1976 batch IAS officers gets in-situ promotion
All the empanelled 1976 batch IAS officers have been given in-situ promotion to the rank of Secretary in the Government of India from November 24.

HUDCO reduces Lending Rates for Housing and Infrastructure Projects
Housing and Urban Development Corporation Ltd. (HUDCO) has effected a reduction of 50 basis points in its floating rate, on most of its lending portfolios of Housing and Urban Infrastructure development.
For the affordable housing through private sector, for loans up to Rs.15 lakh, the rate would be in the range of 9.0% to 11.5% instead of 9.5% to 12% earlier.  For loans of more than Rs. 15 lakhs, the rate of interest has been reduced to 12.5% from the earlier 13.0%.
In respect of co-operative group housing societies through government sector agencies, the applicable rate of interest will be in the range of 7% to 9.25% depending on the category of beneficiaries.  For private sector co-operative group housing societies, the applicable rate of interest will be 12%.
For government and public sector agency housing projects other than those for EWS and LIG categories and infrastructure projects such as water supply, sewerage, solid waste management, transport, etc. the floating rate of interest would henceforth range between 9% and 9.25% instead of 9.5% and 9.75%.
It is noteworthy that HUDCO had recently made a major reduction in its lending rates for social housing sector covering Economically Weaker Sections (EWS) and Low Income Group (LIG) which stands at 7% to 7.50%.

The GoI  has approved premature repatriation of  K.C. Naredi, IRS(IT:83), Chief Vigilance Officer, Rashtriya Chemicals & Fertilizers, Mumbai to his parent cadre w.e.f. 30.4.2010 on medical grounds.

OPEN LETTER TO FM
Sir,
You are extremely [and rightly] worried about falling revenues in Direct taxes.
One of the main reason for this is a demoralised work force of officers who are not at all unhappy with their place of postings. Senior most Commissioners are posted to Class B/C cities because of retrospective application of transfer policy. Upright officers are given jobs like CIT Helpline, Audit, CIB, ITAT, Settlement Commission, and are kept away from jobs which can generate revenue.
To reach the full potential of revenue, the country deserves a motivated work force, and not demoralised squibs who keep begging for place of posting as they are away from their wives or children. Beggars can never be good administrators.

IAS and Foreign Service officers retire at the level of Secretary to GoI whereas central service officers retire at the level of Additional Secretary in the same pay band as Directors. Efforts by central service associations failed to get a separate pay scale for this rank (old 22,400-24,500) and the GoI put it on its website that the representation has been refused. The Lieutenant Generals in this pay  band made it clear that they cannot remain in the same pay band as Colonels and insisted that they either be equated with DGPs/PCCFs or a new pay scale be created. the government inspite of opposition from Defence Secretary and Secretary Expenditure, succumbed to their demand - one third were upgraded to DGP rank and the remaining had to be given a separate scale. Central service associations failed because instead of focussing on the pay scale they wanted full parity with the IAS. Army officers being more intelligent focussed on the pay scale. Once it was decided that 22400-24500 is equivalent to 67000-79000, in terms of numbers the main benificiaries were the central service officers as also the SC/ST officers of IAS/IFS who join at a higher age and do not reach the apex scale. Class I officers need to recognise the incompetence of their associations and be grateful to the generals.

Vague aspersions
The comments entitled "Army’s increasing clout in the Ministry of Defence" appearing on the 14th of December, make for sad reading. In the first place, the writer casts some vague aspersions as to "coups" and use of BSF and CRPF. These are the classic hallmarks of the lower level officials who want desperately to seek some sort of parity with commissioned superior defence service officers (they dont dare try this with superior civil service officers, knowing that they will be "fixed" at the first instant). The goal of such persons is to attempt to create trouble between superior civil and defence services, so that they can fish in troubled waters afterwards. The BSF and CRP have their own tasks and they are good at them. The tasks do not include "balancing of power". Finally, there is the laughable canard regarding some fictitious "downgradation" of the defence secretary vis a vis certain other officers. There is no question that this libel is also floated by the poster to try and back his own cause while firing from the shoulders of persons who are his betters. There are absolutely no signs of any downgradation of the secretary in the ministry of defence, and all interactions are as per well established protocol. Would-be "Mir Jaffar"'s attempting to spread discord in the MoD for personal reasons should introspect as to what their behaviour means for the nation, and Whispers should refrain from giving vent to their frustrated views! God help our nation if such individuals persist in government.

This forum is not like any other general forum
This forum is not like any other general forum to comprehensively discuss the burning issues but is a forum concerning staff issues. I am bringing only administrative angles and a simple wisdom that is required for the people at the power and for the public at large. Sarkar created tremors on Telangana without giving much thought and the administrative machinery (central para military forces and bureaucracy) would soon be expected to tackle the aftershocks, a gigantic task that could not be tackled by executive machinery alone.

This Telangana issue requires application of “Desi Dimak” instead of applying “Videshi Khopdi”. My country brother Shankar has misapprehension that I am against Telangana. The Sarkar announced initiation of the process on the eve of Her Majesty’s (Sonia) birthday. Is the creation of Telangana and sacrifices of students/ peasants reduced to this much cheap that can be created by whims and fancies of individuals? Any way some people forgot the word “self-respect” and its meaning, it is different issue. Here the topic is diverted. Today I actually wanted to comment on “Naya Tughlaqs”.

As I said above, the desi problems requires application of desi dimak. Sardar Patel applied this desi dimak and succeeded in merging more than 500 princely states into Indian Union. But Nehru, instead, applied his Videshi Khopdi for a single desi problem (Kashmir) and we have been suffering for more than two generations. At present, the PM (studied in UK), Chidambaram (studied in USA) and Sonia (everybody knows) applied their videshi khopdi hastily to this present mess without applying a simple logic and simple wisdom. The simple logic is until now states are carved with territories far away from their capitals. This is a special case but the Naya Tughlaqs applied the same “dawai” like “har dard ka Jinda Tilismat” but it backfired. Hyderabad is like a cow being a capital and the rest of the territory is its calf. If you drag the cow, the calf follows. Then what is the solution! The simple wisdom is give some ample ghas-dana to "bichda" and take away from "gai". The Naya Tughlaqs instead of announcing Telangana should have announced the rest of the territory naming some XYZ as a new state and announce some hefty package. Reason! when an employee is transferred on a request transfer no Transfer Allowance is allowed. But Sarkar gives transfer allowance to an employee who is transferred in normal course. So until now, states are carved out on demands, like request transfers, that is why no package. But the original Tughlaq has the ordinary wisdom to undo his wrongdoings. Let us wait what these Naya Tughlaqs would do. There is one silver lining. Until now the AP, a multi-pillared society with different castes, has become bi-polored on this issue and it is not far away to become unipolar.
