Indian bureaucracy requires an overhaul
Indian bureaucracy is not only the worst in the whole continent but
also most corrupt if one was to go by the responses received by whispersinthecorridors.com
In a bid to elicit the views of people on what they think about Indian
Bureaucracy, whispersinthecorridors had asked "Is Indian bureaucracy
the worst in the whole continent?" and the response was tremendous
but unfortunately it reflected the seamy side of the powers that be
who run the country.
An overwhelming majority of the respondents, to the whispers debate,
felt that the Indian bureaucracy is inefficient, indecisive and succumbs
to pressure (of politicians) for want of creamy jobs.
"Things have reached to such a pass that honest man has no place
in Government of India. Those who become Secretaries are always hand
in glove with politicians. No action is ever taken against this top
brass even if they have looted billions from the government exchequer",
says Harish Kumar.
People of the country generally believe that it is the politicians who
are corrupt but in India, Political system is still open for changes
as politicians have to face common people. However, that is not the
case with the bureaucrats.
And the million dollar question is that Why do the bureaucrats succumb
to such pressure. Obviously, for getting prize postings. They are hand
in glove with the politicians. And there is also little hope that the
bureaucracy in India will ever change.
As one of the respondent Abhimanyu puts in, "Nothing can change
their pace. They will continue to amass money, plunder and ruin the
country unabated. Their performance will continue to be awfully dismal,
accountability zero and responsibility negligible. Burden on exchequer
is huge and slavery of political system has increased. And no changes
can be expected from any government to overhaul this rot...which is
stinking the country from North to South and East to West".
Even the veteran journalist of the country Arun Shourie has said few
years ago that the current bureaucracy is nothing more than Indian Appeasement
Service.
"The perception still remains the same. Indian bureaucracy fits
well into the boots of an economist as quoted in the joke: An economist
returns to visit his old school. He's interested in the current exam
questions and asks his old professor to show some. To his surprise they
are exactly the same ones to which he had answered 10 years ago! When
he asks about this, the professor answers: the questions are always
the same - only the answers change!", said Vinod Bhatia.
Another notion about the Indian bureaucracy which came out during the
debate was that it still works on the British Raj principles. "There
has been no fundamental change since British left India. The purpose
of governance has changed but the core of administration has not. We
have not been able to allow development of think tank and to promote
governance strictly on merit", feels Manish Kumar.

Is the govt really interested in marital harmony
of AIS officers ?
Frustration among civil servants which may have a telling effect
on their performance - is growing, in many cases, because they are not
allowed to live with their spouse if he/she too is a bureaucrat.
And this despite the fact that the Department of Personnel and Training,
which controls the premier service of the country, the Indian Administrative
Service, had, in a recent office memorandum entitled Posting of
husband and wife at the same station, stated that married AIS
officers belonging to different state cadres be shifted to either of
the two cadres to enable them to lead a normal married life but to no
avail.
Though the appointments to the All India Services (IAS, IPS and Indian
Forest service) are made by the Central Government and governed by central
rules, they remain under the administrative control of the respective
state governments meaning thereby that even after a change of cadre
(of one of the spouses) is effected by the Central Government, it can
be done only with the concurrence of the State Government concerned.
And this is where the problem lies. It becomes more acute when the governments
at the Centre and the state are governed by different political parties
i.e. when the states concerned are ruled by parties that are not part
of the ruling alliance at the centre. At least half a dozen such requests
are at present pending before the DoPT and all of them are from officers
in states which have non-Congress governments.
Interestingly, three of these applications are from the north-eastern
state of Tripura, part of the joint Manipur-Tripura cadre. They include
the case of Dr. Adarsh Singh (IAS MT-2007, home cadre is AGMUT) who
wants to be shifted to Uttar Pradesh cadre ever since being married
to Ms. Sheetal Verma IAS (U.P.) in Dec. 2008.
Similarly, Shashank Misra (IAS MT-2007, home cadre is U.P.) wants
Madhya Pradesh after being married to Ms. Ruchi Srivastav IPS (M.P.)
in Jan. 2009 and Vidya Bhushan (IAS MT-2008, home cadre is Bihar) wants
Uttar Pradesh cadre after being married to Ms. Alankrita Singh IPS (U.P.)
in June 2009.
In all three cases, the husbands have been allotted the Tripura cadre
while their wives are in their respective home cadres. The government
of Tripura has refused to give its concurrence to the transfer of the
husbands to the cadre of their respective wives, without reportedly
citing any reason.
Adding salt to injury, Tripura government has instead asked the husbands
to call their wives to Tripura despite the DoPT making several
announcements giving special concessions to lady officers serving in
the north-east in view of the difficulties faced by them in the region. Its
2004 Office Memorandums even said that a lady AIS officer belonging
to any of the north-east cadres would mandatorily be transferred to
the cadre of her spouse if she desires.
The above steps , need not mention, are taken by the DOPT with the sole
aim of providing mental peace to the officers of the countrys
premier services so that they can act better for the welfare of the
nation. But the state governments, specially Tripura government, given
the present state of affairs seem to be bothered the least.
Take for instance the case of 2008 batch IAS probationer Sonal Goel
who is said to have been removed, at the behest of the Chief Minister,
from the post of BDO Khowai block barely 10 days after she took charge
as part of her training module.. She has been doing her district training
in West Tripura district. Her fault was that she had dared to transfer
two Panchayat Secretaries for non-performance and had raised objections
over the dubious manner in which NREGA was being implemented in the
block.
However, although the overriding powers with regard to the AIS lie with
the Central Government, DoPT has so far failed in its endeavour allowing
the states to act truant.
The existence of such a sorry state of affairs in the countrys
premier service raises question: Whether the Central Government is really
interested in seeing to it that Husband-Wife (both belonging to AIS)
live in harmony or has it been merely paying lip service so far.
Except for a select few none in 1976 batch

