The whispersinthecorridors.com survey about the new President of United States
of American Barack Obama has thrown open some interesting facts. Most of our surfers
who wrote to us are of the opinion that India need not worry as Obama is pro-Indian
and would not do anything to upset the increasing Indo-US relations. However,
there are some e-mails that have cautioned us that people should not rush to judge
Obama from his actions during the initial days of Presidency and that he would
not stake his reputation and change age-old policies just to align with India.

Fiasco regarding President's chopper Before joining the IAS, I was
in the IAF and have worked as ATC. All I would like to say is that it needs a
full-scale probe. There could be several types of causes of such a fiasco. Nothing
can be speculated at this juncture as facts are not known. It is not fair to blame
the DGCA or the IAF pilots at this stage as he is only a regulatory body. He depends
totally on the ATCs, pilots, AAI facilities & those in charge of handling
the VVIP security. (Forum link was not working today so I have posted this in
the Feed back column). Ujagar Singh Discouraging DA rates
In consonance with the recommendations of 6th central pay commission, the
government has modified the DA rates for the employees, in various departments
like department of statistics who are on tour regularly. The DA rates applicable
to the employees in the departments like the above mentioned one are quite discouraging
vis-a-vis that of previously existing DA rates. Now it is being insisted to submit
food bills up to a maximum of rs.150 per day while an employee is on tour. Procurement
of these bills may not pose any difficulty in metros and other top towns where
in star culture is prevalent where as this will pose serious problems in other
towns and villages. In most of the cases the employees while on tour have to spend
most of the days during the month in these second category of towns and villages
only and catering and other services are carried out by un organised sector we
cannot give first priority to procure these bills relegating the quality of work
to the background. As a remedy previous DA rates may be hiked basing on a certain
sound formula like DA rates multiplied by 1.86 times which introduces an element
of dynamism and progressiveness or producing self declared vouchers for food bills
may be considered sufficient. Also conveyance allowance of Rs.100 per day
while on tour is limited to urban areas only while seventy percent of the tours
during the month will be in rural areas where procurement of bills from auto drivers
etc may pose a serious threat to quality of work. As a remedy, conveyance allowance
of Rs.100 may be granted irrespective of rural or urban area tour without backed
by bills signed by auto drivers. The above suggestions are a sine-qua-non of good
quality A Visitor Diye taley andhera? The whisper about
BIS on 10.2.09 makes an interesting reading. Who is being blamed for non-implementation
of PC recommendations in the absence of National Standards of administration?
Shouldn't the BIS have drawn up national standards of administration, honesty
in public services, implementation of recommendations of commissions like the
pay commission and of course, that great national obsession of the press/media
& politicians and even aam aadmi, called "corruption", among other
things. Were any such standards placed on the statute book, there would have been
some hope of redressal of the grievance about non implementation of the PC recommendation
as per the prescribed BIS standard through the Consumer Forum (a la Jago Grahak
