Why IPS promotions are delayed ?
IPS promotions are delayed for six reasons:
1.The MHA does not do the cadre reviews to increase the posts after
every three years which is mandatory. There are no vacancies created
at middle/top levels thereby disallowing IPS officers to get timely
promotion at par with other services.
2.Home department and MHA delay in request/notifying vacancy positions
of selection grade and above which is mandatory after new pay rules
of IPS. This unnecessary delay leads to heart burning and loss of morale
for IPS officers.
3.MHA/state governments do not allow IPS officers to go on non-police
deputation and thus they continue occupying positions in police blocking
chances of junior officers. This also restricts their exposure and understanding
of other depts. which is a must for them being a premier civil service
officers. Unnecessary top heavy police structure is created and then
on the same basis, promotion is denied. A case of double jeopardy.
5.The promotions of state police officers to IPS is being held back
in most of the states for various reasons. The SPS officers hold IPS
officers responsible for this but rightfully speaking, Even the topmost
IPS officer is helpless and it is the MHA/state governments prerogative.
This must be done in time bound manner. Once more IPS officers will
be available for SP rank, promotion to DIG rank will be faster. It will
also allow IPS officers of SP/DIG rank to go on deputation. This anomaly
has been created because after 1999,for 7-8 years, direct recruitment
to IPS was quite less and inadequate.
6.The central deputation quota of IPS officers at higher echelon of
central govt.(IG and above)need to be drastically increased. To make
IPS officers ,a well rounded officer they need to be inducted at director/JT
secretary level and above on priority basis.
I hope policy makers in MHA/State govt. will pay heed to these suggestions
for better utilisation and increased morale of IPS officers. Top leadership
of police may also put their might for this.

Restore the Faith of the Nation
We as a Nation should hang our head in shame over the happenings in
Ruchika case.
It is again clear that the police has lost the faith of the common man
in our country. Non registration of FIR is the norm. Even with the victims
crying hoarse about their plight. A similar case is that of a Superintendent
of Police in East UP district of Sonbhadara who picked up five men and
killed one of them in a false encounter just to get a medal. The rest
four who escaped have been narrating their woes, yet the UP Police refuse
to register the FIR. What can be expected of the law enforcers when
they themselves turn law breakers in uniform. We hope that Ruchika case
is a learning lesson for everyone in the country lest we lose all faith
in our democratic system.

Talk shows amazing
I am amazed the way talk shows are conducted and concluded especially
by news channels. I am referring one talk show with regard to Ruchika
case held on NDTV with caption "we the people". Every one
was pressing his view points in his own way and doing media trial. I
do not defend any one. Anyone must be punished for what he has done.
All these things must not be decided emotionally. The criminal trial
can not be debated on talk shows and conclusions drawn arbitrarily.
Everyone was bent upon prosecuting one officer but leaving similar issues
aside. Many cases of corruption against big people end futile and they
go unpunished but no one talks about speedy trail and enhanced punishment.
In the show, no one was talking about the defective Judgment delivered
by trail court and some action against erring Judge or then Principal
Secretary (Home) and DG for not registering the case. Why Ruchika was
expelled from school. The Principal is equally guilty for her suicide.
What was the role of SP when fake FIRs were registered against her brother
? Only talking whimsically in an academic language is not going to get
anything constructive.
The basic question is whether FIR be registered immediately after the
receipt of complaint or it is to be left at the mercy of SHOand concerned
officers. I always say that the post of SHO is no more bureaucratic
position but it has been politicised now and patronised. The registration
of case should not be exclusively the prerogative of SHO but in the
district head quarters in the office of SP there should be FIR register
where any officer of SP rank in the district get the FIR registered
and transferred to the police station for investigation. This will mitigate
the crisis of complainants who run here and there to get their cases
registered. I think the time has come when Cr PC should be amended and
FIR register kept in the SP office where it should be considered with
same sanctity as of police station. Since FIR is a stigma, therefore
no legal or administrative lacuna should be attached after the registration
of FIR against accused till he has been convicted or charge sheet accepted
by the court. Otherwise possibility of abuse of this free registration
process will be imminent

I agree with views expressed by Madduri VKR under heading "Reinvention
Disowning - Distancing" regarding discrediting of PV Narsima
Rao by the present leadership of the Congress. It is all the more intriguing
that the Prime Minister who owes his glory to the support given by PV
Narsima Rao, is also toeing the same line to please the Madam. It was
PVNR who facilitated ushering of liberalization. By not acknowledging
the same, the PM is behaving as a thankless person. While Nehru-created
problem of Kashmir is still troubling us, PVNR resolved the Punjab problem
by allowing free hand to the likes of Beant Singh (the then CM) and
KPS Gill. In fact, PVNR has been the really unsung one of the greatest
PM's we ever had.

CVC orders probe
The Central Vigilance Commission has rightly ordered to probe into the
Rs. 36,000 Crores tender for procuring GSM equipment for 9.3 crore lines.
What was the need for such a huge capital investment? Whether the
existing unutilised capacity of the GSM Exchange and the trend for waiting
list was taken into consideration before inviting such a big amount
Tender? Why the technical conditions were made so harsh that renowned
companies viz. Nokia, Seiemens, ZTE, Alcatel Lucent etc. were declared
disqualified. The public money should be spent with due care and caution.
This huge amount tender should be cancelled and fresh tender be
invited strictly keeping in view the unutilised capacity of the Exchanges
and the current trend of waiting list for next TWO years.
