Fee demand for manpower deployment
The respondents replied that as no separate record was maintained regarding the information sought. Collecting, collating and finding it was a time consuming process and a considerable manpower was supposed to be utilized/diverted to discern that information. Therefore, the expenditure to be incurred on collecting this information would come to a total of Rs.90,695/-. Observing that a full understanding of the elements of Section 7(3) will emerge only after all stake-holders comprising important public authorities, commercial as well as Government representatives of Civil Society organizations and lawyers are consulted, the Commission issued
a Public Notice inviting the public and interested stakeholders to file written submissions to assist the Full Bench of the Commission in deciding the matter.

 

After hearing all, the Commission held that the Government has already prescribed fees as deemed reasonable mandated under Sections 7(1) and 7(5) of the Act and there is no provision for any further fee apart from these. The amount of fees charged as contained in 7(3) (b) is not in respect of any new or further fee but in respect of the fee provided for under Section 7(1) and Section 7(5) of the RTI Act. Charging cost of deployment of manpower on the basis of man-days is not admissible under the Act.
Comments-This order has settled a lot of ambiguity regarding the “further fee” to be charged.

The post of CSI is as vibrant as we are

Whether I have won the heart of every aspirant to the post of CSI or not, I have definitely failed to win the heart of my friend who is still under the shield of “an ISS Officer”, otherwise he would not have used words like ‘stale’, ‘timid’, ‘lucrative’, etc. denigrating the dignity of the post of CSI or the honorable Minister of Coal/Statistics.
No system is free from problems, but it is our collective responsibility to find a solution. Even in a well defined system, aberrations do take place, but it should not blur our views as not to allow us to see the difference between the right and the wrong. Let us have faith in the wisdom of the custodians of the system. They represent all of us and their denigration is our denigration. We have every right to carry self-criticism in order to improve and grow. It is our duty too. The post of CSI is as vibrant as we are.

"The post of CSI has become stale"
The latest posting on the website by an ISS officer seems to be from a very frustrated officer (if he is really an ISS officer). I would prefer to rather ignore this frustrated comment, but could not stop from expressing myself as such disgruntled service officers unfortunately spread wrong perception about the Service. I sympathise with this person, perhaps a disgruntled one who is unable to see his junior colleagues getting promotion in lesser number of years to SAG level (this is after around 25 years of service) than he himself would have got (around 30 years). I am a retired ISS officer who has seen stagnating service conditions and now feel happy seeing that the service conditions have improved recently and provide better promotional opportunities. If this officer is so confident that there are many ISS positions that can be straight away abolished, let him come forward and be the first one to resign for the cause. Rather than venting his frustration on this website he should contribute to the task of building a timely, reliable and a credible national statistical system which is what the country needs badly.

"Subordinate Statistical Service (SSS) is much abused by the ISS".
It appears that your website bothers about the ISS alone. The MOSPI is dominated by the officers of ISS without any contribution to the Statistical system. There are ,of course, some honorable exceptions. On the contrary, the SSS has always been neglected by the high and mighty including a few former IAS Secretaries who helped in creating a large contingent of posts in the name of cadre review. Today, the situation is so topsy turvy that the SAG level officers in ISS in various wings like FOD, NAD etc have no work at all. While the contribution is made by the officers of SSS, who conduct the actual surveys, the credit is taken by the ISS officers who have been closer to Secretaries and Ministers.

A good step
Posting of Dr. S. Ayyappan as DG ICAR is one good step, that may undo some the damage his predecessor has done to the organization. His predecessor has led to lot of corruption, demoralising effect on the scientific faculty of ICAR scientist, which are the best in India. Infact, the appointments of some of the head of ICAR institutes done during his predecessor should also be reviewed, and some corrupt who have been posted should also be removed

Army increasing clout in Ministry of Defence
It is true the army is slowly increasing its clout in the Ministry of Defence. Under the British the army called the shots. When Lord Curzon , the Viceroy had a personality clash with the Commander in Chief, Lord Kitchener, it was the civilian Viceroy who was given his marching orders by the British government. After Independence the post of Commander in Chief was transferred to the President of India ,( as we are after all a third world country )and really in order to prevent an army coup in India. The BSF was created and the CRPF was strenghened. This diffused power effectively. Over the years the status of the army vis a vis the civilians was deliberately diluted and this caused much heart burning among the army brass who are used to thinking that they alone are cats whiskers in this country. The army, whether in Delhi or out in the field is forever trying to dominate the legitimate civilian authorities. This often results in an unholy mess. The 60 year old insurgency in Nagaland, for example ,is largely due to army high handedness when dealing with tribals. Injury to army morale, whatever that means, is cited as the reason to suppress any criticism of the Army’s arrogance and ignorance of even the law of the land. There has been a slow and deliberate erosion of protocol governing seniority of army officers and civil officers. Earlier the Defence Secretary used to call meetings which were attended by the Service Chiefs. Now the DS has been so down graded that he is placed below the Service Chiefs. Meetings of SCs can only be called by the Minister. This is dysfunctional. Ministers are often seduced into tinkering with protocol governing these relations by heel clicking army officers who are servile in the extreme to the Minister.

