78 participants of the AIS foundation course leave Bhopal
As many as 78 All India service officers who did their foundation course in Bhopal from August 31, 2009 to December 10, 2009, left for their destinations on Friday. A step towards ensuring transparency !
DOP&T decided that from 2008-09 all officers are entitled to see their annual performance appraisal reports (known as ACRs)  written by their seniors as this will ensure transparency and accountability as well. However, even though writing of 2009-10 CRs will start from April 2010, no ISS officers have seen how their performance during 2008-09 had been assessed. The reply of the ISS cadre which is known for its negative approach is as usual lukewarm and when senior officers were contacted they had been found busy in calculating their pension benefits and/or planning an official trip abroad. This Ministry of Statistics which is not headed by an IAS secretary has become a liability of the Government.

It’s strange
Well it seems strange that the Government is looking for more bureaucrats when the general public thinks that we have more than enough! Perhaps it would be a wiser move to downgrade quite a few of JS and Additional Secretaries to Director and Deputy Directors to fill up these posts especially when the so called 'Junior’ officers are Lat Sahibs in their own right.

Chief Statistician of India
This has reference to the views expressed by ‘an officer’ on some of the aspirants to the post of Chief Statistician of India. Condemning bureaucracy or any group of public servants has become a fashion. In the process, even the right of an individual to live with dignity is being taken away.
In our democracy, everyone has right to aspire to become Prime Minister of the country. It is for the electorate to have wisdom to choose the best one amongst them. In an ideal situation, all the aspirants may be equally qualified too. Similarly, there is nothing wrong if every ISS Officer has aspiration to be Chief Statistician of India. It is not a degradation of the post of CSI but a sign that ISS is in the process of maturing.
Evaluation of one’s ability and potential is a most difficult task and we should refrain from making casual remarks about anyone. It is easier to criticize than to create. We all demand justice and condemn biasedness but given a chance we find it difficult to be unbiased.
SC Seddy as well as SK Das is not occupying the post of DG on the mercy of X, Y, or Z. They have earned their elevation to the posts through their meritorious contribution. They are natural aspirants for the post of CSI.
There are very few people in the country who understands the nitty-gritty of GDP. Dr. Kolli is an expert on the issue and anyone who has witnessed him in deliberation on technical issues will like to include him in the list of probable experts for the post of CSI.
Dr. Yogi has the distinction of successfully heading the largest statistical organization of the country having its offices in every nook and corner of the country. When experience of handling a large statistical set-up is one of the essential qualifications for the aspirants of CSI, he may be one of the natural choices for the post of CSI.
T. R Mohanty is the only officer in ISS who has divided all others in to pro or anti camp. With such a strong personality, if he is aspiring just for the post of CSI and not for the post of Chairman, NSC or minister of Statistics than it is a big surprise.
We all have to develop the habit of making a distinction between professional criticism and personal abuse. If we become serious and judicious in our criticism we can really help the system. In this case, we may not have any reason to withhold our name while putting our criticism.

I agree with sentiments
Reference your whisper entitled "Army rules MoD", I agree entirely with the sentiments expressed by NN Ojha, and Ujagar Singh. No one stakeholder "rules" any ministry, and there are well laid out, and established procedures in every ministry. Furthermore, it is correct, that in the MoD, and every other ministry, all government officers, whether they are defence service officers, or civilian service officers, are subordinate to the Defence Minister, and the political leadership. So noone "rules" the MoD (or any other ministry), except for the duly elected representatives of the people.

Gopinath is a great cultural ambassador

After witnessing Gopinath’s audio-visual presentations on Vedas and Himalayas Dr. LM Singhvi wrote that his heritage trail was like Nehru’s Discovery of India. He is an ideal of learning and knowledge. What a devotion to the cause of Indian heritage this man has; his Gita and Vedic recitation classes with children are talk of the town. Striving to keep age old traditions of our culture alive both within and outside the country, Gopinath is, no doubt, a great cultural ambassador.

Ministers must reduce their personal staff to reduce corruption.
I agree with A K Saxena .Ministers are definitely swallowing the salaries of non-existent staff.Can some person obtain the information from the cabinet sectt through RTI Act,in respect of all ministries and inform the browsers. Several Ministers would be in jail for such frauds.

I agree with A K Saxena.I am working in the Co-ordination wing of a Nav-Ratna PSU. My PSU is spending a minimum Rs 15 lakh on the personal staff of Our minister including transportation, items of grocery etc. This is tax-payers money. They are really behaving like princes.

Aspirations of people be understood
This is in continuation of my yesterday's comment on Telangana. By this time, the viewers must have come to know whether it is a wise/ unwise decision taken by Central Government last night. I correctly guessed yesterday that the developments would reach to this level if a Telangana is carved out. As I said yesterday "in any democratic society the aspirations of people should be understood by the authorities at the helm". But the Sardarji, Chidambaran and Sonia better understood the aspirations of a few hooligans who could not garner not more than 10 seats out of 120 in Telangana and gave birthday gift, a pill that could not be swallowed. It may not be out of place to mention here the remarks of Rajiv Gandhi "keep power brokers away". The coterie of Sonia is surrounded by loyalists to Gandhi family (not to Congress party, the country, the constitution) they are just power brokers without any grossroot level. Go through the background of CWC members, coterie of Sonia, most of all are selected but not elected. The high command looks the ruling states as their branch offices. Nehru died, Indira became PM, Indira died Rajiv followed suit, Rajiv died Sonia became de-facto ruler, after Sonia there are either Rahul or Priyanka. See the fate of AP, after demise of towering YSR the entire ruling MLAs solidly backed Jagan. But the high command considered 'no'! Branch Manager son should not become CM at any cost. Now it costs very dearer to Congress. MLAs/ MPs cutting across party lines tendered their resignations because they sensed very well the aspirations of people. Now come on Sonia campaign for Congress candidates in AP.
