Is the Government listening ? On 25.2.09 there were full page advertisements
in newspapers from government praising public sector and showing their huge rise
in profits. The same government has been leaving all the employees of these
public sectors to live in misery and die in poverty after retirment as no pension
is paid to them by government. Is government listening? Mani
Grievance of CCS Pensioners Consequent to upgradations over the last
decade, most CCS Class I officers can expect to reach the pay scale of 22400-24500.
Many All India Services officers who join service at a late age, e.g., SC and
ST officers in the All India Services, have retired or will retire in this scale.
Their pension has been fixed only a little more than those who joined at a much
lower level and retired at Director level. What the central government gave
with one hand (upgradations over last several years) has been taken away by the
other. Senior officers like CCITs, CPMGs have been placed in a scale beginning
at 37400. The cabinet had overruled the Finance Ministry in case of pay scale
of DGPs and PCCFs by converting the scale of 24500-26000 to 75500-80000. If CCS
associations lobby intelligently (instead of IAS bashing as usual), the FM should
overrule the Secretary (Expenditure) and give a respectable scale of 74,500 -
79,000 to those who retired in or serving in 22400-24500. M.P. Baur

in the same grade for more than 23-25 years, are waiting for next regular promotion
and are waiting for ACP, which gave some financial benefit and relief to these
persons. The new 6th CPC ACP, which has yet not been finalised, may give some
financial relief to those affected. Even that benefit, going to be implemented
by the DOPT, is still awaited. Will any official come to the rescue of these poor

been low The overall mood and morale of the officers in the MEA has been
low due to victimization and favoritism. Show me the man and I will show you the
rule is the norm. They post their own favorites to postings in the United States,
Australia, United Kingdom and Europe whereas others are relegated to postings
in Africa and South America. Further those who do not fall in line are posted
to harsh places. For Instance Rajiv Mishra has been posted to Paris, San Francisco
and Geneva in his career wheras he sends others to Africa, South America and Central
