NABARD's focus is on financial inclusion: Sarangi At
a time when banks & financial institutions are struggling for holding on to
their business there is a bank which has been according top priority to the aspect
of "financial inclusion." It is none other than the National Bank for
Agriculture and Rural Development (NABARD) being headed by Umesh Chandra Sarangi. Economic
expansion of rural credit through financing for the poor is the mantra that Sarangi
Chairman cum Managing Director (CMD) NABARD has been following. NABARD's programme
has emerged as the largest micro finance exercise in the world, says Umesh Chandra
Sarangi, who is an IAS officer of the 1977 batch from the Maharashtra cadre. Sarangi
is a gold medallist in M Sc (Botany). He has rich administrative experience and
deep understanding of issues related to agriculture and cooperatives sector. He
had served as Director, Agriculture, Secretary, Animal Husbandry, Dairy Development
and Fisheries, Commissioner (Cooperation) and Registrar of Cooperative Societies
in Maharashtra. Under his leadership, the Maharashtra Government adopted the worst
Super Cyclone-affected district of Jagatsinghpur in Orissa and set up a number
of cyclone shelters there. The Orissa Government had even felicitated him for
his commendable job in handling the disaster. Prior to his posting as NABARD CMD,
he was Principal Secretary to the former Chief Minister of Maharashtra Vilas Rao
Deshmukh. In an interview with Prakash Pillai our Magazine Editor, Sarangi briefed
about the priorities of the bank. Here are excerpts of the interview. Q:
What steps are being taken up by NABARD to improve financial management? A:
Financial management is a continuous programme. We are emphasizing on Financial
inclusion promoted by the Government of India (GOI) and using funds from it and
the financial technology to help the bank reach out to the poor in remote parts
of the country. We have started a pilot project in Tamil Nadu called "Grameen
Tatkal or portfolio financing" that creates assets and assesses the credit
needs of a rural family as a single unit and exposing them to bank financing.
If successful the project would be replicated elsewhere. Q: What is
the state of Rural Infrastructure Development Fund (RIDF)? A:
RIDF was set up by the Government of India in order to give a new thrust to rural
infrastructure and the incomplete projects with the assistance of banks. NABARD
is the sole coordinating agency for the project. In this financial year we are
excepting to utilize Rs. 18,000 crore (Rs. 14,000 crore plus Rs. 4000 crore for
rural roads) under the scheme. Despite apprehensions about its effectiveness RIDF
since its inception has been successful in stimulating rural growth. Q:
With the nationalized banks targeting rural sector directly and increasing it's
spending what would be the fate of RIDF beyond the year 2012? A: A lot is
being said about the continuity of RIDF and contributions from other banks a few
years from now. However, I see no change in the situation as the bank's spending
and volume grows so does the target. So, one should not be concerned about the
RIDF, it is going to stay. Q: There are talks about expanding NABARD an
exclusive development bank so as to facilitate it to finance mega hydroelectric
power projects? A: I must say that NABARD is already a development bank.
Yes, we are constantly looking on ways for expansion. As of now we have taken
up some big environment friendly and green projects in the country. Q: Has
NABARD's assistance in watershed management helped the different States? Is it
being expanded? A: NABARD had taken up watershed management projects in
Maharashtra that has been quite successful. Encouraged by the results we have
up scaled the project to eight other states. Likewise, our projects encouraging
horticulture in Gujarat have been very successful and farmers have had good returns.
We would like to extend it to other states as well. No new postings of Secretaries,
Addl. Secretaries now ! As the grapevine has it, the Cabinet Secretary has
decided not to appoint new incumbents as Secretaries or Additional Secretaries.
This stems from the fact that Lok Sabha polls are now nearing & under new
regime there will be new Ministers. So the move is to facilitate posting of incumbents
of their choice as Secretaries & Additional Secretaries. Justice Verma
is new CJ of Rajasthan HC Justice Deepak Verma, Judge of the Karnataka High
Court has been appointed new Chief Justice of the Rajasthan High. ( We said
this on December 19,2008) Kaun Banega DG NSG ?(4) Vijay Kumar Name
of Director of the NPA Vijay Kumar had also been mentioned for the post of DG
NSG because of his services in this field. He is 1975 batch IPS officer of Tamil
Nadu cadre. Now the chapter is closed. Will Attri be new DGP of Punjab ? In
the event of N P S Aulakh joining the Centre as DG NSG,K K Attri is likely to
be appointed new DGP of Punjab till his superannuation in June end. He is 1971
batch IPS officer. Once Lok Sabha polls are over 1975 batch IPS officer will be
appointed DGP. MP Government sets up working group on Internal Security
The Madhya Pradesh Government has set up a Working Group on Internal Security
and Law & Order. The Group consists of veteran retired IPS officers Mssrs
O N Srivastava, S P Tallukdar, K S Dhillon, N C Padhi and Dr Rajgopal. ACS Home
will be Convenor of the Group. Ms Aruna Sharma allowed to operate as DG
DD CAT has recognized that Mrs Aruna Sharma has been selected for the post
of Director General , Doordarshan, after due selection process of around 18 candidates
both internal and those from All India Services and hence she has been allowed
to operate as Director General. Meanwhile CAT has given relief to the
petitioner to have opportunity to be interviewed by the selection committee within
a months time and only then finalize the selection process. Mrs Aruna
Sharma is known as a dynamic officer and strong administrator. She has lead the
Dairy Federation to come out of near closure to a successful enterprise. She also
has wide experience in development sector, finance and public relations. Roli
Singh joins DOPT Roli Kachwaha Singh has joined DOPT as Director, Vigilance.
She is 1994 batch IAS officer of Rajasthan cadre. N.Baijendra Kumar is also
Secretary to Chhattisgarh, CM N.Baijendra Kumar is Secretary to Dr.Raman
Singh Chhattisgarh, Chief Minister (CM). He will hold this additional charge along
with being Secretary Public Relations, Housing & Environment departments.
He is an IAS officer of the 1985 batch who belongs to the Chhattisgarh cadre.Baijendra
Kumar was given the additional charge in a bureaucratic reshuffle that took place
in Chhattisgarh on February 23,2009. 1977 batch IPS to get DG rank in Punjab
Four 1977 batch IPS officers Mssrs Shashi Kant, Jyoti Trehan, Chander Shekhar
and J P Birdi are being promoted to the rank of DG in Punjab. DPC has cleared
the names. NCP, Shiv Sena reach to an understanding ? Grapevine has
it that the NCP and the Shiv Sena have reached to an understanding. Accordingly,
if both together are able to secure 25 to 30 seats in Maharastra, Shiv Sena will
support NCP Chief Sharad Pawar for prime ministership while the NCP will support

