The Government of India (GOI) has decided to enlarge the scope of the
existing Tax Return Preparer (TRP) Scheme and authorize them to prepare and furnish
returns of Tax Deducted at Source (TDS) and Service Tax, in addition to income-tax
returns. To carry out the aforesaid decision, the Central Board of Direct Taxes
(CBDT) has decided to retrain the TRPs. For this purpose, a retraining course
consisting of 15-day self-study followed by classroom training will be organized
for TRPs relating to Income Tax and for Service Tax. The retraining will be imparted,
free of cost, for 6 days in income tax rules and procedures relating to IT / TDS
returns and for another 6 days in Service Tax rules at 82 NIIT locations all across
country to approximately 3,500 existing TRPs as also those who undertook similar
training but could not qualify end of the course examination earlier. Besides,
the training is also open for the candidates who were disqualified to be TRPs
for the reason that they were drawing salary income. IPS

Army men do the work, while IPS become DG NSG? Under the new scheme
of "Hubs" being developed for the NSG, a vast number of officers and
men is being drawn from the already short-staffed army. The army chief has correctly
requested that the Director General NSG post should go to the army, since now
it is majority army men who are working in NSG. Still the MHA wants to post in
an IPS officer? How many insults must the armed forces bear? Are they to work
under officers from a service, of which the senior most officer was until 1974
equal to a Major General? Civilian control of the armed forces means control by
the political leadership. Otherwise all government servants, whether military
or civilian are equal. The government is jeopardizing the morale of the armed
forces, by pulling all these stunts. DG NSG post should, for the good of the morale
of the army men who will be posted there, be tenable by an army officer ONLY.
Aditya Is Minister T.R.Baalu listening? Judgements/orders of Central
Administrative Tribunal have no significance for senior corrupt & inefficient
bureaucrats of Government of India, as they continue to harass the upright and
earnest technocrats. Corrupt bureaucrats exploit technocrats to further their
vested interests. The poor progress of the National Highway Develpoment Programme
during the regime of Surface Transport Minister T.R. Baalu is a good example.
Baalu has no control over his bureaucrats. The highest post of technical expert
of this Ministry i.e. Director General (Road Development) & Special Secretary
is being deliberately kept vacant for the last five months, only to block the
career prospects of V.K. Sinha, who has been made Additional Director General
after the Tribunal has started contempt proceedings against the Secretary of the
Ministry. Now, again due to personal animosity with V.K. Sinha, the Secretary
has not allowed the post of DG (RD) & SS to filled up, as the same would be
occupied by Sinha. Through your medium we appeal to the Hon'ble Minister T.R.
Baalu to see, how he is being misguided by "corrupt & inefficient bureaucrats"
to ruin the professional career of technocrats in his Ministry. Devansh
NTPC dividend This is regarding NTPC having paid highest dividend to govt.
this year. Ironically professionals in these PSUs work under demanding industrial
conditions to earn profit, but that gets distributed to government officers as
hefty pensions (Rs. 5 lakh per year per officer). Life expectancy of government
employee is 87 years as worked out from ratio of number of retired and serving
employees. The people who toil to earn, are not given any pension and left
to die in M. Kumar IFS neglected in Karnataka It is a pathetic
situation in Karnataka as far as posting of Indian Forest Service (IFS) officers
are concerned. Two 2005 batch IFS officers are not being posted as DFOs even when
they were promoted to senior scale w.e.f. January 1, 2009.There are five cadre
posts of DFO rank vacant but the government prefers to keep these posts under
additional charge rather than post the two officers. Is the greed of few for March

generally known. But it seemed to be saying something else when it was found to
be reverberating around India Gate, Delhi! As is known, India gate is the chosen
spot for all kinds of agitations, sit-in-stirs, protests and rallies from left
to right to centre and from Tikaitji to learned advocates agitating against a
people friendly piece of legislation in the name of the people!!!It is but natural
for all of us staying in "LOOTEYENS' Delhi" to go for morning/evening/lunch
walks to India gate to gather fresh air and also news/views/ideas and demands.
It was on one such mission that the chants of Tamaso Maa Jyotirgamaya were heard.
Spellbound by such strange demand at India gate in "Looteyens' Delhi",
my curiosity was aroused, especially when no agitating group was visible. It was
after an elaborate search that the voice became intelligible-it was black money
demanding to be taken to the light, having been stimulated over and again by the
hope of a general election, when everyone acknowledges its importance. It occurred
to me that newspapers were making intelligent guesses about the investment required
to be made by a candidate for election to the parliament, ranging from Rupees
two crores to 75 crores for good seats. Depending on the investment, a ministerial
seat can be managed, exactly the same way as lucrative posts of secretaries and
other officers can be managed in economic ministries and foreign assignment yielding
ministries. If nothing of that order, one can always buy chairmanship/membership
of tribunals/commissions/committees-enough to sustain the investor through the
remaining years of non-productive life. The really white money, money printed
& circulated by the RBI, has first been converted to "black" by
"looteyens" of all varieties in India and then skillfully converted
to white and invested for the cause of democracy! Let Black become White.

& Training has stopped ad-hoc promotions pending finalization of select lists.
It has been learnt that one senior officer of the Department has decided not to
give any ad-hoc promotion. He has failed to understand trauma of those waiting
for their hard earned promotion. If these lists have not been finalised, it has
more to do with the lack of interest of senior officers of DOPT in CSS cadre.
Moreover, that senior officer has posted officers of one stream of CSS service
who are taking partisan view and are least interested in the promotion of those
section officers who have been waiting for their long due promotion. Lets hope
good sense prevails on them including on that senior officer and lets hope that
they feel a bit of pain and agony of those section officers who are awaiting their
promotion ABC This is really good CAT judgement & there should
be more judgments on these lines to check the menace of Sr officers to harrass
and arm twist their subordinates as Sr Officers are so sure that no one on the
earth can cause any harm to them for what ever unjust and malafide actions they
may take against the juniors. They are so certain in initiating the disciplinary
action against their juniors for unjust cause they ultimately only the Jr officers

the Central Government employees working in Kashmir Valley are getting some packages
of Concessions/incentives. Every year the Government of India, Ministry of Personnel,
PG and Pensions reviews the order and extends the facilities covering the periods
from July of that year to June of next year. This time, the Department of Personnel
& Training has no time to see the grievance of the Central Government employees
of Kashmir Valley and thus they have not issued any order extending the facilities
for the periods from July 2008 to June 2009 so far. I am bringing this to the
notices of the Secretary, Ministry of Personnel, PG and Pensions and pray to him
to kindly release the order without any further loss of time. Tapan Kumar
Banerjee Department of Personnel and Training, despite the instructions
of Secretary (Personnel's) regarding doing away with the concept of ad-hoc promotion,
have not taken any positive steps for regular promotions of the officers who are
working on higher posts for more than 10 years, especially the regular promotions
of the Stenographer Grade 'D' appointed on regular basis in 1981. Though large
number of stenographers Grade 'D' were promoted on ad-hoc basis after re-structuring
of CSSS Cadre in 1993, but no steps have been taken for regularisation of the
ad-hoc promotions, resulting in lot of disheartening among those who have been
waiting regular promotion despite putting in more than 16 years service on ad-hoc
basis. The Department of Personnel and Training should have first regularised
their services from the date the officials were appointed as Stenographer Grade
'C' on ad-hoc basis. Department of Personnel and Training, have not taken
any steps to issue ACP Instructions despite approval by Sixth Pay Commission.
DOP&T should urgently issue instructions to clear the cases of officers eligible
for ACP on the basis of the existing scheme as the new guidelines are yet to be
