As the grapevine has it the battle for supremacy between officers belonging to the IAS cadre & those hailing from the Indian Foreign Service (IFS) has resulted in the delay joining of a Counsellor each in Dubai & Kuala Lumpur. Though, IAS incumbents were posted at either place more than three months back for these newly established slots, which fall under the Indian Ministry of Overseas Affairs; they have failed to join so far.

20 Indian Civil Servants are working as advisers in Kabul-Afghanistan in a strategic project for capacity building of Afghan Civil Service under Tripartite agreement of Govt of India with Govt of Afghanistan & UNDP. The officers are working without salary and under high risks for more than a year as decision about their terms of deputation is long pending with Ministry of External Affairs and Deptt. of Personnel. Security situation in Kabul is deteriorating rapidly. Indian Embassy, Kabul issued security advisory on Feb 3, 2009 about suicide attack by Taliban. Taliban on Feb 5, 2009, launched suicide attack at Ministry of Justice and Ministry of Education at 10.00Hrs. In this attack, 26 people died and 57 were injured. Two Indian Civil Servants working in these ministries narrowly escaped death and some Indian civil servants were evacuated in armoured vehicles by UNDP. Indian Embassy again issued security advisory on Feb 16 for suicide attack by 23 suicide bombers in Kabul .One can only hope that the Government of India will look after security and interests of Indian civil servants posted there.

Department of Personnel and Training, despite the instructions of Secretary (Personnel's) regarding doing away with the concept of ad-hoc promotion, does not seem to have taken any positive steps for regular promotions of the officers who are working on higher posts for more than 10 years, especially it is more pertinent about the regular promotions of the Stenographer Grade 'D' appointed on regular basis in 1981. Though prior to centralisation of ad-hoc promotions, individual Ministries/ Departments falling within the purview of CS Division of Department of Personnel and Training, have promoted their officials on ad-hoc basis in 1997. Since then, the officials are still working on ad-hoc basis as Personal Assistants (P.As.) (Stenographer Grade 'C') have been kept waiting for their regular promotions. Needless to say that such a long period service on ad-hoc basis is the main cause for concern. Department of Personnel and Training has worsened the situation by approving the status of ad-hoc service added another list of ad-hoc appointees in 1997. Instead, the Department of Personnel and Training should have first regularised their services from the date the officials were appointed as Stenographer Grade 'C' on ad-hoc basis.
Secondly, DP&T should give clear cut instructions to the cadre authorities concerned to deal with the cases eligible for ACP on the basis of the existing scheme as the new guidelines are yet to be issued by the DP&T. Moreover, the DP&T's instructions will be taken into account for prospective cases and not for retrospective cases.

It is a tough job for Mr Tomar. Despite a lot of expenditure, MCD is neither competent nor equipped to collect House Tax from the assessees-both commercial as well as residential. I am sure Mr Tomar comes with excellent credentials. If I were to file an applcation under RTI with his office about the arrears of house-tax about any property, including my own residence, Mr Tomar's office would be totally incompetent to answer it. Can he get MCD establishment to answer my question, and also raise the MCD revenue at least three-folds within two years that will be Tomar's challenge.

Commonwealth Games 2010- A Saga of Delay and Corruption!!!
As per media report (HT, Feb 18, 2009) several Commonwealth projects in Delhi are lagging behind the schedules. This calls for immediate intervention by the Acting PM as India's honour is at stake. Responsibilities must be fixed on defaulters. It needs to be investigated whether an "artificial emergency" was created by the Delhi Admn for getting extra funds to the tune of Rs. 1000 crores from the Planning Commission in the name of rush work, escalation in costs etc. If so, this is sheer blackmailing! Worse still, two Realty Sector Majors involved in these works have threatened to quit unless their existing contracts are re-scripted to provide for fiscal stimulus packages. This is another instance of blackmailing of Govt by the contractors to extort extra money for no extra work. It is noteworthy that these Realty majors are packed with superannuated or resigned senior bureaucrats who left the Delhi Govt under a cloud. Relevant records must be intact with the CBI and the Income tax deptt. The Civil Servants can make their own assessment about the possible nexus. The next Govt is expected to get a special statutary audit of total expenditure incurred by Delhi Govt on these projects. The CBI and the Income tax deptt. must also keep themselves ready.
