appointed new DG of CRPF AS Gill has been appointed new DG of

the Research & Analysis Wing (R & AW) has an unblemished record. Verma
is a Jharkhand-cadre IPS officer of 1971 batch. He is rated as an intelligent

Such a comparison is unwarranted Civil Servant are posting lies on
the matter of the relative precedence of government officers in India and the
United States. In the first place, such a comparison is unwarranted, as their
system of government (presidential, as opposed to parliamentary), and civil service
is entirely different to ours. In the second place, claim of "civil
servants such as undersecretaries and deputy secretaries being placed higher than
chiefs of staff in the US", is utter bunk. In America, an undersecretary
is a Junior Union Minister! If the army in India before independence was
a tool of occupation, it has since 1947 been an army in the service of the Indian
people! In fact, as for a tool of colonialism, so much more so was the Indian
Civil Service! Indeed, it was the "Steel frame of the British Empire",
as even IAS officers today are proud to blow hot air about. All government services
were a tool of occupation, the Police and the Civil Service even more so than
the army. If Chiefs of Staff are above MPs in precedence, do not forget that so
is the Cabinet Secretary, a member of what was once the "Steel frame of the
empire"! Alas, civil servants today still think they live in the British
Raj. Police officers have an army of constables doing gardening, shifting flowerpots,
and cutting veggies in their homes. IAS officers have unauthorised peons in their
house working as domestics. But everyone wants to criticise the humble army
man, who has served, and died for the freedom of this country since time immemorial.
Civil servants should stick to matters which they know about. No amount of lies
will change the fact that the Indian people trust and love their army! Aditya
No valid grounds for raising the retirement age Thru your esteemed
site, a lot of information is passed on. One subject getting the attention is
retirement age. On a careful evaluation, it is seen that there are no valid grounds
for raising the retirement age. Those who quote the examples of foreign countries
do not reveal the true picture. In foreign countries, population is less and therefore
less the supply of manpower. Very few foreign countries rank top in corruption.
One need not say about our country. Then what is the justification for allowing
the corrupt to loot the nation further. Once entered the service, retirement is
the only avenue for exit. Though rules exist for weeding out the odd men, they
are seldom practiced. Biologically also majority are on the reverse gear at 60
years. Further people have no prick of conscience in exploiting the public resources
for personal benefits (government stationery etc used for personal purposes).
Raising the retirement age will deprive the young blood their means of livelihood.
The young are energetic, trained in new technologies and are also paid less in
the initial years. The experience of the old is no good, as most of them are corrupt
and inefficient. At 60 years one should think of ways to attain 'moksha'.
One should learn to do service to the people after abdicating the throne.
Ravikr Central Vigilance Commission should fix the responsibility
of Secretary (DPES) and Secretary (DOP&T) to protect the rights of CSCS, CSS,CSSS
Does Secretary, Department of Public Enterprises know that the personnel of
Public Sector Undertakings are working in the various Ministries/ Departments.
On what basis the employees of Public Sector Undertakings are working in the Administrative
Ministries/Departments. Department of Personnel & Training has never issued
any Office Memorandum/Office Order instructing all the Heads of the PSUs to send
their employees to work in the Government of India's Ministries/ Departments.
The examples of such employees working may be seen in the Ministry of Commerce
& Industries, Ministry of Petroleum & Natural Gas, Ministry of HRD, Ministry
of SJ&E, Department of Drinking Water Supply, Ministry of Water Resources,
Ministry of Power, Ministry of Shipping and Roads & Transport etc. These
employees are intruders and working on the positions meant for CSCS, CSSS and
CSS. The concerned Secretaries of the Administrative Ministries/Departments are
responsible for such corruption and mismanagement. Even in some of the cases,
the PSUs employees do not want to work in the Ministries/Departments of GOI, however,
they are threatened of drastic consequences like transfer to the difficult areas
etc. On the other hand some of the employees of PSUs want to work in the
Ministries/ Departments and snatch the posts of LDC, UDC, Assistant, PA, etc.
They (PSUs employees) are being protected by the Indian Administrative Officers,
they are putting them in the Ministries to serve their vested interests. The Joint
Secretaries and Secretaries to the Government of India approve and sanction their
OTAs on the condition that half of the OTAs must be spent on their day to day
refreshment etc. and these employees are getting OTAs including Pay from their
respective PSU undertakings without abiding the norms of OTA and some times remain
absent without sanctioning of leave. All the postings of these PSUs employees
is against the very canon of the Central Secretariat Service Rules, relevant Office
Order/Office Memorandum issued by the CS Division and Ministry of Home Affairs
and the GOI Allocation of Business Rules. Secretary, Department of Public
Enterprises should initiate disciplinary action agains the MD/CMD/Chairman of
the concerned PSUs who have sent their employees in the Ministries/Departments
of GOI and for that matter, the concerned Secretaries of the concerned Ministries
through Cabinet Secretary. The CS Division of the DOP&T should act immediately
and in case find them incapable/incapacitated due to fear of IAS rather Secretary
DOP&T or MOS (DOP&T) that too in the Independent India shrouded with Constitution
of India--- then they have no locus standi to be in the Government of India.
Furthermore, though it is the responsibility of Cabinet Secretary, who is the
Chairman of the Joint Consultative Machinery of the Government of India to take
stern disciplinary action against Secretary, Department of Public Enterprises
and Secretary (DOP&T) for dereliction of their respective duties as they have
to inform about the personnel working in the Administrative Ministries and the
vacancies required to the filled up. But Cabinet Secretary is also unable to take
action as Association office bearers are also in the habit of apple polishing
of Cabinet Secretary (chairman of the JCM). In order to protect the legitimate
interests of CSCS, CSS and CSSS, the Central Vigilance Commission to come forward
suo motto to protect the legitimate interest of the immediately and fix the responsibilities
of Secretary (DPEs) and Secretary (DOP&T) and give direction to Comptroller
& Accountant General of India to enquire into the pay and salaries, perks
of employees who are working in the Ministries/ Departments. Concerned
