The Indian Government has approved the levy of Development Fee (DF)
by the Delhi International Airport Limited (DIAL) @ Rs.1300/- per departing international
passenger and @ Rs.200/- per departing domestic passenger with effect from 1 March,
2009. The DF which is being levied purely on an adhoc basis, is inclusive of all
applicable taxes and is for a period of 36 months only. The amount collected through
DF would not in any case exceed the ceiling of Rs.1827/- crores (NPV as on 1.3.2009).
The ceiling amount would be exclusive of taxes, if any. Mumbai

Retirement age Enough debate is on on what the retirement age should
be. Chairman of tribunals retire at 70, college teachers at 70, science secretaries
in government at 65, doctors at 65, but government is mum on government employees.
Perhaps, the idea is that they should join MNC by selling their souls. Singh E-governance
still a dream The Union D/o Administrative Reforms has been in the business
of promoting e-governance for about a decade now. It can be legitimately expected
that it must have succeeded in implementing e-governance in all departments of
the government of India and Delhi government. It has, however, not. The experience
with public services departments is disappointing. Try reaching the number of
the Nodal Officer given on the back of the monthly telephone bill and experience
non-response always. The number is just to put off the consumers, it never responds.
Same can be experienced in most public utility services. The websites do not carry
up-to-date information and telephone numbers. It was expected that e-governance
would cut down on the time taken in service delivery. A recent visit to the office
of the Regional Provident Fund Commissioner in the NCR revealed that there is
no saving in time spent in getting one's dues without undergoing a humiliating
wait and waste of valuable time. Employees are transferable from north to south
and east to west, landing them in problems in getting their dues at one place
from different zones. Time, which is valuable in real terms i.e. anywhere between
rupees 3000 per day to 10000 per day, for the present day generation producing
wealth for the nation through the IT industry, will be saved. They are to reach
an office in an obscure corner of a neglected locality to file their application
for all PF related claims, where they have to form long queues and waste their
whole day. Why? Why do the government service providers inflict pain, duress and
harassment on citizens, employees and creators of wealth for the nation? Only
to provide employment to battalions of unproductive manpower! Why can't the entire
PF work be assigned to nationalised banks or post offices, who will issue passbooks/statements
and can be accessed on line to see if credits reach the account of the individual
regularly every month or get lost in some Satyam type creative venture? If e-governance
fails to provide relief to the people, it is useless and a burden on the tax payer.
The D/o A.R is going to organise the 12th national conference on e-governance
on 12-13 Feb in scenic Goa (Happy V-Day guys!).We can hope genuine and authentic

Secretaries of CSS who have been awaiting their inclusion in the Select List for
the year 2003 as it had been pending since long because of proposed move on the
part of CS Division of DOPT to include Junior Direct Recruit SOs in it by granting
them relaxation not covered under CSS Rules. After hearing both the parties (DRs
and Promotees), MOS has directed that the Select List be prepared without any
relaxation i.e. as per CSS Rules. However the file is not being sent down by interested
party working in the Office of MOS (PP). Prashant 6th PC in BIS only
for employees You were nice enough to carry an item on Whispers about
Bureau of Indian Standards (BIS) being the only body not to have implemented 6thPC
- within days, it got implemented - but only for employees. Even today, it has
not been implemented for pensioners - on the pretext of the government approval
not having been received. BIS, which is India's flagbearer in quality of products
and services has set new benchmark in harassing pensioners - actively abetted
by a callous Department of Consumer Affairs. An organization that earns nearly
RS 200 crores per year and does not depend on the government for even a pie is
unable to implement 6th PC on its own - so much for autonomy!!! Will the Minister
Sharad Pawar, to who the pensioners have represented, hold someone to account. A
