Hanging in balance because of parochial vested interests
With regard to promotion of Section Officers to the level of Under Secretary on a regular basis, it is stated that the long pending Select List of Under Secretaries for the year 2003 can be easily prepared but for parochial vested interest of the ineligible Direct Recruit Section Officers for the year 1995 & 1996 the same is hanging in balance. The Minister of Personnel, Public Grievances & Pensions has already taken a view about a month back that there cannot be one time relaxatin of the CSS Rules based on the Supreme Court's verdict in the case Prabha Devi but because of the vested interests in the higher echelons in the DOP&T the view taken is being jeopardized.

Need to re-define management to improve govt functioning !
As per general perception, there are far too many formal layers/hierarchies in every govt set-up.These serve as "silos" with little scope for intra and inter division communication. The decision- taking capabilities of officers have become the obvious casualty, leading to some sort of "reverse" or "upward" delegation of powers! In the halcyon days of Civil Service, a decision taken at the level of Under Secretary is now finalised at the level of Joint Secretary and that too after informally consulting the superiors! With excessive sermonising at the weekly meetings by Secretaries with their subordinates(as ordained by the Cabinet Secretary),the officers have reportedly lost their sense of initiatives. This is also resulting in avoidable loss of effective man-hours. These meetings, more often than not, end up as no-holds-barred sessions of accusations and counter-accusations with officers vying for one-up-manship. This is the confidential input ,I got after interacting with several senior officers serving in different union ministries. It is high time that the Cabinet Secretary reviews his decade old instructions and allow more space to officers at the middle and top echelons for decision-making with direct accountability. The concept of "level-jumping"has been conveniently buried by the vested interests to willfully escape personal accountability for their actions or lack of it ! This practice is now replaced by softer option of "collective responsibility" ! This is the ground reality about which the Cabinet Secretariat is blissfully ignorant. Will the PMO please intervene and devise measures to quicken the pace of decision-making in the GOI as also its quality?