ESIC is serving over five crore people in India
The Employees State Insurance Corporation (ESIC) is now serving
over five crore beneficiaries all over the country. This was announced
by the Indian Minister for Labour & Employment, Mallikarjun Kharge
at its 148th meeting held in Delhi on December 8, 2009.The E.S.I. Corporation
approved its Annual Accounts and Annual Report for the financial year
2008-09 in this meeting which was held under the chairmanship of Kharge.
Indian Minister of State for Labour & Employment and Vice Chairman
of Corporationi Harish Rawat also attended the meeting.The Corporation
has been able to spend Rs. 1123.22 crore on medical care and Rs. 380.70
crore on cash benefit. The revenue income for the Corporation has also
increased by Rs. 463.13 crore from Rs. 3989.31 crore in 2007-08 to Rs.
4452.45 crore in the year 2008-09 which represents an increase of 11.61%
over the previous year.Giving highlights of the year, Kharge said
that during the last one year, the Corporation
has also improvised different cash benefits being provided to
the workers and their family members. Duration of unemployment allowance
under Rajiv Gandhi Shramik Kalyan Yojana has been enhanced from six
months to 12 months. Also, the amount of funeral expenses payable to
the eldest surviving member of the family of the deceased insured person
(IP) has been enhanced from Rs. 3,000/- to Rs. 5,000/-. Similarly, a
new scheme for disabled person working in factories and establishments
covered under the ESI Act drawing wages upto Rs. 25,000/- per month
has been introduced w.e.f. 01.04.2008.The functioning of the ESI Scheme
was lauded at the meeting and it was observed by the members that it
has improved remarkably in the previous year which is evident form the
fact that the coverage of IPs as well as Revenue Income has increased
substantially. Accordingly, provisions for expenditure on medical as
well as cash benefit have been proportionately increased. It was
also noted that increase in expenditure for better medical care has
resulted in reduction in expenditure on cash benefits, which indicates
a better health condition of the work force. Harish Rawat called upon
the staff & officers of ESI Corporation to increase satisfaction
level of the beneficiaries. He assured the members that the good work
by the ESIC would continue and every effort would be made to give the
best available services to the benificiaries. The Chairman also welcomed
Dr. C.S. Kedar, who has recently taken over as the new Director General
of ESIC.

Himveer Wives' Welfare Association (HWWA) annual exhibition and mela

CATs ruling in favour of J.K.Khanna
DG Civil Defence, Bihar
In a land mark judgement of far reaching consequences
the principal bench of Central Administrative Tribunal (CAT) has given
a ruling in favour of J.K..Khanna who is DG Civil Defence Bihar, earlier
he was Delhi based OSD to the Bihar Government. Khanna is an IPS officer
of the 1974 batch & belongs to the Bihar cadre. Bench comprising
CAT Chairman Justice V. K. Bali & Ramesh Chandra Panda delivered
the ruling. In its order the CAT has directed the Bihar Government to
give proforma to J.K.Khanna with retrospective effect from July 31,
2008 with all pay & emoluments that D.N.Gautam (Khannas junior)
had been getting on promotion as the DGP. Khanna was on central deputation
at that time & had returned to Bihar cadre after one month. However,
Gautam was promoted against the post, which should have gone to J.K.Jhanna
because Bihar has four sanctioned posts of DG rank for IPS officers.
However, Khanna was promoted by creating fifth post, but prior clearance
was not taken from the Indian Ministry of Home Affairs (MHA).
The CAT while allowing original application (OA) 1807 /2009 had ruled
(i)the state Government should have taken prior clearance from MHA before
creating a new post for promotion (ii) senior officers cannot draw lesser
pay than their juniors if juniors were promoted.

