Bench of CAT awards fine of Rs 20,000 A bench of CAT at Delhi has
awarded cost of Rs. 20,000/- to an Executive Engineer of Ministry of Road Transport,
GOI, while quashing the charge sheet against the officer on grounds of bias and
malafide. It has also directed that responsibility should be fixed for wrong issuance
of charge sheet and money should be recovered from the concerned officer. Several

Commission Ministry rejected 720 requests under RTI The Ministry
of Personnel received as many as 9640 requests under the Right to Information
(RTI) act during the year 2007-08 of which 720 were rejected. One officer was

While a maximum of 2284 requests were received by the Department of Personnel

DGCA be headed by a technical person Yes, it is true that the DGCA
should be headed by a technical person. It is beyond one's understanding as to
why an administrative Officer has been appointed for the purpose when there are
so many capable people available in DGCA,. There are so many Technical people
in DGCA who have nothing to do technically, like R & D Division and they no
nothing about file work and are given clerical work in the sections like L-I,
L-II, AT-I, AT-II, FID and other Directorates. The Technical people for whom there
is no work to do in DGCA should be transferred to other Departments like DRDO
etc. and the strength of Clerical Staff be increased to ensure the proper functioning
of administrative and Clerical matter. R S Agrawal Let Cong

Congress and the BJP to come to a CMP and keep away racist ones like DMJK and

Constitution are referred and major landmark Supreme Court judgements are referred
in the Original Applications, most of the majority Tribunals gives the verdict
favaourable to the employees. In some cases, where the Tribunals don't order in
favour of the employee, the next appellate authority i.e. High Courts gives the
favourable judgments based on the Article 14 & 16 and law created by the Apex
Court. Hence, the Government of India will stop appealing in cases where Article
14 & 16 are quoted by the Employees which will save the Government exchequer.

updation and maintenance of ACR is funny The recent order regarding timely
updation and maintenance of ACR issued to all Ministries is really funny. At present,
it takes about 22-23 for a Steno 'D' to be promoted on adhoc basis to Steno'C'
and that too without any financial benefit. Apart from this; the earlier 2 ACPs
benefit has been zeroed with the illogical 3 ACPs recommended by 6th CPC. The
cadre restructure committees recommendation for upgradation of steno 'D' has been
forgotten by DOPT though they issued an order to this effect in 2006. Under
the circumstances, does this ACR has any relevance. It seems that DOPT wants to
keep busy with these sort of irrelevant works. E P Biswas Early

of UDCs in Central Secretariat. They work allo the noting and drafting works in
secretariat. The lowest functionary of the Central Secretariat i.e. UDC/Assistant,

other files or papers, information, data and material, if any, referred to in
the receipt, or having a bearing on the issues raised therein, identify and examine
the issues involved in the case and record a note. The section consisting of Assistant
and Section Officer, while putting up a case, are required to see whether all
the statements, so far as they are open to check, are correct; point out mistakes,
incorrect statements, missing data or information(if any), draw attention to the
statutory or customary procedure and point out the relevant law and rules; furnish
other relevant data or information available in the Department; state the questions
for consideration and bring out clearly the points requiring decision; draw attention
to precedents; evaluate relevant data and information; and suggest, where possible,
alternative courses of action for consideration. I, therefore, request you to

from very good areas like Lodhi Colony(particularly type-III - 1st floor) where
the bungling JE and AE have been left scot free as they are taking their own time
in intimating the vacancy to Estate Office for the past 6-8 months. Though many
quarters figured in the vacancy list, only a very few were allotted and nobody
knows where remaining have gone. The JE and Estate Office says it is under repair
for more than 8 months and how long it will take they do not know. In some quarters
the repair work itself is yet to start. So this government has given the gift
of waiting for nearly 25 years for this quarter and allowed the CPWD and Estate
office to dictate terms and make you wait for more years apart from this 25 years

Mulayam Singh Yadav have joined the fray along with L K Advani and Mayawati. Senior
bureaucrats are totally confused as to whom should they shift their loyalties
to? The IB is keeping a close tab on their movements. We expect the new Government
(after the General Election) to abolish this unethical practice and bring a semblance