As the grapevine has it, race for slot of Deputy Governor (DG) in Reserve Bank
of India (RBI) has intensified. It may be stated that Dr KC Chakraborty CMD Punjab
National Bank (PNB) is the front-runner while T.S.Narayansami CMD Bank of India
(BOI) who was ahead in the race earlier is number two in the panel for the top
slot. Will Rajiv Aggarwal return to Maharashtra ? Will Rajiv Aggarwal
return to Maharashtra as Chief Secretary in July? Recent meeting between Chief

New system of promotions in MEA A newly imposed system
of promotions have also been introduced in the Ministry of External Affairs. According
to this system promotions to the rank of Joint Secretary would be done on the
basis of 10 years ACRs. This ACR system is less a system of appraisal and more
a system of ensuring servitude and sycophancy. Those who carry files of seniors,
carry out orders without questioning the wisdom etc are given high ratings and
promoted to the Prime Ministers Office. Thus independence of thought and frankness
of opinion has been tossed into the dustbin to start a system which promotes blue-eyes
boys, discriminates against people from outside the charmed circle and favoritism.

Possibilities if UPA comes to power All said and done the following seems
probable if UPA wins the coming Lok Sabha elections. One. Man Mohan Singh
may be the Prime Minister to begin with. Two. Rahul Gandhi may be important
Minister in the Cabinet. Three. Pranab Mukherjee cannot be denied important
cabinet berth if political support of the Left parties becomes necessary.
Four. Obviously Left support will be necessary for the Congress to lead the UPA.
Five. Left parties have already (reportedly) made it clear that they may extend
support to UPA if Pranab Mukherjee is made Prime Minister. Six. It is a matter
of public knowledge that Pranab Mukherjee is harbouring intention to become PM
since long. Seven. To strike a bargain, Pranab Mukherjee with left support
may insist on being made Deputy PM when the new government is formed. Eight.
Small crisis may be seen in the beginning. Nine. Finally seeing UPA as losing
beceuse of any political pre-condition Pranab Mukherjee may agree to any position
in the government and UPA may also like to retain him as such because of his political
statesmanship shown of late when given opportunity to first think and then act

I would like to mention that there is no need for obtaining a vigilance clearance
from the CVC at this stage by the Appointments Committe of Cabinet (ACC) but quite
illogically. 1. CVC had given clearance prior to the appointment of Misra as Chairman
CBDT and Samar Ray as Deputy Comptroller and Auditor General. 2. CVC clearance
has been obtained again at the time of their respective retirement dates which
is the procedure. 3. Both the retired officers have impeccable integrity, pointed
out in this forum by various members and also widely known in their respective
departments. Therefore, logically speaking there is no logic for ACC to seek
clearance from CVC again for these appointments as they are no longer serving
officers (i.e. CVC clearance has been anyways obtained at the time of their retirement)!
It is therefore clear that either there are certain vested interests working to
stall these appointments or there is change in the procedure adopted by the ACC
leading to more red tapism. The cabinet secretary has to answer this. Syed

sudden wisdom has dawned on the Department of Personnel and Training that stopping
ad-hoc promotion would enable it to sort out the mess it has created by not giving
