Advantage of IAS officers is
! I was reading comments on whether
a department should be headed by a technocrat or bureaucrat (read IAS). If it
is headed by a technocrat or officer from any other service be assured that he
won't receive support from other government machinery as all would be headed by
IAS officers who treats any other person as non-persona grata. Hats off to those
who have worked successfully in such posts. Advantage of IAS officers is that
they know how to get work done without actually working themselves. Even the most
inefficient officer will receive support from all other departments. They have
created an aura that Government will not run without them. We need to make a fair
and objective assessment. But is there any person who can do that is the question. Daljit
Singh D.G.C.A is disillusioned and demoralised The officer heading
the D.G.C.A may be one of the best I.A.S officers but the rank and file of D.G.C.A
is disillusioned and demoralised as the second rung comprising of technocrats
have been sidelined. Safety of skies and planes is a highly technical matter much
beyond the grasp of a generalist. D.C.C.A has some very competent officers who
work quietly and efficiently and deserve the top post more than ever now. Fortunately
those who have voted for an I.A.S as D.G.C.A are themselves in danger where safety

of resource. This position should be held by only a professional (armed forces

employees: When BJP government came to power last time, they approved
the proposal for giving atleast 2 ACPs to government employees which was a very
beneficial decision for the employees who have been working in the same grade
for more than 25 years. Now this government has cleverly announced/lied that it
has given 3 ACPs; but actually while implementing the CPC report says it would
be according to the hierarchy in grade pay irrespective of the designation. This
has totally not only nullified the earlier two ACPs but the benefit which was
given to government employees has been snatched away in a cleverly way. Only God