Telengana is the best example of the failure of Nehru's policy of forming the linguistic states much against wiser counsels. Whether it is Tibet or Kashmir, his impulsive, illogical and 'greater than thou' attitude is responsible for most of the problems facing the country today.

Balancing the apsirations
Demand for and acceptance of bifurcation of Telangana from within the same lingual identity state has put the assumptions of linguistic nationalism on its head. Within 60 years of independence, need for the economic and regional development and addressing the basic concerns of the social and economic upliftment of local segements has failed the political assumptions on which reorganisation of Indian States was carried out. Birth of Jharkhand, Chhatisgarh, Uttarakhand, Bodo Councils and now Telangana / trifurcation of UP is necessitated essentially due to the nature of Indian elites that was thrown into ruling mode after independence. This English educated, western oriented and somewhat high caste monolithic elite in India proved to be so self-centric and centrifugal that whatever they did resulted in lopsided socio economic development. What ever disparity existed between the regions under the administration of British and the princely administered areas, tribals and backward areas was accentuated many fold by policies of this elite. This elite while enhancing their stature many fold used the underdeveloped only for political ends. The potential for the "thousand mutinies" was well known but that did not impell our elites to mend their arrogant self serving ways.

Today's demands for smaller states and wide spread Naxalism is nothing but a result of the abject failure of this elite to address socio economic issues and allow emergence of sub sets of elites. Matters of land, revenue and economic development (controlled by IAS) the socio economic aspects of the vast forests (IFS) and Law and order, conditions of safety and security (IPS) which forms bedrock of the existence of common masses in all areas, particularly underdeveloped areas, are in shambles and non existence. In fact it is denied to them.

No wonder, centripetal forces have gained ground inspite of these so called centrifugal agencies. Or is it because of them that we have "thousand mutinies"? One must take note of this.

Need of the hour is - balancing the aspirations. Give some space to the emerging elites lest they throw you out.

Not interested in doing anything except …
One person in the forum had asked about the ITS cadre what is happening?
I would like to say in the Ministry of Telecom ITS Officers who reach the level of Secretary on the posts as members of the Telecom Board are not interested in doing anything except to cause promotions of ITS officers against the posts that are not available in DOT and no other work they are interested in as they are at the verge of retirement . And what else they can do before few days of their retirement is that their ITS subordinates will ask them to sign the files that they had kept pending for their last days signatures so that all irregular things they want to do ,they get it cleared during this time only because they know they are gonjg to retire and no body is going to ask them thereafter. Mostly the transfer cases which are not as per rules will be cleared at the last minute of his retirement.

Your website should do two favours to improve the fate of common man in this great country
1. Initiate a debate on the ways & means of fighting corruption in Public life be it IAS, IPS,AIS or any other ass. Review of the existing anti-corruption apparatus in the country CVC, CBI, ACB etc. etc and what have been their contribution to reduction/enhancement of of incidence of corruption and what systemic changes are required to tackle this cancer of Indian bureaucracy. The existence of these institutions have only eroded the faith of honest officers and encouraged the wrongdoers .
2. How the polity which is elected "by the people, of the people,and for the people" have degraded to self serving system of conveniences where nonoe of the law of the land applies to the Netas. They misuse not only allocated MPLAD/MLA funds but extract everything possible from the bureaucratic set-up & PSUs ever ready to placate their masters for return favours. How the Government functions in the developed part of the world and how we can come out of the developing nation status even after more than six decades of independence. How to break the strong nexus between the colonial ever subservient services(IAS/IPS)and the politics and ensure that there is no fight among the various political parties for the allocation of remunerative ministries or cabinet berths. The politicians rather than joining the politics for public service like Mahatma Gandhi are now extinct. How much they can earn from their corrupt means in politics is the yardstick for entering into politics. Rather there was also a debate of hefty entry fee/admission/capitation fee from the new entrants in politics. In this scenario how an honest person can be expected to enter public life.

It will be an appropriate forum to highlight these two issues to Madam Sonia, Rahul Baba who only appear to have a say in this great country of more than 1.2 Billion

It is an important post that needs justice
The post of Chairman, Insurance Regulatory Authority is an important position, especially, during these days when economy is opening up. The incumbent of Dr. D Swarup, may be an IAS or other Services, but he must be a person having accurate and elaborate knowledge of accounts and other related aspects with broad mind intact and also supportive to government's economic policies. However, being an individual, preference should be given to an experience working Officer of IA&AS having Insurance background and mind to upgrade this Organisation for the better prospects on economy point of view besides creating quality employment of younger generation without prejudice to cadre and creed but watching country's interest first. The present scenario in this Organisation is having slavery status which is dangerous in future. Chairman must use his powers to spread out operational activities. Authority must have outsourced branches as feeder establishments to enhance economic situation and establish joint ventures in Insurance Sector

Mamata has become a scapegoat
Ms Mamata was a good lady and a courageous women in Bengal politics. But, sorry to say, she has become a scapegoat of self respected politicians of her own party waiting of the flag. I am pity to her and her condition in Bengal. Sonia, a soft spoken lady, bahu of India, is always adjusting and taking times in hand to install her own kid in high ups. Any way I wish her a long life full of respect and courage in her future endeavours.
