R.K. Bhatia appointed DG NDRF&CD
R.K. Bhatia, IPS, (UP:74), presently Additional DG, CISF, has been appointed as Director General, National Disaster Response Force & Civil Defence (NDRF&CD) . His appointment will take effect from the date of his joining and until his superannuation on August 31,2011 or till further orders, whichever event takes place earlier.

Quality council awrd to Parimal Rai, Chairman, NDMC
New Delhi Municipal Council led by its Chairperson Parimal Rai has in the last one and a half years strived hard to enhance the quality of education being provided by NDMC & Navyug Schools. Special focus has been on infrastructure upgradation in schools by introduction of modern teaching equipments, high quality furniture, computers, concept of BALA (Building as Learning Aid) as a teaching tool etc. Training of teachers and use innovative methods and tools for teaching of students have been given special attention.
As result of all these efforts there is a new level of enthusiasm amongst the teachers and students of NDMC and Navyug Schools which is reflected in improvement in the performance of Navyug Schools for the academic year 2007-08.
Recognizing the special efforts made by Parimal Rai, Chairperson, NDMC in the field of education the Quality Council of India today conferred Rai with the "1st Quality Champion" award "towards his outstanding contribution and leadership role in promoting quality in school governance", at the 4th National Quality Conclave being organized at New Delhi. The Quality Council of India is an apex body set up by Govt. of India and Indian Industry to promote quality through nation- wide quality campaign. The award was presented to him by Ajay Shankar, Secretary, Department of Industrial Policy & Promotion and Chairman, Quality Council of India.
Rai is an IAS officer of the Union Territory Cadre. In his distinguished career so far he has made of name for himself as a "dynamic achiever", an officer who leads from the front. Recognising his continuation as a civil servant IIT Delhi Alumni Association has also conferred upon him the prestigious "IIT Delhi Alumni Award for Outstanding Contribution to National Development" for the year 2007 -08.

What's on Feb 10 in Gujarat ?
Minister of state for Home (Gujarat), Amit Shah and DGP P C Pande held a video conference of SP of all districts. Shah issued a diktat to the police officers to have the areas under their jurisdictions cleared of liquor and gambling dens by February 10, failing which vigilance squads would conduct raids in these areas. This deadline has intrigued many officers, especially now when IPS transfers are due.

SS Palanimanikkam releases a book titled "Let us Share"
A book "Let us Share", a publication by the Income Tax department, was released on February 4,2009 during a function held at Mavlankar Hall, Rafi Marg, New Delhi by Indian Minister of State for Finance (Revenue) SS Palanimanikkam. The function, organized by the Central Board of Direct Taxes (CBDT) and the Delhi Chief Commissionerate of the Income Tax Department (ITD) was attended by senior officials, representatives of industry, commerce and professions, and other eminent personalities. SS Palanimanikkam congratulated the Income Tax Department for taking a big leap and a bold step in the cause of good governance by releasing the book, thereby bringing more transparency in governance. Outlining the above idea behind publication of the book and summarizing its contents in her keynote address, Mrs. Saroj Bala, Member (Revenue), CBDT, assured the Minister and everyone who had assembled at the function and the public in general through the media that the Income Tax Department will collect taxes from the rich and wealthy to provide succor to the poor and the needy just as the gentle rays of the Sun fall on the ocean and carry the life-giving water to parched lands as rain. A new web site with URL http://incometaxindiapr.gov.in was also launched on the occasion.
IT collection registers a growth of 13.21 per cent
Net direct tax collections during first ten months of the present fiscal (up to January 2009) stood at Rs.247,396 crore, up from Rs.218,538 crore, registering a growth of 13.21 percent. Growth in Corporate Taxes was 17.32 percent (Rs.157,039 crore as against Rs.133,851 crore), while Personal Income Tax (including FBT, STT and BCTT) grew at 6.71 percent (Rs.90,010 crore as against Rs.84,349 crore). Growth in Fringe Benefit Tax (FBT) was 19.13 percent (Rs.6,148 crore as against Rs.5,161 crore) and in Banking Cash Transaction Tax (BCTT) was 16.12 percent (Rs.534 crore as against Rs.460 crore). Securities Transaction Tax (STT), however, declined by 29.13 percent (Rs.4,815 crore as against 6,793 crore). Direct tax collections have so far reached 67.78 percent of the Budget Estimates target of Rs.3,65,000 crore.

They are: Amitabh Kumar (1978 batch) CIT-Salem, VV Prasad (1979 batch) CIT Mangalore, Ms. Neena Kumar (1982 batch) CIT-Agra, Chandra Y Reddy (1987 batch) CIT Guntur, SD Charan (1979 batch) CIT Belgaum to CIT -II Surat, VK Sehgal (1980 batch) CIT (A)-IV Surat to CIT Belgaum. Apart from this SD Charan (1979 batch) CIT-II Surat will hold additional charge of CIT-III Surat and Aditya Vikram (1981 batch) CIT(A)-V Surat will hold additional charge of CIT-IV Surat.

Inordinate delay in result
UPSC conducts SO/PS Limited Departmental Competitive Examination and appointments are made on the basis of results. SO/PS Limited Departmental Competitive Examination, 2005 was conducted in December, 2006 i.e. almost a year behind the schedule. A period of 25 months has already been lapsed but the result is yet to be declared. The candidates who have qualified the written examination are desperately waiting for final result considerably. On one hand number of employees have been given promotion on Seniority basis, drawing their revised salaries as per 6 CPC report and on the other those have qualified written exam are yet to get the equal treatment. DOPT and UPSC should be directed to conduct such exams as per fixed schedule. DOPT should also work out some via media to give some relaxation to eligible candidates who are suffering because no fault of theirs because of non-conduct of SO/PS Exam for the year 2006, 2007 and 2008. As per policy in force, a select list should consist 50% Seniority Quota and 50% by Departmental Exam.

Mismanagement of IFS Cadres increasing
Mismanagement of Indian Forest Service Cadres is fast attaining pandemic proportions. On one hand of the spectrum, you have cadres like A. P., where, IFS officers have been put at par with their IPS counterparts in terms of promotions through the in situ promotion route. On the other end are States like Maharashtra, where even the basic facilities like timely replacement of vehicles and provision of official accommodation are denied to the cadre officers with impunity. Timely promotions and any thought of parity with IPS is a utopian dream! The onus for managing AIS cadres in accordance with the AIS Act, 1951, and Rules made under it, clearly lies on the shoulders of GOI.
But, some how, a feeling is gaining ground that no one wants to continue with the IFS any more! There is too much land hunger and forest lands, specially those close to urban settlements, are too lucrative a proposition to disregard.
It is the responsibility of the GOI (MOEF) to take an indepth review of the state of IFS cadre management across the country and devise ways quickly for ensuring equitable career progression across all cadres. But the Union cabinet's decision on the grant of higher grade to IFS / IPS / CCS officers continues to hang fire thereby further widening the gulf between the IAS and others!
Time has come for the GOI to pull up its act together and put an end to the efforts of powers that be to continue the colonial regimes once and for all.

This would indeed slow down the exodus from the BSNL in the short run, but as people will further get disenchanted with the delay in closure of account (since the DGM will take his own time contacting the consumer and stay away from BSNL in the long run.
