Who will run the industries? Please do the entire country a favour
by letting the people know the circumstances which led to the strike. Are bureaucrats
going to run the industries of the country or the technocrats. It is shameful
that a trusted website has fallen prey to the poisonous fruits being offered in
the powers of the corridors and are in turn spitting it on the common man.
Vidyasagar CPSU strike was not in good taste May I suggest
that fellow colleagues in government also keep in view the following : 1.
CPSU employees do not get pension. CPF given to them is less than even commutation
lumpsum moey that we get in government. 2. CPSU employees do not get adequate
medical facility on retirement, unlike we in government, who continue to get the
same medical facility after retirement. 3. Oil officers have never gone on
strike in past 50 years. Most of them are professionals from reputed institutes
including IITs & IIMs. Many of them hold 2 professional degrees and have gone
thru tough competitive processes at various stages.. 4.For most of officers
in CPSU, scheduled working hours are 48 per week. Actual hours are more, being
in production oriented organisations. In govt. most of us have scheduled hours
as 40 a week. 5. Working requirement for most of them are inside a big factory,/
chemical industry. Factory working is generally considered more demanding, time
pressured and physically hazardous than office working. 6. Will it not be
worthwhile to examine the reasons that caused these professionals to go on strike.
7. It was stated in media that entry level person gets Rs.. 1 lakh a month. Media
should give at least one concrete example of a live person along with name and
organisation to give some credibility to it. Otherwise average figure actually
drawn by entry level people say upto 2 year experience be told to people, to be
fair to all. Infact annual report of companies tell how many people are actually
highly paid. Not to support such claims with data is being not fair with CPSU
staff. Mani Have they changed their opinion? Till about
a year ago, top political leaders, including the PM and Cabinet Ministers, and
corporate heads were asking government and PSU officers to emulate the example
set by the private sector in India , Hope they have a different opinion now.! S

oil sector officers resorted to strike at a time when PM is trying to shield the
country from the impact of turmoil in the business world. A time has come when
drastic action need to be taken against those responsible, from the Navratna PSU. Dr

