As the grapevine has it, 70 out of 118 IAS officers belonging to the
1990 batch who are being considered for empanelment as Joint Secretaries

IS THE DEMAND OF SMALLER STATES JUSTIFIED ?
On Smaller states...
Time is ripe to put in place another Re-organisation commission. Experience
on creation of linguistic states is not welcome as the national fabric
& integrity have eroded over the years. The states should be organised
on some other basis like natural or agro-climatic zone, or historical
background. Also, the states should not be too unwieldy like U.P. or
Maharashtra, and nor too small like Haryana or Goa(inspite of its cultural
identity). No state should be created on religion or language basis.
This way, we can have about 25 states, each having roughly 200 or so
blocks in 10-15 districts in each state. Special attention can always
be given to the hilly, inaccessible areas. Focus should be only on providing
an efficient and responsive administration.

Further division of States by going in for new States is a drain on
the financial resources of the country. Creation of Uttarakhand, Chhatisgarh
and Jharkahnd States have not helped their socio-economic status, as
contemplated earlier. Development grant is believed to be not reaching
the grasss roots level in full. Political bosses and bureaucrats are
reported diverting the funds and misusing it (take the case f Jharkhand).
In these circumstance, we should not create smaller States at this juncture.
Rather, our efforts should be to create an efficient govt for speedy
delivery of outcomes by revamping the machinery at the helm of affairs.

Even at the beginning Nehrus idea of linguistic states was a non starter,
in 1956 there were 4 separate Hindi speaking States. There should have
been only one. Similarly, Nehrus idea of dividing India into relegious
States , Muslim and Hindu also ended in failure. The real idea of the
Congress behind these moves was to preserve the domination of the Hindi
speaking Hindu Male Chauvenist Pig of the Northern Cowbelt in perpetuity
over the South Asian Subcontinent. There is no other logic at work.
The recent attempt to partition Andhra Pradesh is a case in point. By
splitting the State the States power at the Centre is destroyed for
good. The Southern States should form a United Dravidian Front of South
India in Parliament to assert their domination and defeat the Congress
strategy of dominating Parliament by using the Cowbelt States. Punjab
was destroyed politically by splitting it into 4 States, Bengal into
2 States (maybe 3 now) and the Northeast into 7 States. Some States
are too small to govern or too big to govern, compare Mizoram to Madhya
Pradesh or Rajasthan. No optimum size based on population , geography
or history formed the criteria for the formation of most States. Dynastic
considerations dictated that Uttar Pradesh was never partitioned by
Congress. We should be thankful to Miss Mayawati that she wants the
immediate partition of UP into 3 or 4 States. Where will Rahul Baba
go if that happens? He should follow the advise of Mahatma Gandhi in
this respect "Kiss a Miss but never Miss a Kiss".

It is not a whisper but a fact that Army (read armed forces) dominate
MoD in particular and governmental System in General. They have (much
less display)hardly any regard for any authority including elected representatives
and disregard suggestions and orders with impunity. Insubordination
and marginalisation of civilian officers and staff in mixed organisations
and stubborn attitude of defence personnel elsewhere is a case in point.
Consequences will be disastrous unless timely remedial measures are
taken.

with grade pay of just 8700 or less and all group A officer will retire

Allegations are unsubstantiated
Regarding the poster "Gupta"'s comments on this website on Dec
16th, one can only say that the allegations are entirely unsubstantiated
and irrelevant. It is well known that the secretariat functions of the
ministry of defence are controlled by officers of the civil
service (Read IAS), and not by the Army, in any case.. Gupta's assertions
of insubordination, etc, may be treated as simple slander, and suitably
disregarded. As far as mixed organisations are concerned, these organisations
have been created to support and serve the troops, by providing backup
for service personnel, such as housing, land management, and buildings
maintenance (MES/IDSE, IDES), payroll and HR functions (IDAS), and lower
level ministerial and secretarial services, typists, clerks, PA's, etc (AFHQCS,
an MoD equivalent of CSS). Obviously these support services, valuable
and very highly appreciated though they are, are not functions that
will call the shots in an organisation whose primary purpose is the
provision of defence for our nation. Imagine, if suddenly
one day it became the case that Hindustan Lever was being controlled
by the buildings maintenance department of the company?! The idea
is ludicrous, and a non sequitur. HLL would go down the drain within
a day! And yet, it is unfortunate that in India, certain persons from
services designed for precisely such support functions, regard it their
god given right to control the armed forces, and crib when support services
do not control the main show! Imagine what will happen to the defence
of the nation if a service created to ensure timely construction of
buildings, and maintenance of structural assets, starts controlling
defence policy

It is not correct to say that Army is dominating MOD.MOD is dominated
by bureaucracy including oficers from IAS, IDAS, Indian Ordinance Factory
Service and Civilian staff Officers of MOD. There is no army, navy,
airforce officer posted as joint secy/adll secy in MOD.
All decisions in respect of Mod are taken by complete cabinet as it
pertains to national defence.

Anomaly of Department of Posts
The Ministry of Finance(Department of Expenditure), Government of India
vide its Notification dated 29-8-2008 has shown the Grade Pay of Sr.
Private Secretary as Rs 5400/- on completion of 4 years in the entry
grade of Rs4800/-. But it is very funny that the Department of Posts,
New Delhi vide its Circular No.1-24/2008-PCC dated 22-1-2009 has given
the Sr.P.S. the Grade Pay of Rs5400/- on completion of 4 years of regular
service in the grade of Rs 4800/-. So my query to the Postal Authority
is that whether the Department of Posts has any right to amend the Notification
of Ministry of Finance? If not, then the above said circular should
immediately be amended deleting the word "regular" from the
above said circular letter.

time of independence, most of Pradesh Congress Committees rallied behind

a statement on Telangana. High Command thought it would be a win-win
situation like one shot two birds. The one bird is head of YS Jagan
and the other is by way of weakening a strong state, a state always

to question the authority of Nehru family. do you want examples - Tanguturi
Prakasam, Neelam Sanjeeva Reddy, Kasu Brahmananda Reddy, Damodaram Sanjeevaiah,
P.V. Narasimha Rao, NTR, YSR. Except NTR and YSR all are freedom fighters
of congress. given the opportunity they settled the score. Mr. Kumar
one thing everybody must remember, running a party is not a family business.
We, the Andhraits, feel as a true congressman. There are press reports
about Madam is serious about Jr YSR. But the ground reality is different.
It is the other way round. Jr YSR has not started thinking serious about
Madam. Like any other seasoned congress politician, he withstood the
insult (why I am saying insult, the entire congress MLAs favoured his
candidature for CM of AP) and waited for a opportune time and grabbed.
The opportune time is Telangana. He affirmed for United Andhra on the
Floor of the House. Over night he became a heavy weight in the AP. Mr.
Kumar Jr. YSR can win his Kadapa MP seat any number of times either
a congress man or as an independent. Now the Madam with her immature
attitude, has made him a de-facto ruler of AP. He has become poster
boy for campaign. Do you think Madam or her simblings or saplings can
pacify the emotions of people of all regions of AP. The answer everybody
knows. There are two types of leaders. Leaders with solid backing of

"CSI post must be handled by an academician"
The post of CSI should be delinked from that of Secretary(S&PI).The
former should be held by an academician preferably an economist and
the latter by an IAS officer. The Chief editor may now put a full stop
to this ISS debate. The ISS should not wash their dirty linen in public.
Their reputation including usefulness and worthlessness is too well
known to experts and does not require further debate.
