S Roy Choudhury is being tipped to be new CMD of the Hindustan Petroleum
Corporation Ltd (HPCL). PESB has reportedly put his name at number one
in the panel. Roy Choudhry is presently Director (Marketing) in the
HPCL.

About four dozen 1990 batch IAS officers are expected to be empanelled
to the rank of Joint Secretary in the Government of India. Altogether

Process begins for 26 per cent stake of Oman
oil in BORL
Process for 26 per cent stake of Oman Oil Company Ltd., of Sultanate
of Oman in Bharat Oman Refineries Ltd (BORL) has begun. U.N.Joshi Managing
Director (MD) had signed a pact in this regard a few weeks ago. Now
clearance from Foreign Investment Promotion Board (FIPB) is reportedly
being sought. So far Oman Oil Company Ltd has invested Rs. 75 crore
in the BORL, which is coming up in Agasaud near Bina (Madhya Pradesh).
Once FIPB clears the related proposal then Oman Oil Company Ltd will
invest another sum of over Rs.1200 crore in BORL.
Promotions in the CISF on the anvil
As the grapevine has it, there are going to be large-scale promotions
in CISF. Though, promotions have been delayed, it is estimated that
25 Deputy Commandants will become Commandants, 12 Commandants will be
elevated as Senior Commandants & Eight Senior Commandants will be
elevated as DIGs.

As the grapevine has it, 16 officers belonging to the 1977 batch of
the Central Board of Excise & Customs (CBEC) are soon going to be

The name of Ajay Singhal, DIG (Vigilance), Haryana Government was sent

he did not give his consent to Central Government for the said post.

Chairman CBEC releases a Book on RTI
Chairman CBEC V. Shridhar released the second edition of the book on
RTI titled "RIGHT TO INFORMATION - LAW AND PRACTICE" at a
gliterring ceremony held at the India International Centre recently.
The function was attended by the renowned RTI activist and Ramon Magsaysay
award winner Arvind Kejriwal and the Director - RTI DoPT K. G. Verma.
Speaking on the occasion V. Shridhar congratulated the author, Dr. R.K.
Verma, Joint Commissioner of Customs and Central Excise at Indore and
highlighted the steps taken by the CBEC for transparency. He honoured
Kejriwal for the efforts made by him in the field of RTI. The book published
by Taxmann, is single point source of information for all the questions
related to RTI and includes commentary on the Act; gist of over 1200
case laws of CIC, High Court and Supreme Court; and statutory material.

IS THE DEMAND OF SMALLER STATES JUSTIFIED ?
I belong to Railways. Division of states will not be beneficial
to the states and its people. But as far as class I officers are concerned
it would be very beneficial. The best example is Railway. The division
of Zones (16 out of 9) has created so many higher posts. All the senior
post of a zone have become multiplied by 16 instead of nine. The efficiency
has no difference. The staffs have suffered. No increase in staff strength,
rather decreased. If management is possible with less staff then why
not less officers. Outsourcing - new mantra - is very dangerous. Efficiency,
reliability etc have gone down like anything. It is very important to
see which should be outsourced and what not. If outsourced - how it
will be supervised. Cutting cost is important. But it is also important
to see the practicality. We are heading towards a dangerous situation.
Please remember outsourcing of Managers is also possible. Create sense
of responsibility. Due to lack of that we are outsourcing. But outsourcing
is creating further problem in the same direction.

PESB needs to be more transparent than vainglorious!!!
It is astonishing to see the PESB still clinging to its twentieth
century mindset of secrecy by delaying its recommendations to administrative
ministries, not by hours, but by days! This artificial delay by the
PESB Secretariat is irrational leading to avoidable suspicion in the
minds of public sector aspirants fearing/alleging last minute tinkering
with the Boards recommendations on orders of higher Authorities.
What is the harm in being transparent? Not to be misunderstood, while
I was Secretary PESB towards the end of last century under the successive
Chairmanship of N Vittal (who later rose to become CVC) and T K A Nair
presently Principle Secretary to PM, the practice of displaying
PESBs recommendations on its notice board within half an hour
of interviews was experimented. This was hugely successful. But, the
same was given up soon on requests of administrative ministries who
perceived it as a threat to their importance! However, the practice
of forwarding PESBs recommendations to ministries within an hour
of interviews continued. Against this background, the present practice
of PESB Secretariat delaying Boards recommendations
for days together for no valid reason sounds monopolistic. This is an
anachronism in the present age of transparency where information is
meant to be shared rather than sold to a select few! Let
the Board review the functioning of its Secretariat. This is with malice
towards none.

I compliment A K Saxena for his column.This was in syncronisation
with the Aaj ki Aawaz of 21st and 22nd December,09.It is indeed shameful
for MPs to enjoy such lavish 5-star lunches and dinners@Rs12.50 per
thaali. Impossible and unbelievable! They also get several freebies
in the form of telephones, transport, Air journeys, electricity, rent-free
government houses etc. Thanks for this bold exposure.

MPs for enjoying 5-star meals in Parliament House for a meagre amount.
They are a liability for the country. If democracy allows this wasteful
expenditure, then dictatorship is better. I feel sad as an Indian.
