in the CBI CBI has two main wings i.e. Investigation Wing and Prosecution

ACR Modified as Annual Performance Assessment Report: DOPT" In
pursuance of the Supreme Court's order dated 12.5.2008 in Civil Appeal No.7631
of 2002: Dev Dutt Vs Union of India, the DOPT has replaced the ACR into APAR (Annual
Performance Assessment Report). Now the confidential word from the ACR has been
deleted. All gradings are to communicated to the concerned official/ officer by
the Reviewing officer. The concerned officer can represent against the gradings
within 15 days from the date of receipt of the copy of APAR. The DOPT vide OM
No. 21011/1/2005-Estt (A) Pt-II), dated 14th May, 2009 has given such directions
to all the Departments/ Ministries of Government of India. Moreover, the DOPT
vide OM No. 21011/02/2009-Estt. (A), 16th February, 2009 has also directed to
all the Ministries/ Department of Government of India that the Reporting officer
can write ACR upto 30th June only and the Reviewing Authority can write upto 31st
August only. The writing of ACR is a public trust and responsibility. Hope with
these orders, there would be more transparency in the working of Government. Meenakshi

to ensure punctuality is appreciable. 2. In other department of Government
, I have seen officials coming to office at 10.30 AM and leaving office at 4.30
PM. Further, they take one and half hour lunch break. 3.Despite my best effort
for last 20 years I have hardly succeeded. 4. Government should give power
to supervisory officers to grant upto 30% bonus to their subordinate staff(power
to reward and punish),then all the officials will fall in line. 5.Otherwise
no amount of effort will succeed. 6.One example is effort of Additional Secretary
(Revenue) to ensure punctuality in Department of Revenue. Despite his best efforts,
the staff are coming late to office as usual. 7. The malaise is deep rooted
and one needs systemic effort to solve the problem. Ramesh Natural
V/S Un-natural Allies Indian politics has given so many idioms of great
political significance that no outsider can ever understand the nuances of political
dialogue in India. Like friendly-contest to secularism to communalism to fundamentalism
to obscurantism to progressivism to several other such epithets. But this one
marches far ahead of all : natural allies. I have been trying for more than 4
decades now to diagnose the chemistry of this naturalism. The reason is that chemically
the two opposites make public statements that they are natural allies, whereas
they are apparently opposed to each other and thus, are un-natural allies. Only
interests are natural. The naturalness loses its chemical bonding when it suits
one of the allies. To put it in layman's language poison and nectar are not natural
allies. Our country is proud of "diversity". But unity is our strength.
The unnatural should not be presented as natural. There is no naturalness about
political alliances, they are common interests and get exposed immediately on
non-fulfillment of political interests as was amply proved by Congress party's
natural allies the left and RJD, who did not hesitate to call each other names.
There is more to this absurd debate about natural allies than meets the eye. Our
foreign policy should have undergone complete change by now but for ideological
webs woven around these meaningless political jargons. Should we still continue
with non alignment, when the two blocks vying with each other to suck emerging
countries into their block have disappeared? Should we overdo our kind of secularism
? Whether right or wrong in their relations with India, our belligerent neighbours
get support from the countries of the world on the basis of their religious credentials
without even asking for it. What do we get ? Does any country extend any support
to India if they smell interests of their religion being served? What are our
ideals? Gandhi is dead. Jawahar is gone. Lal Bahadur left us in a hurry. What
is our natural love? Nationalism or parochialism? Honesty or corruption (see the
wrangling for Ministerial portfolios, administrative postings, post retirement
sinecures et al)?Do we want a clean government or a government of Ali Baba &
40 thieves? We need allies in the international arena. For the moment, we are
increasing our enemies in the neighbourhood, creating immense problems for the
future, for a nation is secure only so long as its bordering states are under
its friendly influence in mutual treaty agreement and are natural comrades or
allies. Desperate political outfits do not make natural allies. Yeh ghate ka sauda
hai. Aaj nahi to kal kimat chukanyge. The two national parties have lost more
than they have gained in the past 20 years by falling for the myth of natural
allies. Those who have the moral strength within themselves need no natural allies
of the kind who demand share in national assets of great value for their personal
