Satyam scam casts its shadow on RBI
The Satyam scam has cast its shadow on Reserve Bank of India (RBI) as well. The
process for selection of Deputy Governor has been delayed. Reason for this is
that Professor M Rammohan Rao, Dean of the Indian School of Business (ISB), Hyderabad,
who was one of the members of the search committee has resigned from ISB. So now
the Government of India (GOI) will have to nominate a new incumbent. It may be
stated here that Rao had presided over the controversial meeting of Satyam's board
of directors approving acquisition of Maytas Properties and Maytas Infra on December

DDA's statement is mind-boggling DDA's statement that 3 months period
is required to examine the large applications and its software obtained for the
purpose is foolproof is mind-boggling and head scratching to any sane person.
Had the software been foolproof then how the following errors crept up; i)
Computer accepting data of applicant with 4-5 person applying from the same residence
? ii) Accepting the application with similar tel/mobile no. of many more applicants?
iii) Accepting applications from who is non resident of Delhi? These were
the primary criteria for making one eligible to apply for house and that software
developed should have rejected such applications not coming within these above
3 criteria, then and there? It shows that software developed by IIT for the purpose
is with some malafide modus operandi and DDA policy makers were also unmindful
of this vital aspect!! Had this aspect been kept in view ,there was no need of
manual examination of applications any further? Besides the statement of DDA
is a matter of laughing stock when it says that 3 months time is not sufficient
to examine 5-6 lakh applications. In that case DDA must extend the dead line for
declaration of draw until all the applications are properly examined. Existing
DDA staff are certainly not capable of doing right things and they are habitual
to give the perpetual pain to citizens. There is a strong need to revamp all DDA
establishment /MCD/NDMC and new dedicated and honest establishment should take
over forthwith. In view of above, just declared draw should be scrapped and
in lieu new applications should be called and applications for those who couldn't
figured in the draw due to alleged malpractices, should be retained for future
draw. A Concerned Citizen Does govt understands blackmailing only?

/cadres only get benefits based on their strength of blackmailing ? Why can not
there be standard pay /benefits depending on predefined categories ? All arms
of government are equally important for good governance .Pay parity concept accepted
by cabinet (2 years behind IAS ,actually 4 increments ),why the delay ? Government
will save lot of time, effort of cadre reviews ,heart burn of different cadre
and achieve better cohesiveness .Same exam ,a person low in merit ,but faster
promotions and vice versa ,you will find all sorts of examples .HR will be given
some importance in corridors of power .Armed Forces Blackmailed ,got some unjustified
demand met .Deputy Secretary and equivalent left in the lurch .Now it is the turn
of OIL PSU Officers and this continues ? Why not equal pay for equal work principle
enforced . AG Pay parity is the only solution It should be
understood by all that every service is in one or other supporting role to the
GoI. When it comes to demanding it is remembered that certain wings are for so
called supporting and it is forgotten that all are for supporting the government
only. The present trend of pressure tactic by various organs is likely to
inflate further. Pay parity appears to be only amicable solution to the problem,
if strikes by various organs & wastage of precious time & resources are

The Satyam
The corporate governance, ethics, transparency and morality, the lofty
ideals, were all thrown to the winds. This fraud is mother of all scams in India
and can euphemistically be designated as "India's Enron"! Raju, the
former Chairman of the firm is reportedly absconding after confessing his guilt.
His arrest is imminent. Employees, clients, investors- have all been taken for
a ride! For a 500 Fortune firm listed with NYSE, committing such a crime
is the most reprehensible event to happen. India's image is irreversibly damaged
with huge loss to the Market. The credibility of all Indian IT firms, as global
giants, is at stake. Response of the GOI, as always, is lukewarm-- passing on
the buck to DG (Police), AP. The three-tier safeguard mechanism in the firm has
not failed but the company's executives occupying the tiers are participants in
the fraud itself . This involves inflating the company's balance sheet to generate
a misleading impression amongst the stake-holders about its cash-richness in the
guise of retaining its position as a 500 Fortune company. The three tiers are:
the Internal Audit, the External Audit (The Price WaterHouse, a global consultant)
and, last but not the least, the Board of Directors. The role of independent Directors
merits special investigation .It is understood that a covert attempt is being
made by the power that be, to absolve all independent directors of the Satyam
Computers of their criminal misconduct just because they involve several celebrities
including T R Prasad, the former Cabinet Secretary in the central government.
If Raju is arrested, how can other Directors on the Board, both full-time regulars
and the part-time independents be let off? All are equal partners in this criminal
conspiracy. I say this because in the wheat scandal case of STC, the name of another
former Cabinet Secretary, figures in the charge-sheet filed by the CBI in the
court and investigations are underway! It also needs to be investigated whether
the external Auditor( The Price Water House ) had been regularly submitting the
mandatory "true and fair view of financial statements" certificates
in respect of the defaulting firm, during the past , for the Board's approval.
If not, why was the same not questioned by the Members of the Board? The gravity
of the criminal conspiracy is too serious to be left to the care of the Andhra
Pradesh government and its DG (Police) due to its widespread ramifications. This
is in fact, a fit case for investigation by the CBI, which is our only hope today.
