And then came Emergency !
This piece is quite polemic but facts are absolutely true. I have personal
knowledge of what happened. You do as well. Inflation of 15 to 25 percent
in the period 1972 to 1975. And then came the Emergency !
Today we are back to what it was like in the early to mid 70s. I also
have some inside knowledge. My late father Anil Majumdar, IAS (retd),
was Joint Secretary to GoI from 1967-1975 in Food and Secretary to GoI
in Civil Supplies from 1977-1983. He was the one who almost single-handedly,
in 1973-1975 and 1979-1981, had to daily battle inflation and bring
prices down, because, I deeply regret to say, the others in other ministries,
especially finance, were clueless. He saved Mrs Gandhi's skin not once
but twice.
He is, of course, forgotten today but you can ask Sushil Varma IAS (Retd)
his 1949 batchmate who lives in Bhopal. It is these clueless finance
wallahs who are running (ruining?) the country today.

I think China is feeling uncomfortable due to two reasons. One, rapidly
increasing closeness developed between USA and India after Nuclear
deal and disintegration of Pakistan. China is , therefore trying to
presurise America to go slow on Pakistan otherwise another border with
China i.e. India will be opened for proxy war.

China threat. The Central Government is unable to manage the situation.
The National Security Advisor is not contributing anything to country's
security despite his utter failure during 26/11 attack last year. He

in Government of India with the support of TKA Nair, Secretary to PM
and Chandrashekhara , the Cabinet Secretary, all hailing from Kerala.

Is China's Latest Threat Real ?
Yes, of course ! I agree with A K Saxena's views on this
site dt 3-12-09.I had seen action in 1962 and cherish sad memories of
India's unpreparedness in the face of sudden attack by China which should
and can never be trusted by us. The indian army had to make a hasty
retreat while the enemy forces occupied one lakh Sq Km of indian territory.
India's Defence minister Antony says 'nothing to worry'. And, the next
day we discover a big land scam by the serving Army Generals. President
of India takes pride in flying by Sokhoi. And, the next day, we have
one Sokhoi crash-landing. Saxena's and my observations must be taken
note of by the Government of India to avoid a recurrence of the previous
defeat by China.

CCI a powerful body !
What I understand is that CCI is a body which will be exceptionally,
powerful to make important decisions in its respective field pertaining
to Corporate Sector. The direct appointment will, certainly, have sincere
and efficient calibre amongst the government officers in active service
and may be there is a policy to engage some of experience retired persons
as there is possibility of having 65 years of age for workers in CCI,
perhaps.

Something unbelievable!
The visitors to WIC, part of the country's administrative set up, have
been raising the issue of bureaucratic efficiency & systems &
governance in the country frequently. They are witness to the daily
mugging of the administrative practices. The British too have come for
special censure, even though it is more than 62 years since they left.
Contrary to general perception, our PM had some laudatory words for
them. Many even thank them in private for having taught us the English
language. I am also tempted to say that but for the robust administrative
set up devised by the British, India would have been practicing complete
anarchy, at least in the absence of codified administrative practices.
There is nothing wrong with these codes, except that they penalise practices
of turning "general" administration to "personal"
administration. Our authorities(administrative/judicial/legislative/executive)
have really rendered all these codes useless and ineffective. How else
one explains the arrest of a Koda as compared to not a single arrest
of even one person for swindling 25000 crores? The media brings to public
notice the NPAs of PSU banks from time to time. The latest in the series
says that 25000 crores were written off by Government Banks in the last
3 years!! The term NPA is a euphemism for swindle, embezzlement, theft.
All those who have caused such huge losses must be publicly notified
as was Koda. But it never happens. The reason is that they are all "influential,
effective, successful" individuals. Try getting even a small loan
for the education of your daughter and see how difficult it is to get
one. But the case of these individuals is different-they are not bakrupt,
they simply disappear with the bank's money. They are otherwise prosperous
entities, running several other businesses under several names including
charitable trusts.They are modern india's financial wizards(!!).They
have extraordinary skills to skim the banks of their funds and getting
them termed NPAs instead of themselves being declared bankrupt. Their
creditworthiness is not affected at all. Were they like the WIC visitors-well
intentioned duty conscious government servants-the banks would have
realised all their money from auction of all and every single asset
with us and also rated us "poor" as creditworthy. This inspite
of the codes. Had there been no sound systems in place, 25000 crores
would have, perhaps, been a daily NPA of PSU banks! The only contribution
of the post British-rulers of India has been the demolition of our faith
in the rule of law by skimming even PSU banks of their money- something
unbelievable!
