be appointed new ADG Railway Protection Force (RPF). The post has fallen vacant
following the appointment of Rajiv Mathur as DG of the NCRB. Ms Jaruhar is 1976

RV Raju who heads Vigilance
in his parent state of Jammu & Kashmir (J & K) has been appointed as the
maiden Director General (DG), of the newly constituted National Investigation
Agency (NIA). He is an IPS officer of 1975 batch; his appointment will be in the
rank and pay scale of Additional Director General of Police. The appointment of
Raju will be effective from the date he takes over the charge of the post and
for a period up to January 31,2010 or until further orders whichever is earlier.
He told <whispersinthecorridors.com>that he will assume charge on January
17,2009.His knowledge about investigating high-profile cases including assassination
of former prime minister late Rajiv Gandhi, are believed to his strong forte.

DDA should cancel draw It is an admitted fact now that a fraud on massive
scale had occurred in the recent DDA draw. The disqualification of fake numbers
will not serve the purpose. Even a layman can tell that if one number is tempered
in a computerized draw, the complete series is bound to change. Further, the software
happens to be developed by DDA with the help of IIT-students and professors and
not by the government organisation like NIC. This necessitates the DDA to cancel
the draw. The draw should be held again with a certified software from NIC(National
Informatics Centre) with the complete data of applicants already available with
DDA.

Constitutional vs extra-constitutional discrimination
The
Constitution of India provides for positive discrimination in favour of the under-
privileged people of the society, in form of certain advantages, to enable them
to compete with others placed advantageously and to have, to some extent, a level
playing field. But in Indian bureaucracy unduly dominated (ruled) by the IAS,
this privileged service, by manipulating the system and misusing their proximity
to the powers that be ,has successfully institutionalized negative discrimination
( in favour of this powerful and privileged service) by taking for themselves,
all sorts of benefits( including post retirement jobs in powerful and high income
positions) in form of higher pay called slight edge ( slight edge over unprivileged
), unwritten reservation on almost all higher posts in ministries ( Additional
Secretary and above), to name a few. Is all this for ensuring a level playing
field to the officers of other services in which there is no dearth of committed
and competent people though not seen by the IAS due to their selfish and vested
interests? Today's bureaucracy swears and works in the name of 'public interest',
but in reality the public is missing leaving only (vested) interests. In 'Prajatantra'
there is no 'Praja' but only 'Tantra', the so called Steel (steal!!) frame
