Indian bureaucracy needs the followings:-
(i) They should first shed their feudalistic attitude.

(ii) They should be honest, hardworking and not indulge in mis-use of office perks & facilities.

(iii) They should be regular and punctual in attending office.

(iv) Periodically they should interact with public in a disguise to gather information about how people are suffering, especially the poor.

(v) This will enable them to realize the pain and become more realistic and lprudent in the official dealings.

Automacitcally the bureaucracy will become a changed lot in the country.

Demands of Fair Administration
The unwillingness of the Supreme Court Collegium to disclose information regarding appointments to the judiciary are likely to be followed by civil administration-and that would be the greatest damage to public administration. The ills of poor governance in this nation emanate from such secret operations, at least on the civil side. The draft allegations against a judge contain some indicators of real practices in civil administration. They include (1)Not passing orders on a file for years. It includes all delayed panels for higher appointments, which are intentionally delayed for years by the DPCs/High Powered Boards e.g. the Civil Services Board/Senior Establishment Boards etc(2)Passing dishonest administrative orders(3)Taking dishonest administrative action(4)Acting against the interests of the nation/government to ingratiate with the dishonest minister or his coterie(5)Verbal misconduct with colleagues(6)Acting only when approached through dishonourable quarters of agents of all kinds. There can be others with which the experienced WIC visitors are familiar. But if the SC holds on to its present stand, it will legitimise the unconstitutional conduct of the civil authorities, who are employed only to act as per the law and not outside the law.

Padma Awards must be given as per performance of individuals Some people have good bio-data but they suffer due to lack of push. Some people retire from their field & then they get wake up call from big people after 20 years of retirement that they have got Padma Shree. Lok Sabha MP s & RS MP's or state minister etc & committee must see the profile of nominees first. Prime Minister should not interfere in this too much.

No change need to be made on existing system
PS performs highly sensitive and personal cores of the Minister. Minister ought to have a choice in selection of his/her PS, None other than the person of his choice should be thrust on him/her as PS. PS's tenure should also be co-terminus with the tenure of the Minister. However, the credentials and integrity of the PS not belonging to any of the civil services should be got verified before issuing offer of appointment.

Cadre based marriages !
There is a phenomenon called "cadre based marriages". The overriding reason for many AIS marriages is that parties are allocated to cadres where they do not wish to serve (of course, many such officers resign or spend years in Delhi sometimes 25 years at a stretch, in Ministries of Central secretariat, attached organisations, State Bhawans, IB, RAW, CBI, Ministry of Environment and Forests also). If, for example, an IAS officer is allocated to Nagaland cadre, he tries to find a match in the IAS or even the IPS or the Indian Forest Service in any other cadre and seeks transfer to get rid of the unwanted cadre. This is the most prevalent practice and the sole reason why many cadres have a severe and crippling shortage of AIS officers- Nagaland, Jammu and Kashmir, Manipur Tripura, Assam, Kerala, West Bengal, UP cadre (for officers from South), Tamil Nadu (for officers from the north) are examples of such cadres. Why should the Government suffer for these preferences? Simply because it is the AIS officers who do not want to go these cadres? Someone has to serve these cadres also, why should these people have their cake and eat it too?

This is with reference to suggestions of Sowmya that why the site is silent on people's struggle on Telangana. Every issue has its own pros and cons and the issue of Telangana is no different. Everybody must agree that in any democratic society the aspirations of people should be understood by the authorities at the helm. The people, perhaps politicians, of Telangana want to carve out a part of present State wherein the present State capital exists. If at all it is carved out, whom you are going to punish! definitely the people of the other major part leaving them without a capital. In independence India, States are carved/ formed out of administrative exegencies i.e. state capitals are far flung, avoiding mammoth babudom, etc. Uttarakhand is created so the people of that part chose Dehradun as their capital likewise Chattisgarh - Raipur & Jharkhand - Ranchi. So now you have well developed State capital like Hyderabad, that was shaped to this level through the efforts of all countrymen, in the heart of Telangana and everybody knows who contributed what and the contribution of Telangana people.
So it is left to the forum and to the wisdom of viewers whether it is wise or unwise to carve out Telangana State out of present Andhra Pradesh.

