M. N. Prasad at present, serving as Secretary in the Ministry of Minority Affairs
has been appointed as the next Secretary, PMO. The incumbent Secretary, PMO. Pulok
Chaterji, IAS (UP, 1974) is moving to the World Bank for his next assignment as
Executive Director there.Prasad is 1972 batch IAS officer of Bihar cadre. Vivek
Mehrotra is new Secretary Minority Affairs Secretary Disinvestment
is moving in place of M N Prasad as Secretary Minority Affairs in the Government
of India. He is 1974 batch IAS officer of Haryana cadre. K.J.

Suggestion to deal with discontent in CPSUs In government basic
salary at middle level say selection grade (director grade given to railway engineers
after about 14 years of service) and senior level i.e. secretary grade have been
revised as under by sixth pay commission: Basic pre1.1.2006 Since1.1.06 Ratio
selection grade 14300 37400+8700 grade pay =46100 3.2 secretary grade
26000 80000 3.1 Government can solve the CPSU pay revision issue by giving
similar increase in Basic pay to CPSU officers also. If CPSUs still demand more
, deal with them firmly. If govt. does not want to give them this, it is not really
being fair. As for CPSU employees not getting pension, and their lumpsum
CPF being less than even lumpsum commutation money given to retiring govt. officers,
it can be dealt with separately later in time bound manner. Also as for medical
facility being available to retired govt. employees at par with serving govt.
employees, some similar policy can be worked out with reasonable contribution
from employees in CPSUs also later. I feel the govt. being the big brother
and all powerful, should take lead in resolving the issue rather than having conditions
wherein CPSUs give strike notice again and again and unpleasant situations arise
or they have to be crushed under the mighty power. CPSU officers should also
understand their weakness that they have no powers, and govt. is all powerful
with army and police. But that puts moral responsibility on government also, for
resolving the issue in a way which is not only fair but is also perceived to be
fair by most. After all so many senior and mature professionals from reputed institutes
in CPSUs will not be unreasonable to a reasonable solution. Kumar
Do away with edge of 2 years to IAS In all fairness, the edge of 2 years
given to the IAS over the other Central Services should be done away with immediately.
Why should a particular service be given so much priority? Does it mean that they
are doing much more special work than others? The fact is that each service has
their own sphere of work which is essential for the governing of the country.
Once on central deputation, all officers, irrespective of their service, have
to do the similar work for the similar post....so why the disparity? This illogical
and unfair advantage should be removed to provide a level playing field for all

Satyam in 2002? 1.If media reports that I T Department knew about price
manipulation in Satyam scrips in connivance with Raju, is true then, Govt should
take action against the IT officers who sat on this information and did not pass
it on to SEBI, Ministry of Corporate affairs. 2.Similarly action should be
taken against SEBI officers who did not take action on this input in 2002.
3. What was CEIB doing at that time(Central Economic Intelligence Bureau).It is
supposed to coordinate such information. 4. It is not enough to take action
against Raju and PWC, people who have connived in the past should also be brought
to book. 5.Fact is I T department comes to know of lot of violation of various
laws by business but due to corruption and fear they don't take any further action.
6.It is time that the errant officers are severely penalised, so that people follow
rule of law. RVI Why has he not been jailed? Resignation of
T R Prasad is not enough. He was independent Director on the Board of Satyam.
Why is he not sharing his meals with Raju in the jail? Is it because he belongs
to the IAS? It is understood that the IAS Association at a meeting passed a secret
resolution to protect T R Prasad and Vinod, both IAS officers, at any cost.
G K Mandal World Bank to disclose names The World Bank has banned
Satyam and Wipro for several years for doling inappropriate benefits to its employees.
