Kudos to C&AG It is to the credit of C&AG that so far no major
accounting scam has ever surfaced in any of the Public Sector undertakings. Some
of the strong points of system of audit in PSU's are: (i) The Management of
PSU's have no direct or indirect influence in the appointment of their statutory
auditors, who are appointed by C&AG through a very transparent mechanism,
thereby insuring independence of the statutory auditors unlike in private sector
corporations. (ii) Though of late C&AG has allowed the corporation to
determine the remuneration to the statutory auditors but still a tap is kept on
any unreasonable increases in the remuneration thereby negating the undue influence
on the auditors. (iii) Despite a transparent appointment of the auditors C&AG
keeps a control over the quality of audit by the statutory auditors by way of
supplementary audit of financial statements thereby keeping the statutory auditors
on their toes and ensuring high quality of audit. Only a few people know that
as a consequence to the supplementary audit of the C&AG a lot of amendments
have been carried out in the Accounting Standards by ICAI. In fact almost all
the issues before the Expert Advisory Committee of the ICAI are a result of the
C&AG's audit and hardly any case has been send by the firms conducting audit
of private corporations. It is not easy to negate the influence of C&AG in
improving Accounting Standard in this country. Had a parallel system was devised
for the Private Sector(which has been apparently no done due to powerful CA lobby)
the scams like Satyam and GTB would have never happened. There is a strong case
for adopting the C&AG model for large Corporations in the Private Sector as
well so that innocent investor is not cheated of his hard earned money by manipulators.

K C Joshi Transport allowance is not taxable As per existing guidelines,
Transport Allowance to the extent of Rs.800/- (i.e. entire amount as per old TPA)
is exempted from Income Tax. After implementation of 6th Pay Commission Report,
the amount of TPA has been increased to Rs.3712/-(Rs.3200+DA). CBDT may kindly
issue necessary instructions for exemption of the increased Transport Allowance,