It is most misleading
The item captioned, "Army starts ruling MoD" is most misleading. We should never think in this narrow way and waste time on this kind of things. Ultimately, it the GoI who decides who has to be where and we believe their decisions are most suitable and correct for the country. Coming to the point at issue, I don't think the apprehension is based on sound knowledge.

Meaningless rumours
This is with reference to the whisper captioned, 'Army starts ruling the Ministry of Defence' (WIC 8 Dec 09). Such meaningless rumours do not behove a website of your stature and credibility. As a one time insider of MoD I can say that the Ministry of Defence like any other Ministry in the GoI is ruled by well laid out procedures of decision making and not by any specific group of stake holders or participants be it the Army, the bureaucracy or any of the other two Armed Forces under MoD. To spread rumours like the one in your whisper under reference serves no purpose other than creating confusion in public mind and breeding unwarranted rivalries amongst the bureaucrats and the Armed Forces, all of whom have their roles clearly cut out in the decision making process. Above all, if any one can claim to ‘control' the Ministry it is rightly and rightfully the Defence Minister who has the fullest possible capabilities to do so in terms of experience, maturity and, above all, professional, moral and intellectual honesty. I am sure the present set of insiders will have no reason to disagree with what I have stated.

The only achievement of UPA govt
This is regarding the whisper & newspaper reports of the Great Indian RTI Act being proposed for amendments by the high and mighty in the Government who have been using the Official Secrets Act till recently to cover up their deeds. The RTI Act is the single largest achievement of the UPA Government which has empowered the common man immensely. It is the starting phase of the application of this act and some improper use of the same cannot be ruled out. However, not divulging the information regarding decisions being taken by everybody and anybody who is public authority under the garb of being a constitutional body or whatever they call it will ultimately lead to the demise of this beautiful act for saving a few Mighty people in the Governance. All the bodies, individuals and honest people of the country should rise against all such attempts to dilute the RTI act in its present tone to avoid its rape to protect a few contitutional authorities so to say. They should realise that all the public offices how-s-oever small or big is a constitutional set up the why protect some individual offices/officers enjoying only authority and no responsibility from the ambit of the law of the land that is the RTI ACT. God save the RTI act.

Ministers’ large baggage of personal staff must be drastically truncated!!!
It is high time that the GOI cut its umbilical cord with the colonial past. Let the GOI Ministers no longer, be treated like Indian princes receiving fat privy purses (Read as salaries), a large number of freebies and a still larger complement of Personal Staff, to boot. Annual expenditure on Ministers’ personal staff runs into crores of rupees with no matching benefits. On the contrary, it facilitates corruption. Ghost man-power is ‘employed’ by ministers and salaries due to them pocketed. These are hard realities of the present political Executive of the Union of India and the federal states. Ministers heading economic and social sector ministries like Coal, Petroleum, and Heavy Industries, Banking, Finance, Commerce, Agriculture, HRD, Rural Development etc mis-use public utilities (including PSUs and PSBs) as personal fiefdoms utilizing their unlimited manpower, transport facilities etc. Their personal staff are deployed to facilitate misuse of powers. A minister who is confident enough to attend to official work, does not require any PS or PA. He /She is free to summon his ministerial officers for briefing or seeking clarification on any point. The fact that a large number of officers belonging to organized services vie for appointment as Private Secretaries to richly endowed ministers bear testimony to the lucrative business that it is! Honestly and seriously speaking, the requirement of a Minister in GOI can be met by engaging at the most three persons instead of the existing over ten. This includes a peon who should also be an Usher. The Prime Minister as the Cabinet Minister-in-charge of DOP&T must put a full stop to the existing practice of Ministers poaching ministries’ officers/ staff for deploying in personal section on informal basis, while pocketing the salaries earmarked for the regulars! This secret, I bet, may not be known to many Civil servants!