The Bank must reveal the names of all such beneficiaries, their national identities,
their background and the Service/Cadre to which they belong. It should also disclose
the penalties imposed on such dishonest employees, who attempted to misuse their
official position in the Bank. The nefarious activities of the international civil
service, serving various UN organisations, their nepotism and mutual gains are
quite eye opening and instructive. I have watched the royal treatment given to
such international civil servants by our national civil servants, largely outside
the financial resources from the exchequer! Of course, such "investment"
brew into lucrative "returns" in due course. M L Gupta Send
the Auditors to Jail The accounts of the Government Companies (PSUs) are
audited by the Statutory Auditors. In addition, a supplementary audit of annual
accounts is also done by CAG. This procedure should be followed for the Private
companies ( whose annual turnover is e.g more than Rs. 1000 crore)also by making
amendments in the Companies Act. Otherwise, the auditors will go scot-free despite
doing such grave mistakes. Raja Interest of nation is more important
I.T. Department conducted surveys/searches only when they got information
of concealment of income. In `Satyam` case there is no concealment of income.
They disclosed the income more than they earned and paid the tax by way of advance
tax. If the total income declared is less than the actual, they can file the revised
return and claim the refund of excess tax paid. But the action of Satyam adversely
affect the credibility of Indian Companies. The government should take severe
action and send the accused to jail. The interest of the nation is more important
than the interest of politicians. An early action is necessary in this regards.
Koya Scuttled investigations In 2002 the higher ups in the IT department
successfully scuttled the investigations on Satyam and that is why they are silent
now. Otherwise the old skeletons might come out of the cup board. Munika
"Satyam" Saga : Lessons for Public Sector and a Wake-up Call for Civil
Servants ! As the Satyam saga continues, arrest of Rajus,' and CFO brings
more twists to the story. It needs to be ensured that the names of all functional
as well as non-executive part-time Directors(NEPD) on its Board ,their internal
and statutory Auditors (PWC) are included in the FIR, for being equal partners
in the criminal conspiracy involving 7,500 crores mega fraud in a 500 Fortune
company. The NEPD include two former civil servants belonging to IAS- one of them,
a former Cabinet Secretary! The agencies like the RBI ,Min. of Corporate Affairs
and the market regulator SEBI ,Income tax, ICAI, Customs etc. have all failed
miserably in the discharge of their duties even though they were in the know of
things as far back as 2002, on the basis of the inputs provided by Dr E A S Sarma,
former union Finance Secretary and one of the most honest IAS officers, who always
stood his ground and never yielded to political pressures. Ironically, the above
mentioned agencies have been asked to conduct the enquiry into the mess that was
created by their inaction! What steps are being contemplated against the officers
of these agencies for dereliction of duties? The Boards of several private sector
companies are stuffed with superannuated IAS bureaucrats rather than professionals.
Thanks to Min. Of Corporate Affairs and the Cabinet Secretary for their magnanimity
in re-employing their favourite former Secretaries against these vacant slots.
It is reliably understood that the inquiry has been purposely handed over to the
state Government's CBCID with covert instructions to file a week charge-sheet
so as to bail out the two ex-civil servants unblemished. It was in these circumstances
that a suggestion was made by me on this website to constitute a multi-disciplinary
investigation team under the canopy of the CBI due to its mass credibility. This
is too serious a mega fraud to be left to the care of local CBCID.! Exemplary
punishment will send strong signals particularly to the NEPDs who have legally
all the privileges, responsibilities and powers admissible to regular functional
Directors and are equally accountable to financial irregularities even though
the Board is not concerned with day-to-day functioning. Of the company. If the
NEPDs have the nose to smell anything fishy, they are empowered to seek the desired
information from the management instead of blindly trusting them. Here, the professional
skills come in handy rather than the bureaucratic skill. So much about the India's
Inc! Now consider this:- Appointments of non-functional part-time Directors( NFPDs)
on the Boards of Central public sector - industrial units and banks--are made
by the GOI .by filling vacant slots through retired Secretaries ,politicians of
the ruling coalitions, pseudo trade unionists, agriculturists, representatives
of the minorities , who have absolutely NO clue to the functioning of the PSUs'
,Pressures and pulls-- they compete with each other, ruthlessly and shamelessly,
seeking appointments as NFPDs. Instead of assisting the Boards of PSUs, they become
unbearable liabilities. Their wish-list is endless---free chauffeur-driven vehicles,
free mobile phones, stenographers ,free stay at 5-star hotels and companies guest
houses etc.! The importance of NFPDs on PSUs' Boards have been greatly diluted
both under the NDA and the UPA regimes. Several CMDs of central PSUs have confided
in me about the exploitation of their company's resources by the non-functional
part-time Directors. Loss-making PSUs and the mini-Ratna PSUs are the worst casualties
of the Government's , callousness and apathy. Worse, the nav-Ratna PSUs are being
treated as" fiefdoms" by the officers and ministers of their administrative
ministries . The worst defaulters belong to economic and regulatory ministries..
