There is IPS reshuffle in Bihar.Krishna Chowdhary has been appointed Director of Bihar Police Academy . A C Verma will be new ADG (Mdernisation) . R S Bhatti, a 1990-batch officer on promotion has been made IG of Muzaffarpur zone. Three officers of 1991 batch have also been promoted to IG rank. Praveen Vashishtha has been made Darbhanga IG, Preeta Verma has been sent to CID as IG with additional charge of Economic Offences Wing, Vinay Kumar, has been made IG (special branch). DIG (provision) Anupama Nirlekar will take charge from Vahishta as Magadh range DIG. Patna DIG-cum-SSP Amit Kumar has been appointed Munger DIG in place of Bhrigu Srinivasan who has been shifted to Tirhut range in the same capacity. K K Verma will replace Bhagalpur DIG Raghunath Prasad Singh who has been made DIG (provisions) . DIG (administration) Baldeo Prasad goes to Darbhanga in the same capacity.
Malar Vij has been moved to Patna as first woman SSP. M R Naik will be SP Gaya. S Raveendran is the new Aurangabad SP. Ganesh Kumar has been made AIG (Q). Ajitabh Kumar will be SP (CID). Amit Lodha has been made commandant and Ram Narain Singh has been made SP of Kishanganj.

Indian Minister for Chemicals & Fertilisers and Steel Ram Vilas Paswan laid the foundation stone of the company's eighth SPU at village Behjam, 120 kms from Lucknow, in Lakhimpur Kheri district of Uttar Pradesh on February 16,2009. Advantage of IAS officers is… !
I was reading comments on whether a department should be headed by a technocrat or bureaucrat (read IAS). If it is headed by a technocrat or officer from any other service be assured that he won't receive support from other government machinery as all would be headed by IAS officers who treats any other person as non-persona grata. Hats off to those who have worked successfully in such posts. Advantage of IAS officers is that they know how to get work done without actually working themselves. Even the most inefficient officer will receive support from all other departments. They have created an aura that Government will not run without them. We need to make a fair and objective assessment. But is there any person who can do that is the question.

D.G.C.A is disillusioned and demoralised
The officer heading the D.G.C.A may be one of the best I.A.S officers but the rank and file of D.G.C.A is disillusioned and demoralised as the second rung comprising of technocrats have been sidelined. Safety of skies and planes is a highly technical matter much beyond the grasp of a generalist. D.C.C.A has some very competent officers who work quietly and efficiently and deserve the top post more than ever now. Fortunately those who have voted for an I.A.S as D.G.C.A are themselves in danger where safety is concerned.

ACP for govt. employees:
When BJP government came to power last time, they approved the proposal for giving atleast 2 ACPs to government employees which was a very beneficial decision for the employees who have been working in the same grade for more than 25 years. Now this government has cleverly announced/lied that it has given 3 ACPs; but actually while implementing the CPC report says it would be according to the hierarchy in grade pay irrespective of the designation. This has totally not only nullified the earlier two ACPs but the benefit which was given to government employees has been snatched away in a cleverly way. Only God should save us.
