It is unwarranted Now a days we hear a lot of complaints from military
officers that their status in the warrant of precedence has been degraded. They
say it should be restored as it was in 1947. Now Indian Army under British rule
was an instrument of occupation of our country, and the Commander in Chief of
military was placed at Number 2 position in the Warrant of Precedence (WoP).
Currently the three service chiefs are placed at number 12 in the WoP. They are
placed above the Members of Parliament. We are a democracy and such high protocol
for military officers is unwarranted. In United States, for example, the Chairman
of Joint Chiefs of Staff is placed at number 76 in the protocol list (http://www.usma.edu/Protocol/images/DA_precedence.pdf).
Many civil servants who are appointed as undersecretaries/deputy secretaries are
placed much higher in the protocol list. So are the members of Senate and Congress.
So the military officers should stop cribbing about degradation of status. A
Civil Servant Changing the name of Rajpath Changing the name
of Rajpath as it reminds one of Biritish Raj. This is really a cosmetic approach.
The people of the country unfortunately still believe that the Ministers and politicians
who are supposed to be servants of the people, are actually the Rulers and they
are being treated like British Sahibs or our own Maharajas of the present day.
Unless your real concern is for changing this mentality and mindset, any changing
of names of roads etc. will just not make any diference at all. I Khan Why

four member committee of retired IAS officers for assessment of ACRs for empanelment
could, possibly, be attributed to my observations posted on this website that
the purported decision was at variance with the announcement made by TKA Nair,

Bhavan New Delhi attended by me in 2007.It was announced that the empanelment
would, henceforth, be made through "Personal Talks" with the aspirants
in the presence of their ACRs, by a committee with which the academicians would
also be associated. I had questioned the wisdom of the Government in deviating
from this major policy pronouncement! I expect the GOI to be transparent so that
the mediocrity is no longer perpetuated under the existing dispensation! No further

& Public Enterprises every Jan, April, July & Oct is important for millions
of PSU employees. But such important order is not being hosted in the official
website of the Ministry. K Ganesan ACP- the great leveller
I am sure the purpose behind the ACP scheme was not to level of the distance between
persons who achieved a quicker promotion through Limited Departmental Examinations
(LDE) and those who got promoted seniority wise. An Assistant who got through
the LDE after 6-8 years of service and then got stuck as Section Officer finds
that other Assistants who did not make any effort to clear the LDE and got promoted
as SO after 17 years, get their ACP at the same time i.e. when they both complete
20 years of service. This means the SO who passed the LDE early must wait for
14 years till he completes 20 years of service to get ACP whereas the promotee
SO gets it 3 years after his promotion as SO. ACP sure is a "great leveller".
The right thing to have been done was to grant ACP after completion of 10 years
from last promotion or completion of 10/20/30 years in present grade, whichever
is earlier. Is any one listening? An affected LDE Reactions to the
Mangalore outrage on women make for some comic reading. The ancient Indian scriptures
not only contain references to soma and sura but also do not prohibit beef. To
hear that liquor consumption by women is not part of our 'culture' is unfounded.
Second, even women's defence organizations are saying that women ought to have
been more circumspect in patronizing pubs. The Constitution provides for equal
rights for men and women. In any case women drinking is not the same as some men

Last, I must hasten to clarify that I do not belong to the feminine of the human
species. Just how much lower will we stoop? Talibanisation and India's global

Haukhuma GoI should have posted Haukhuma Hausel as the Secretary DONER
because he is a son of the soil of the NorthEast. This would have helped remove
the "anti India" feeling of some section of people from this region.
I wish good sense will prevail upon the decision makers in the corridors of power

in non-IAS would get grade pay with time lag of 2 years vis-vis IAS. In that case
with 1979 batch of IAS now getting Additional Secretary grade, 1977 batch in other
services ought to get the pay accordingly. Services should take up the matter
so that this is not lost sight off as we are already lagging behind Ravi It
was mainly for central service officers Central pay commission recommendation
was mainly for central service officers with stipulations that other AIS officers
may also be given. It is irony that the also part has been taken care by DOPT
and the main group is still not got. Will DOPT clear the same with empathy by
placing them in the position of the officers for whom the benefit is intended.
Our Ministers who have given the benefit may also review. A person getting the
benefit while in service can feel better rather than getting the arrear after

Definitely, we should fight unanimously for a common cause. What we normally
do is fight amongst ourselves, what the other cadre has got , which cadre is doing
more work, work of which cadre is more important. These are all irrelevant issues.
The benefit ultimately goes to none. Like in the case of the final result of Departmental
Exam for SO/PS. They want results to be declared separately. The result being
that, though long overdue, the results have still not been declared. So the final
result of Departmental Exam of Gr. C is pending. Priorities should be accorded
to the matter and work should be done in unity. Talking about stagnations, and
LDC cries that he is being stagnated, a Gr. D has his version. Why not fight for
a common cause, whether it is LDC, UDC or Gr'D', or Assistant/PA, promotions should
be time bound and the officials responsible for delay in promotions should be
penalised. Let us all step forward and form associations ministry wise and fight
