HC sets aside A.N. Roy's appointment as Maharashtra DGP
The Bombay High Court(HC) ,on February 5,2009 has quashed the appointment of A.N. Roy as Maharashtra's Director General of Police(DGP). Roy is an IPS officer of the 1974 batch.While,rejecting a petition by the Maharashtra Government & Roy the HC also asked the state government to appoint a new DGP within four weeks.A division bench headed by Chief Justice Swatanter Kumar had upheld an earlier order by the Central Administrative Tribunal(CAT).Roy was appointed to state's top police post in February 2008.Suprakash Chakravarti had filed an application before CAT challenging the appointment on the ground that Roy superceded a total four officers senior to him including Suprakash Chakravarti himself .

All with polls in mind !
It is understood that the Government is planning to announce various decisions on FDI - on which there is strong opposition e.g. insurance, retail etc. - just before elections are announced so that it be a fait accompli.
It is also stated that the GoM has arrived at a consensus and the decision would be announced after a further meeting. This is just to ensure that the right timing is selected. (- it is a question of 'timing', about which Congress is accusing CEC)
According to grapevine, certain "commitments" appear to have been made with the concerned lobbies on relaxing FDI norms and naturally it would be necessary to fulfill the bargain which could not be done for 4 years while the Left parties were resisting such actions.

Most part of the post independent era, Congress was in power directly or indirectly. Opposition has been highlighting misuse of office of election commission. Do officers have to beg for promotions?
What about 1992, 1993, 1994,1995 , 1996 batch of IFS in UP cadre? Why are they not getting selection grade? Why are DPC meetings being put off again and again? Who is the top official who does not want it? For the IAS, for January promotions DPCs are held in November of previous year but for IFS even after 17 years they don't want to give selection grade... Do officers have to beg for promotions?
