The information released by the Swiss Authority that 1456 Billion $ of Indians are lying deposited in Swiss Banks simply proves Rajiv Gandhi was right. Further the revelation that this is the highest amount is also stunning. Corruption in India must be at enormous . Rahul Gandhi will be worshipped if he can ensure that not more than 15 percent of development money is lost in the pipeline and 85 percent goes to development work.

A way out of CPSU impasse.
Sixth pay commission and subsequent upward review has increased the Basic pay at middle and senior levels as under;
a) Selection grade (given to railway engineers after 14 years of service) OLD scale 14300-18300; NEW 46100-75700 (including grade pay)
b) SAG grade ( given to railway engineers after 19 years of service) OLD scale 18400-22400; NEW 47400-77000 (including grade pay)
c) HAG grade ( given to railway engineers after 32 years of service) OLD scale 22400-24500; NEW 49400-79000 (including grade pay)
It would be seen from above that ratios at the End of scale are 4.1, 3.5 and 3.2 respectively.
To resolve the issue govt. should give the same increase say 3.5 times at the End of scales to CPSUs also. Fixation can be done as recommended by Justice Rao pay revision committee. If CPSUs do not agree, they can be dealt with sternly.
2. CPSUs demand for Pension , because their lumpsum CPF is less than even the lumpsum Commutation amount that we get in government on retirement, appears to have merit. But it can be dealt with seperately.
3.Similary their post retirement medical facility requirement as per serving employees could be looked at separately, since we in govt. already get medical facility on retirement at par with serving employees.

Correct the existing anomaly
I would also request the concerned authorities in the Ministry of Finance to correct the existing anomaly after revision of pay due to implementation of 6th CPC.
Earlier the maximum limit of Transport Allowance was Rs.800 which was fully exempted from Income Tax. But after revision of maximum ceiling from Rs.800 to 3200 plus DA due to 6th CPC this component has not been raised and exempted in proportion to the allowance increased which may be due to oversight. It should be considered immediately to get corrected and suitable instructions issued before the Income Tax is finally deducted from salary at source i.e. February 2009.

Extend the exemption limit further
HK Deewan's post to CBDT to increase I-T exemption for transport allowance to Rs. 3000+DA needs to be extended to Rs. 7000+DA. Many entitled officers are now using their own vehicles and would be deprived if the limit were kept to Rs. 3000 only. It is also better to keep the DA open since it changes every 6 months.

In different organisation working under ministry of defence, no proper equivalency exists. Why GoI does not lay down a uniform policy so that there is no ill feeling between civilian and army officer in composite organization like BRO,DRDO,MES Devendra
Pampered or deprived?
Pension of a middle level government officer, say in selection grade ( given to railway engineers after 14 years of service)---
Scale 37400-67000, Grade Pay 8700, D.A. 16% i.e. Salary is 75,700 plus D.A.12,112. It comes to Rs. 87812 per month.
Pension is 5O% of salary i.e. 43,900 p.m.i.e. Rs. 5,26,000 per annum.
Assuming average life of 20 years of officer or dependent after retirement, total pension amounts to more than Rs. One crore . Actual amount shall be very much more because pension keeps on increasing with D.A..
In contrast, CPSU officers hardly get about Rs. 13 lakh as CPF on retirement, after 35 years of service, and get no pension. Let readers decide who are pampered and who are deprived.

It would demoralise civilians
It is good that Lt. collonnel have been given higher scale and grade pay. But it would demoralise civilians who are working in the pay scale of Rs .12000 -16500 or equivalent. It would be better if government also revised this scale upwards.

Is AP govt. shielding Raju:
Raju was to appear before US court in a case on January 10. He surrendered on January 9. Was this surrender to shield him from appearing in US court where if arrested, he could go to jail for 100 years.
AP police registered case in a in hurry and produced him before the magistrate. But same hurry was not shown by police in demanding police custody. This resulted in Raju being sent to judicial custody where other authorities- SEBI, Income tax, SFIO etc. can not question him without court permission involving lengthy court procedures and delays. Did the police's reluctance to demand custody was due to instructions from AP CM.

Seeing is not merely believing! It is also campaigning for the upcoming Lok Sabha elections! At least, this was the impression one got from a glimpse of Rahul Gandhi in the company of British Foreign Secretary David Miliband in a photograph front-paged in the TOI, Jan 16, 2009, showing the two celebrities sharing meals under the thatched roof with a Dalit family in Amethi! Quite laudable indeed ! But a little introspection made me see through the game. Could it not be a quite dinner? Why all this hullabaloo in the midst of media publicity--print and electronic? Did this aggressive campaigning help the under-privileged in any way? And strangely enough, how did Miliband the British Foreign Secretary agree to accompany Rahul Baba for nursing his constituency? Cost of overnight stay would have been phenomenal--running into crores of rupees including the cost of Z-plus security. All the same, taking the help of a foreigner and that too a British foreign Secretary in political canvassing is an unprecedented in the history of India. Rahul Gandhi is not a government functionary. He may be a defacto power behind the throne along with her mother .Can such an irrational behavior expected from a person who is aiming at becoming the next Prime Minister? Shameful indeed. This is one side of the coin.
Now let us witness the other side of the coin--more disturbing and much more humiliating.. There was a cryptic report in the media about Miliband 's article published in "The Guardian", attributing terrorism in India to the grievances of Kashmiri people. This outlandish conclusion was in sync with the Pakistani theorists and was applauded by the Pak media. May I request Miliband to read the history of India ( not as perceived by the Indians) but by famous and dispassionate authors before making up his mind. By his look ,Miliband appears to be post-1947 born ! If so, I would like to inform him that the Kashmir imbroglio was created by his forefathers who ruled over India as a British colony through their infamous policy of " divide and rule". Immediately after independence, the Pakis were incited by the UK-USA to send marauders and mercenaries into Kashmir disguised as jihadis or freedom fighters. This was all due to the unique geo-strategic location of J&K .We were then living in a strictly bipolar world in the midst of cold war. The Non-Alignment policy was an anathema to the west due to its pro-Soviet inclination. Things have changed now after the installations of successive democratically elected governments in J&K. The separatists have joined the national mainstream of India. Further, the terrorism is not India-specific. It can be created anywhere, anytime. We have not forgotten the trans-national terrorist attacks on UK,USA and other countries including India. We have not forgotten the watershed event of 7/11 at WT centre and the Pentagon in USA followed by the more recent attacks at Mumbai on 26/11. Against this background, it would be illogical to subscribe to the thesis propounded by Miliband. It is understood that MEA has already lodged a protest with the UK Government to desist from giving "unsolicited advice" to India .Now , my short question to Pranob Mukerji is: In view of the controversy surrounding the British foreign Secretary and the protest lodged by the MEA with the UK, how was the political clearance given to Miliband to visit the political constituency of Rahul Baba? Is he above India? Is this act not an affront to India ?
