Napalchyal is an IAS officer of the 1976 batch who belongs to the Uttarakhand cadre. At the same time focus was developing 670 village panchayats as growth centers in such a way so that people did not have to travel to block or district head quarters. For this flagship Programme titled “Atal Adarsh gram yojana” was being vigorously pushed said Nrip Singh Napalchyal.  Fourteen point special programme was being implemented said Napalchyal adding aspects like afforestation, agriculture, horticulture, cultivation of herbal plants & health facilities in remote rural areas. Attention was also being paid by the Uttarakhand Government on resource mobilization for implementation of various developmental  programmes, he added.

Threat of implication in a case
Copy of action taken on a complaint against the visit of an inspector of CBI and alleged threat of implicating his sons in the case of ‘Garhwa fort dacoity cum murder case’ was sought. It was denied on the ground that notings made by the officers are a privileged document. Moreover, the complaint relates to case RC SID 2001 E 003, which is subjudice, and Court is already seized of the matter and prosecution has started in this case. Parting away with the said reports, shall pre-empt the trial and impede the process of prosecution. The Commission noted that the applicant has merely asked for action taken against CBI inspectors for allegedly threatening appellant in connection with case of RC No. 4 (S)/2003 (Garhwa fort dacoity cum murder case) in which appellant’s son is not a party. Holding the response of respondents as misconceived, the Commission allowed the appeal. The Commission also directed to adhere to the practice of answering correspondence in the language in which it is received.
Comments
While the disclosure of the information which is not going to affect prosecution is commendable, the direction of the CIC that correspondence should be in the language in which it is received can lead to difficulties.

It is the primary responsibility of the Paliament Of India to consider all aspects of the issues involved, rather than leaving it to one man/one group. Retired Justices may be as flawed as retired bureaucrats, but national issues call for only political maturity & vision. The constitution of India has been rewritten in several pieces in the past less than 59 years. The Parliament alone is empowered to rewrite the constitution and none else. For the integrity and unity of the nation called India, the Parliament must step in now. Either save the country or at least spare it for God's sake!

Home minister PC wants that performance appraisal be done for IAS and IFS and IPS officers over 50 years of age and the less efficient be weeded out. Certainly, but why not apply it to Ministers and Judiciary as well. In the end, let us be sure that as always, even the IAS will wriggle out of it and only the IPS will suffer!

When will we wake up to the pitfalls of blindly aping the west? The episode that led to the resignation of ND Tiwari as AP Governor raises many questions about the way the Governors are selected.
