Air India's pyre both have lit!!!
Buta Singh's Humpty Dumpty has got bail and is out of jail!!
He could be spoilt by hardened criminals in jail is the reason given for his bail!!!!
I feel he's been let out because it was feared he'll eat up other inmates food!!!!!
And could create a riot with his 'under the belt jokes' when in 'the mood'!!!!
How can Humpty Dumpty be spoiled ….. he can give tutorials to the rotten ones????
People who know Buta's sons will vouch ' you can expect anything form Buta's sons'!!!
Sushma Swaraj says Advani will be Leader of Opposition for entire term of this Lok Sabha!
And I'm sure many will be saying equivalent ' Hai Rabha' (Oh! God)!!
But to me it seems Sushma is just playing her cards right!!!
On Leader of Opposition's post she's set her sight!!!
She's keeping Advani happy!!!!
And hopes he'll side with her when for the Leader of Opposition's Post things get scrappy!
And if by chance Rajnath is able to grab this post!!!!
BJP will in coming times regret this the most!!!
On Swine Flu Government says 'relax we are ready'!!!!
And fact is to tackle Swine Flu Sarkaar is unready!!!
It's got no plan in place and is just taking it one day at a time!!!!!
Its well known for Indians Sarkaar basically does not care a dime!!!
Of course AIIMS VVIP Ward has a game plan in place in case a VVIP gets swine flu!
Other Wards in AIIMS or Government Hospitals don't even have a clue!!!
Tamiflu should be made available 'over the counter'!!!
The only known drug with which afflicted disease ko karr sakthe hai counter!!!
Why is Sarkaar allowing the unscrupulous lot to make a killing with this drug???
Really Sarkaar's mishandling does bug!!!
Imagine a Swine Flu test costs Rs. 10,000 … only the rich can get tested!!!
The rest will be told 'no test'…. go home ,lock yourself up and get rested!!!
If things get bad then come to the nearest Sarkaari Hospital and get admitted!!!
Only very bad cases into Hospital wards will be permitted!!!
Confucius says….. seems our Health Minister feels swine flu could be a boon!!
Solve India 's overpopulation problem soon!!
Adds.... and Congress is wrong if it feels India is safe from swine flu!!!
Because out of India some time back Amar Sing flew!!!

Harbringer of good days for Central Secrectariat Service officers

CSS Officers would be pleased to know that their painful waiting for regularization in US grade would be over now. DPC for Selection List 2003 has already taken place and the list would be notified very soon. This will pave the way not only for promotion to DS but also smoothen path for completing the exercise for preparing remaining Select Lists. There are about 170 vacancies in US grade which would be filled soon resulting in percolating vacancies in all the lower grades. This has been possible due to continuous efforts of CSS Forum, particularly recent meetings of its representatives with the MOS(Personnel). CSS Forum, as always, will strive to ensure that the recommendations of the Cadre Review Committee are implemented at the earliest.
Downgrading of pay scale of Assistants is a scornful attempt to downgrade the CSS Service which is not at all acceptable to CSS Forum and the Forum is sincerely committed to its up-gradation and all possible efforts are being made in this direction as a result of which, hopefully, there would be a break through soon. CSS Forum works for safeguarding the interests of all the grades of the Service. Unity is Strength is the hall mark of all the activities undertaken by the Forum.

It smells of fish frying somewhere
After his deputy Praful made a mess of the plan on Air India and helping the private airlines, now Pawar himself has made an out of the way comment to DNA newspaper saying: "Private airline companies will collapse in the next three months if aviation turbine fuel (ATF) prices and airport taxes are not reduced". As agriculture minister he has only succeeded so far in ensuring that food prices hit the roof whereas certain elements make money. The fact that he has jumped into matters which do not concern him, smells of fish frying somewhere.

Practical solution to many ills of India

I was glad to read Vision for India by MN Tewari, the suggestions made by him are remarkable and practical solution to many ills of India. But the difficulty is will civil servant and topiwalas (politicians) ever implement it in letter and spirit. By the time it is implemented it would be modified in such a way that the very shape of scheme would abruptly change and lose its identity. In addition to this if India really needs to prosper and become a super power following additional steps are required: (1) All currency notes more than Rs 50 note should be banned and a months time frame be given to all Indian citiznes for deposit of these currency notes into the Bank account, no questions asked. This would solve fake notes problem in one go and there would be more liquidity of the money through Banking Channels The high currency notes should not be started again(2) Black money abroad should be brought to India and with the understanding that no questions will be asked as was done in 1992 for about six months. (3) The money so received should be used for (a) Energy production (b)Industrialization of India (c) upliftment of Kisan with more stress on modern agricultural development of India through cooperatives, Amul is an example to that effect (d) employment oriented education for all (e) Unique Identification No which is already in pipeline, hope every Indian gets in next 3 years (f) Infrastructure development for whole of India including villages. (g) Last but not the least is that it should be compulsory for every student after Schooling (10 +2) to serve in the Army, Navy, Air Force, Police or any disciplined service for minimum period of 2 (Two) years whereafter he or she can join the college. This should be a precondition for admission into college. Alternatively the student should work for two years in any hospital, drive the ambulance or work for an NGO whereafter he can only the join the college. This would imbibe disciple and national character in students and the coming generation. This scheme is prevalent in many of the most advanced countries. I am sure if all these actions are taken honestly and collectively, India would be a superpower very soon.
