Bureaucratic reshuffle on back burner
As the grapevine has it, bureaucratic reshuffle at the Centre has been
put on the back burner. Indian Prime Minister Dr. Man Mohan Singh after
his return from the US is reportedly according priority to Governors'
appointments & cabinet reshuffle.
Who will call the shots in the New Year ?
Who will call the shots in the New Year as far as the appointment of
the next Petroleum Secretary and the next Revenue Secretary are concerned?
Will it be the Cabinet Secretary and PMO or the the country's most powerful
business house currently fighting a no holds barred litigation
in the Supreme Court. Reliance and the Ambanis have always left no stone
upturned in the appointment of secretaries to these two postings both
of which are the lifeline to its oil and gas and other businesses .
Its current favourite for the Petroleum job is Murli Deora's bridge
playing partner Special Secretary S. Sundaresan. But the powers that
be may shift Sundaresan to replace Revenue Secretary P.V.Bhide on February
1, to signal that while Ambani may propose PMO will dispose. If Sundaresan's
role in the Ambani brothers gas fight leads to collateral damage his
move to North Block that may upset Pranab Mukherjee's who wants to bring
in West Bengal cadre officer Sunil Mitra, currently disinvestment
secretary for this key job in his Ministry. Of course because of the
budget there is every possibility that following tradition Bhide would
be given a three month extension.
Shyaml Sarkar to be Additional Secretary
Joint Secretary in the Department of Personnel Dr Shyamal Kumar Sarkar
is being promoted to the rank of Additional Secretary in the Government
of India this week.1979 batch West Bengal cadre IAS officer Dr Sarkar
will succeed Vibha Puri who has taken over as Secretary Higher Education
in the Government of India.

Narendra Modi to launch work for Joint venture
of Bharat Forge & Alstom
Gujarat Chief Minister Narendra Modi is going to lay the foundation
stone of Indias largest and the most modern power equipment manufacturing
facility at Mundra port on December 4, 2009. The plant being built by
a joint venture between Bharat Forge of India and Alstom of France,
both multinationals, is expected to have an investment of Rs. 2500 crore.
This plant will manufacture subcritical, supercritical, ultra super
critical & nuclear turbines and generators from 300 MW up to 1650
MW range. The plant will have annual capacity of 5000 MW in the first
phase.
Axis Banks retail business ED resigns
Hemant kaul (53), Executive Director, Axis Banks retail business,
for the past five years has resigned to take over as CEO, Bajaj Allianz
General Insurance. It is understood that he resigned from Axis Bank
because he was shifted to look after non-banking retail subsidiaries.
This is the first resignation at the higher level after Shikha Sharma

World Cup 2010
The International Hockey Federation (FIH) and Hockey India (HI) the
other day announced the Steel Authority of India (SAIL) as the presenting
partner for the Hero Honda FIH World Cup 2010, to be hosted by India
in March 2010. The event will now be referred to as the Hero Honda FIH
World Cup, presented by SAIL. An agreement on the above was signed recently
in Delhi by International Hockey Federation (FIH) Chief Leandro Negre
and SAIL Director (Personnel) G. Ojha in the presence of Indian Minister
for Steel Virbhadra Singh and Indian Minister of State for Steel A.
Sai Prathap at Udyog Bhavan. Among other dignitaries present on the
occasion were Steel Secretary Atul Chaturvedi, SAIL Chairman S.K. Roongta,
Hockey India President A.K. Mattoo and Olympians & former Indian
Hockey captains Zafar Iqbal, Ajit Pal Singh and Jagbir Singh.Speaking
on the occasion, Virbhadra Singh said that it was a great pride for
India to be hosting the Hockey World Cup in 2010 and
for SAIL to be the presenting partner of this great event which,
he hoped, "will revive the game in India". He urged corporate

The ICS? Certainly not. Nehru, Gandhi, Patel, Tagore, Prasad, Maulana
Azad, Chandrasekhar Azad, Bhagat Singh, Ambedkar, Rajagopalachari, Indira
Gandhi, M C chagla, Rajeev Gandhi, Jagjivan Ram, Major Shaitan Singh
PVC, the unknown soldier, the unsung Police personnel, the Foresters
killed by Veerapan, Dr Kalam, Verghese Kurien and numerous others who
fought for freedom and even laid down their lives for the country and
served the country well, they are the people who have built the nation.
The Political Executive, the Parliament, the Armed forces, the Judiciary
and the bar, a free press and media, the Election Commission, ISRO,
DRDO and their scientists these are the institutions that have built
this nation apart from the populace of this great country. The role
of the IAS is an adjunct one, and is at a par with the IPS/IRS/IAAS/IFS/IP(ostal)S/IOFS/IDAS/IDES/Railways/IFS(forest)/IE(ngg)S/IE(co)S/IDES/
IDAS/CBI/PCS/PPS/ Provincial medical service/ provincial engineering
service, fire services and other services that serve the country.

Reform Bureaucracy
It is rightly said that we can not achieve excellence by studying
failures. Only criticizing the bureaucracy as corrupt and inefficient
etc leads us to nowhere. There is no denying the fact that Indian bureaucracy
is quite competent and can deliver the desired outputs. Its a
double edged weapon. Its only for the users ( political masters) to
decide as to how they intend to use this potent tool in their hands.
Instead of inviting only criticism the WHISPERS should play a more useful
and proactive role, through its visitors, by enlisting suggestions and
ways of carrying out drastic reforms in the bureaucracy to make it suitable
for the needs of the present day India which is near the threshold of
becoming a super power. The present form / mindset of bureaucracy may
lead us to a feeling of only missed opportunities.

Implementation of ACP scheme is faulty
Employees should have been given next grade in the hierarchy and
not next available grade. I think that 6th CPC's intention was not faulty,
its interpretation by beaurocracy is wrong. Sooner it is modified, would
serve the purpose of employees better. People's lamentation here is
just right. Concerned authorities must wake up.