It should not be co-terminus. A political boss, who becomes a Minister
comes across many loyal officers during his political career. It is
better if a new officer joins who may unleash a freshness into office
as well as policies handled by a Minister. Otherwise, it some times

Reference your whisper of the 8th of December, entitled "Army Starts
Ruling MOD", I would submit that this whisper is entirely incorrect.
First of all, sometime shortly after independence, control of the General
Staff, as it was then known, was handed over to the Ministry of Defence.
Thereafter, the army general staff, in its wisdom, decided to hand over
control of secretariat functions in the ministry to the bureaucracy,
under the impression that "Officers and Gentlemen dont have
time to do Babu work". This was the beginning of the downfall of
the Indian Army. The proof of the army's impotency in the MoD, is in
the pudding. The VIth CPC has left the army without a leg to stand on.
Lt. Cols, the backbone of the army, officers with 14.5 years of service,
are being compared to DS grade personnel, with just 9 years of service,
and even of those, 2 years are training, so just 7 years active service!
MoD bureaucrats are enjoying all army perks, including staff cars, and
Army soldiers as drivers in Delhi, while Major General rank officers
are being told to hire taxis! India's northern border is laid bare,
because for 60 years the MoD could not sanction proper shelter to our
troops in freezing -30 degree Celsius temperature, and you say Army
rules MoD? Army officers posted in Indian Embassies abroad are wrongly
equated, with Lt. Cols (GP 8000) being equated with Undersecretary
rank personnel (GP 6600)! Lt Generals (seniormost army officers) having
courts of inquiry initiated against them, simply for giving a routine
NoC, for construction of a school on what was NOT EVEN ARMY LAND, and
the army rules the MoD? Army has to beg for funds to buy snowmobiles
for its troops in freezing Siachen, and MoD finance bureaucrats telling
them that its not allowed, while sitting in Delhi, and Army rules the
MoD? I think not. The army only suffers silently, and the best of our
young men die, officers and jawans wives are widowed, and children are
orphaned everyday, in Kashmir, Assam, Nagaland, Arunachal, Mumbai
Terror Attacks, Ladakh, and a hundred other places, simply because
the Army certainly does not "rule" the MoD.

Retirement age should be equal to every one
Some Members of Tribunals, Professors, Chairmen of Tribunals have
65 years, some have 62 years and government servants retire at 60 years.
Why this discrimination? Every body is equal, Therefore, there
should be same retirement age for every irrespective of the position
he or she held. Every body should be given opportunity to serve government
up to 65 or 62 years.

While passing through the corridors of whisper I came across a
few names of the aspirants for the post of Chief Statistician of India.
Must I salute the author of this whisper for his innate sense of humour.
The names mentioned are enough to make even Jyoti Babu laugh who is
known for his stone face even in his nineties. While one of the aspirants
had never seen anything beyond GDP for last twenty years, another had
spent most of his service life in the corridors of court whether during
his suspension or otherwise. One had recently retired with grace and
the last one holding the citadel of NSSO is known for his relaxed articulation.
The circle would have been complete had another officer holding the
fort of CSO been included in this galaxy ! Mamatadi too is also
wondering perhaps why this Bengali promoter of ma, mati, manush concept
is conspicuously absent in the list. One insider commented that the
condition of ISS has become so bad since this millennium, no one
can make it worse. Hence, anyone can become CSI.

MHA should take steps to promote career of IPS officials
Why doesn't the central government takes IPS officers of DIG and SP
(selection grade) rank at Director/deputy Secretary level. Perhaps they
will fill up this vacuum most suitably. It will also allow them to see
government's functioning from ministry point of view. Hope this is taken
in right earnest by powers that be as in any case they require motivation
and change at this stage of life. Hope police division of MHA listens
to this advise and takes steps for career development of IPS officers
in right spirit.

New Delhi and I have argued before him at CAT, New Delhi. I can personally

Towards the end of my service career, I was posted in the Finance Division
of a Ministry. All went well with observance of financial principles
till change of guard at HoD level. The HoD would ask subordinates to
formulate proposals for expenditure within the Department to his liking
and call me to write a note in support. Later, whole of the Department
came to know that three tenders were being called from one party on
different letter heads and the work for all items was being awarded
to one and the same party. One proposal which normally involve Rs. 8
-9 lakhs was mooted for Rs.95 lakhs and we turned it down on technical/procedural
grounds in the Finance Division. The said HoD stopped talking to me
in particular. But his ways continued. He used to visit to other Departments
to have the files cleared in which he was interested.
