recommendations, had drawn reference from perks of Oil sector and Power sector

some PSUs get better and better perks, so that in next pay commission or even
earlier, we in government, can also expect to get such perks, in addition to our

other services enjoying good promotion chances and pay scale, we have been continuously
cheated by competent authority i.e. DOP&T and Finance Ministry. We all are
well versed about the fact that the better skills in noting and drafting and in
interpretation of rules and regulations by members of Secretariat service is well-recognized.
As a matter of fact, they facilitate maintaining the vital link between Parliament
and the Central Secretariat, especially when it comes to handling of Parliament
Questions, Assurances, Government Bills, etc. Another important area where they
substantially contribute is the work relating to cadre management of various organized
services, work relating to financial management and preparation of the budget
of various Departments of the Central Government and litigation work of the Central
Government, which are also largely being handled by the Secretariat officers/Dealing
Hands. Thus, the CSS/CSCS ensures continuity in the policies of the Government
of India. The lowest functionary of the Central Secretariat i.e. LDC/UDC/Assistant,
besides routine noting and submission of cases, is required to locate and collect
other files or papers, information, data and material, if any, referred to in
the receipt, or having a bearing on the issues raised therein, identify and examine
the issues involved in the case and record a note. The section consisting of LDC/UDC/Assistant
and Section Officer, while putting up a case, are required to see whether all
the statements, so far as they are open to check, are correct; point out mistakes,
incorrect statements, missing data or information(if any), draw attention to the
statutory or customary procedure and point out the relevant law and rules; furnish
other relevant data or information available in the Department; state the questions
for consideration and bring out clearly the points requiring decision; draw attention
to precedents; evaluate relevant data and information; and suggest, where possible,
alternative courses of action for consideration. Kindly upgrade the Pay Band
of UDC from PB-1 to PB-2 and Assistant/UDC of Central Secretariat should be given
the grade pay of 4600/4200 respectively. And also ensure time-bound promotion
in Secretariat for all three services i.e. CSCS/CSSS/CSS. Prabhakar Mishra Govt.

live CPWD If Ajay Maken thinks that the posters showing LRC being grit
washed in a beautiful way would fetch him votes; he is wrong. All are aware that
only a portion is going to be grit washed. Not only that inside these quarters
they are not fit for living and still govt. employees are living in it. The service
of CPWD is so poor that one cannot imagine for what purpose it is existing. Take
the case of allotment of quarters in Lodhi Colony. For may months under the pretext
of repair; these quarters have not been allotted nor the repair works has been
carried out within a time frame. The sufferers are government employees as the
Estate Office also do not give a clear picture in their vested interest. But the
same was not the case when Jagmohan was New Delhi MP and Union Minister for this
Ministry. He monitored the allotment and saw to it that a list was submitted to
him regarding allotment, modification once in every fortnight. This entailed smooth
allotment without any break. If the quarter was to be repaired, it was done within
a short period of time. Now these CPWD officials are enjoying in the partnership
of Contractors. Will this present minister be able to monitor this properly and
see persons waitlisted for Lodhi Colony get their allotement quickly without anybody
tampering this list through illegal means. As far 6th CPC is concerned, now all
the non gazetted employees are very much aware that they have been fooled as the
entire benefit of this report has gone to US/PPS officers and above and even the
minimum benefit like ACP has been kept pending and that too nullifying the benefit
of earlier ACP. This ACP is the most foolish ACP which some strange brain has
recommended. All these factors plus other will certainly nullify the chance of
this present MP if he is going to again contest. Long live CPWD under the protection

The ongoing saga at the Election Commission is a sad reminder to the rapid
politicization of civil services. It is hard to recall times when so many civil
servants occupying some of the most dignified constitutional or senior positions
were politically aligning themselves. Today you have ex-CEC's, C&AG's, Cab
Sec, chief Secretary, ex-DGP's etc. etc. becoming active members of political
parties and shifting to ministerial jobs. Grounds for joining the active politics
are prepared by these officers while in service through serving partisan political
interests. The smart civil servant has figured out the survival game by aligning
himself with political bosses and the results are for all to see. The trend is
not only sad but it is very dangerous for our democratic institutions as those
who are expected to be politically neutral while performing their assigned duties
are now exploiting the powers vested in them for serving their personal interest. MB
Frustrating and demoralising I too am an affected party with respect to
the SO/PS departmental examination 200 which was held in Dec.2006. It has been
more than 2 years and no sign of the results. This is very frustrating and demoralising
not only for those who have cleared the written examination but also those who
wish to appear for this year's exam which will be held only after the pending
result is declared. I request those in charge to please also consider the mindset
of the concerned candidates and declare the results as soon as possible. Radhika GOI