by ministry of personnel, public grievances & pensions While the 6th
CPC has upheld the 'one rank, one pension' principle enunciated by the 5th CPC
earlier, and also accepted by the Government, an arbitrary modification by the
Ministry of Personnel, Public Grievances & Pensions has inexplicably removed
the parity between pre and post 2006 pensioners dealing a cruel blow to the hopes
of the pre-2006 pensioners. While in para 5.1.47 of its Report, the CPC held that
revised pension "in no case shall be lower than 50% of the sum of the minimum
of the pay in the pay band and the grade pay thereon corresponding to the pre-revised
pay scale from which the pensioner retired", a position accepted by the Ministry
of Personnel, Public Grievances & Pensions in their OM dated 1.9.2008, the
Ministry has reversed its position in the OM issued by it on 3 October 2008. The
words "corresponding to the pre-revised pay scale from which the pensioner
retired" have been arbitrarily removed and "irrespective of the pre-revised
scale of pay" added. Due to this arbitrary modification, Joint Secretary
level officers also stand to lose. As per pay Fixation Tables in the OM of the
Finance Ministry dated 30.8.08, the minimum pay in the revised pay scale is tabulated
as per the accepted formula. For Joint Secretaries (pre-revised basic in Rs 18400-500-22400
scale) the revised pay becomes Rs 44700+10000= Rs 54700 in the scale of Rs 37400+10000
Grade Pay at the minimum of which the pension @ 50% works out to Rs 27350. As
per the interpretation in the OM dated 3.10.08, the pension works out to Rs 23700
(50% of Rs 37400+10000= Rs 47400) since the fixation of pay in the revised scale
is erroneous which amounts to a difference of Rs 3650. Officials retire at
different points of time and the time scale enables fixation of pay differentially.
This is a principle accepted by the 5th CPC and accepted by the 6th CPC. This
principle will apply to all services including the 3 All India Services viz. the
IAS, IPS and IFS. Difference in pension of a Director & a Joint Secretary
in the IAS will be Rs 650 and between a Director and an Additional Secretary Rs
1650. This would apply in the case of a SSP and DIG and SSP and IGP in the IPS
and a Deputy Conservator (Selection Grade) and CCF and Additional PCCF in the
case of the IFS. There would be a similar impact for the Central Secretariat Services.
This is not the case of post 2006 retirees. Lower fixation of pension will
also result in lower fixation of family pension which would be a harsh and cruel
blow to the widows of pensioners. This differentiation between two categories
of pensioners is iniquitous and arbitrary. It is also inexplicable since the 6th
CPC itself has provided for special benefits for those surviving pensioners aged
over 80 years. Clearly, this is a case of an arbitrary interpretation of the
intent of the Pay Commission. It is also against Article 14 of the Constitution.
Can the Ministry change a decision of the Cabinet which accepted the recommendations
of the 6th CPC? It is understood that this has been brought to the notice
of the Anomalies Committee through representations by the three All India Services.
Now that the Government has redressed the grievances of the Armed Forces, will
it take up the case of those who retired prior to 2006? Girish Chanda, IFS
(Retd) Retd. CCF, UP "ACR: No More Confidential"- Supreme
Court. The ACRs play a very vital role in the career of a government servant.
Timely promotion and recognition are the basic motivations for a government servant.
So DoPT should evolve such a transparent Performance Appraisal System, which should
have least subjectivity and no room of unfairness and prejudiceness. In Central
Staffing Scheme, the DoPT has fixed mininmum bench-mark of ACR as 'VERY GOOD'
for empanellment of Dy. Secretary, Director, Jt. Secretary. If some officer is
appointed as DS/Dir/JS, it means his/her performance had been Very Good and above.
So such officers are fully capable to deliver the results. Our duty is to provide
congenenial environmement. There are examples in some ministries that some officers
are not allowed to get adjusted in the new environment. Some high-headed people
forget if such treatment was given to them, what would have been their reaction?
First of all, provide them stage only then they can perform better. Moral of the
story is that one should play with anybody's career. Moreover in the recent judgment
of Supreme Court(CA No.7631 of 2002: Dev Dutt Vs Union of India), ACR in no more
confidential document. It can be shown to the concerned official. The Supreme
Court has held, "Non-communication of entries in the Annual Confidential
Report of a public servant, whether he is in civil, judicial, police or any other
service (other than the military), certainly has civil consequences because it
may affect his chances for promotion or get other benefits. Hence, such non-communication
would be arbitrary, and as such violative of Article 14 of the Constitution."
The DOPT is requested to issue, in this regard, necessary directions to all
the Departments/ Ministries in the interest of the country as fear of ACR grading
travels in the mind. The transparency in the ACR System will bring efficiency
in the working of Government. -Meenakshi Roy ACR fear need to
be avoided The ACR plays a significant role in the career of a government
servant. So DOPT should evolve a transparent Performance Appraisal System. It
should not have any subjectivity. Our duty is to provide congenial environment
to the officers so that they could perform better and effectively. In the recent

Ministries suitably in the interest of the country as fear of ACR grading travels

is bound to change DDA draw should be scrapped in toto but only the fakes
disqualified. From the text and realty also it is admitted and known that a fraud
of massive scale had occurred in the draw and even a layman can tell that if one
number is tempered in a computerized draw the complete series is bound to change.
Further, the software happens to be developed by DDA with the help of IIT-students
and professors and not the competent authority / GOI like NIC. The above
necessitate the DDA to cancel the draw. The exercise is needs to be again done
with a certified software from NIC(National Informatics Centre) with the complete
data of applicants already available with DDA. Samir Bose Citizens
in India are never equal. The rules are shown to people or citizens as per their
status. And my lordships are no way to be equated with ordinary folks. As they
say blue blood is better than red. So trying to claim equality on trivial grounds

Auditors who certified that Satyam's accounts were true and fair should be penalised
as severely as Raju. Perhaps PWC should be blacklisted in India, and as somebody
has suggested their account books should be scrutinised comprehensively by C&AG
office in light of the present disclosure. Also guilty are the regulators-the
SEBI officials, Company Law Board etc and the powerful politicians/ministers who
were promoting them. The whole truth of Satyam should be out in a time bound
manner or else public trust will be deeply eroded. The high and mighty are
able to get away with serious, heinous crimes unless their is public outcry. Raju
