27,1976 batch IPS officers empanelled
This is now official. Altogether 27 IPS officers belonging to 1976 batch have been empanelled to the rank of ADG in the Government of India. The National Investigation Agency, the federal organisation to deal with terrorism across the country which is coming into force from today is likely to be headed by Nehchal Sandhu.1973 batch Bihar cadre IPS officer Sandhu is presently Special Director in the IB.
Ex-CBI Chief U.S.Mishra turns Editor of Oriya Daily
Former CBI Director and retired Orissa cadre IPS officer, Uma Shankar Mishra has joined as Editor of an Oriya daily Surya Prabha, to be published by the newly registered Surya Prabha Charitable Trust, Bhubaneswar. The vernacular daily is scheduled to be launched towards third week of January 2009.
Who are the real losers?
Secretary, Pensions and Public Grievances, Rajni Rajdan, is flooded with representation of pensioners of central services who retired at the level of Additional Secretary. Their pension is fixed at a few thousand rupees above those who retired at director level, much lower than the retired IPS/IFS officers who usually retire at the level of DGP or PCCF. Rajdan has been pleading their case but Finance Ministry is unwilling to listen. The union cabinet had overruled the latter and gave a specific scale 75,500 - 80,000 to DGPs and PCCFs due to effective lobbying by All India Services. Class I officers of CCS reach up to the level of Additional Secretary only. They failed to get a pay scale of 74,500 - 79,000 and this level remains bunched in the lower Pay scale. It appears that the Finance Ministry will not even take the matter up to the cabinet and Class I CSS officers will retire in a pay scale that begins at a paltry 37,400 while their colleagues in IPS/IFS retire in a pay scale that begins at 75,500.
What is happening to the Railway Board?
The powerful post of Secretary, Railway Board is of the rank of General Manager. Laloo Yadav has succeeded in downgrading the post to the level of a Chief Engineer and posted KBL Mittal there. Mittal has been DRM in the Minister's area but could not be posted as MD of the Railway Tourism and Catering Corporation because bending the rules seemed difficult. This time, Laloo has done something which could have been considered impossible because there is no shortage of railway officers who are fit to be promoted as General Managers.
Who will be DGP of Gujarat ?
Chief Minister Narendra Modi is looking for new DGP of Gujarat as the present one, P C Pande, is retiring in March 2009. Now with Lok Sabha poll being expected to be held after March, Modi is looking for new Director General of Police for his state. Can any one guess who are in the list of Modi ?

Grapevine has it that Sunil Kumar is returning to the parent Chhattisgarh cadre in a couple of months. 1979 batch IAS officer Sunil Kumar is presently Joint Secretary Higher Education in the Ministry of HRD in the Government of India. An IAS officer of the Maharashtra cadre belonging to the 1993 batch is poised to join the Department of Economic Affairs (DEA) as a Director.

Retirement Age

There is a lot of talk both in favour and against the increase in the retirement age of government employees. With the increase in the life expectancy and consequent increase in productive life, the idea to increase the retirement age seems to be quite natural. But there are quite valid grounds against it also. Given the government's social engineering which is likely to continue for years to come, a large number of government servants are likely to join their jobs at an age much higher than the minimum prescribed age. With relaxations in maximum age in respect of about 50% of the work force ranging from 3 to 5 years (who are given the benefits of reservation), those who join late say at the age of around 30 years render hardly 30 years of government service. Many such officers even if they have joined the government as direct Gr. A officers hardly contribute long enough at the SAG level, wherefrom the decision making ( not policy making) actually starts. Except in the IAS and may be in a couple of other services, wherein the career progression is assured and automatic, the officers in other services many a times do not reach SAG level even after putting in 25 years of service. If the retirement age is fixed in terms of certain years of service, say 35 years, with a cap of 65 years of age (after 35 years of service, the person will retire at any age between 60 and 65), the average retirement age may still be around 62 years but the government will certainly be a gainer by getting services of almost all its public servants for some minimum years at the senior level/ SAG level. With the 6th Pay Commission in place, those retiring in Pay Band-4 get a handsome pension even if they only passed files for almost their entire service life without working at the SAG level or working only for a few years/ short period.

Retirement age must be raised for all to 65 years. If the government has invested heavily in scientists, so has it in the civil service.

Remove unfair advantage given to IAS
The unfair advantage of 2 years given to the IAS over the other Central Services should be done away with. It is totally an arbitrary and selfish provision which the IAS have perpetuated to maintain their hegemony over the other services. It is time that all the Central Services objected vehemently against this unjust and undue advantage and seek parity with the IAS on this aspect.

In the present scenario employment in the government is negligible. Dependency has been growing on outsourcing and contractual appointments. By enhancing the age of retirement, the government would be availing the services of experienced personnel in the respective fields on half rate since after retirement the concerned official will be getting pension. Secondly the huge retirement benefits may be delayed for further years, which may be utilised in the development of the infrastructure and other welfare activities.