Director level officers and above squeeze the public sector industrial units ,
PSU banks, NGOs, private industrialist to extort 5-star comforts as part of quid
pro quo. deal. This explains why does the Union Cabinet Secretary and his Placement
Agency spare more time for fixing their favourites ,invariably IAS officers, to
key posts! .Wheelers and dealers are reportedly having a field day! There is a
scramble for key postings. The placement machinery is working overtime due to
the upcoming Lok Sabha elections in April-May 2009 . An anchor news-item appeared
in the Indian Express (Jan 12, 2009) revealing how ONGC's resources are being
looted by senior officers of Petroleum Ministry through misuse of cars , five
star comforts, free mobiles with unlimited calls and other freebies at the cost
of tax payers' and concurrently claiming travel allowance@Rs 8000 p.m and telephone
facilities from Government department. This is a fit case for vigilance inquiry
by the CVC (and appropriate disciplinary action for violation of conduct rules)
as senior officers from Directors upwards are involved. Department of Public Enterprises
and Department of Corporate Affairs, will do a service to the nation if details
of all non-official part-time Directors on the Boards of all PSUs- both industrial
units, banks-and other entities covered under the Companies Act are kept in the
public domain, ,indicating their educational qualifications, professional experiences
etc. for public scrutiny and debate on this website ! If this is not done , then
,many skeletons will start tumbling out of the public sector cupboards, sooner
than later! Let the PMO intervene before it is too late.! A K Saxena (A

Government of India was on the Satyam Board. If it is so ,then specific enquiry
should be made to find out his complicity, if any , in robbing of Satyam by Raju.

It is the biggest irony of our times that we are still going to investigate
before initiating any action against the auditors of Satyam. Even in the eyes
of a novice it is simply impossible to commit such a huge accounting fraud without
explicit or implicit involvement of auditors. In any case an auditor has to be
utterly stupid or totally involved for allowing this scam to happen. In either
scenario immediate punishment in the form of suspension of their licence, till
they are proved innocent, should be given to them. Allowing them in business tantamount
to allowing them to wipe out any other such sins committed by them. We in this
nation don't need either the stupid or involved auditors. GB Why this
discrimination with PSU officers? Most of the PSU officers work in environment
full of dust, heat, air & noise pollution and contribute immensely to the
industrial growth of the country. They do not get pension inspite of the crores
of rupees worth of contribution to the national exchequer. On the contrary, the
bureaucrats enjoying best possible perks & facilities without generating even
a rupee of wealth always try to push PSU officers down in terms of service conditions
and Pay & perks. Why should this be allowed any more ? All scams, mis-deeds
& other illegal activities that affect nation & its resources have some
connection or the other to the bureaucrats. Mere propaganda using the media one-way
can not help Indai prosper. Why there are no administrative reforms in this country
even after 62 years of Independence? Why legacy of British is continuing ? Their
aim was to rule us as secondary citizens while our constitution aims at ensuring
equal treatment of all. We should scrap all old service conditions & evolve
new ones aimed at more accountability by the bureaucrats & stringent service
