Suitability depends upon qualification
The promotion is automatic as per seniority but suitability of candidate for particular Ministry to work as Secretary depends upon his/her qualification, past experience, training and of course performance during various postings in the Ministries/ departments. Officer with MA in History can not be expected to do good in Ministry of Shipping or Fertiliser & Chemicals or Industries. As you go up, expertise is required at higher level not only to lead but also to implement policy and programmes which is not possible without subject expertise. IAS officers are trained only as manager and not expert. To achieve best results pick and choose policy is successful only when a right candidate is selected for a particular Ministry.

It is heartening to know that he (Ashwani Lohani) is back to Delhi and that too as incharge of Railways in Delhi division as DRM. We all should give him all the support and best wishes to keep our India's name on top for the forthcoming CWG 2010. Also because such a distinguished officer is there , our country's name and fame is intact and systems are running. I am sure during his tenure Delhi railway division will shine and all the Delhi stations will be more customer friendly and Railways will become more customer oriented as is being done in any private company.
